2 Speaker Biographies Mr. Bernie Ting, Chairman, Hong Kong Toys Council, Hong Kong Mr. Bernie Ting is the chairman of the Hong Kong Toys Council under the auspices of the Federations of Hong Kong Industries. He studied Mechanical Engineering at the University of Toronto, and he obtained his MBA at Worcester Polytechnic Institute in the USA. He briefly worked in a manufacturing company in Canada. He is working at Qualidux Industries Co., Ltd with the current position as General Manager / Director. He became the Vice President of International Council of Toys Industries (ICTI) in He participates in Toys Manufacturers of Hong Kong and the Hong Kong Trade Development Council s toys advisory council. As part of his public duties in Hong Kong, he is the vice chairman of the Hong Kong Standard & Testing Center Ltd. & Hong Kong Q- mark Council. He contributes his spare time to community service through Rotary Club of Hong Kong South. Ms. Julia Doherty, Office of the United States Trade Representative (USTR), and Vice Chair, APEC Standards and Conformance Sub Committee, United States As Senior Director on Non- Tariff Measures in the Office of the World Trade Organization and Multilateral Affairs of USTR, Ms. Doherty is responsible for developing, coordinating and implementing U.S. trade policy positions relating to standards, conformity assessment procedures, and technical regulations.

3 She represents the United States on the trade aspects of standards and conformance matters in the World Trade Organization, the Asia- Pacific Economic Cooperation, and other international organizations. She is also responsible for negotiating the standards and conformance provisions in U.S. trade agreements. Prior to working on standards and conformance issues, from 2003 to 2007 Ms. Doherty coordinated U.S. trade policy related to the negotiations on the Doha Development Agenda of the World Trade Organization. She has also worked on international economic issues at the U.S. Office of Management and Budget, the Joint Economic Committee of the U.S. Congress and the investment bank of Kidder, Peabody & Co. She holds a Masters of Arts in Economics from the University of Maryland. Vice Minister Wei Chuanzhong, General Administration of Quality Supervision, Inspection and Quarantine of the People s Republic of China (AQSIQ), China Mr. Wei was appointed Vice Minister of the General Administration of Quality Supervision, Inspection and Quarantine of the People s Republic of China in April, He had successively been Deputy Director, Director of Liaocheng Bureau of Import and Export Commodities Inspection, Shandong Province, Director of General Office of the State Administration of Import and Export Commodities Inspection, Director of General Office of the State Administration of Entry- exit Inspection and Quarantine of the People s Republic of China, Deputy Director General, and Director General of Beijing Bureau of Entry- exit Inspection and Quarantine. Chairman Inez Moore Tenenbaum, Consumer Product Safety Commission, United States Ms. Inez Moore Tenenbaum was nominated by President Barack Obama on June 9, 2009 to serve as the ninth Chairman of the U.S. Consumer Product Safety Commission and was confirmed by the Senate on June 19, 2009, and sworn into office on June 23 to a term that expires in October Ms. Tenenbaum was elected South Carolina's State Superintendent of Education in 1998 and completed her second term in Throughout her career, Ms. Tenenbaum has been an energetic and determined advocate for children and families and has extensive experience in administrative and regulatory matters. During her tenure as State Superintendent of Education, student achievement in South Carolina improved at the fastest rate in the nation, with scores increasing on every state, national, and international test administered. At the end of Ms. Tenenbaum's tenure, the prestigious journal Education Week ranked

4 South Carolina number one in the country for the quality of its academic standards, assessment, and accountability systems. Ms. Tenenbaum previously practiced health, environmental, and public interest law with the firm Sinkler & Boyd, P.A. Before attending law school, Ms. Tenenbaum served as the director of research for the Medical, Military, Public and Municipal Affairs Committee of the South Carolina House of Representatives. She carried out the Committee's responsibilities for all legislation relating to public health, the environment, child welfare, social services, adult and juvenile corrections, state military affairs, and local government. Ms. Tenenbaum served as special counsel to the McNair Law Firm in the area of public school finance prior to being nominated by the President. She has also served on numerous task forces that provide oversight on children and family services in the state. Ms. Tenenbaum received her Bachelor of Science in 1972 and Master of Education degrees in 1974 from the University of Georgia and her law degree in 1986 from the University of South Carolina. She is the recipient of numerous honorary degrees and has been recognized by several state and community organizations for her civic work on behalf of children and families. Commissioner Meglena Kuneva, EU Commissioner for Consumer Protection, Belgium Commissioner Kuneva has a M.A. in law from the Sofia University "St. Kliment Ohridski", followed by post- graduate specialisations on international relations and international environment law in the Georgetown University, Washington DC, and Oxford. She started her career in the Bulgarian national radio as editor and presenter of program on legal issues and assistant in law at the Sofia University "St. Kliment Ohridski". For 11 years she was the senior legal adviser at the Council of Ministers and participated in the drafting of several proposals in the sphere of environment, civil law, access to information. In 1995, she became a consultant in the World Bank for the creation of Eco- fund and comparative study for the countries in Central and Eastern Europe on the impact on the environment. In 2001, Ms. Kuneva was elected as Member of the Parliament for 39 th National Assembly. The same year she took the post as Chief negotiator for Bulgaria to the EU and in 2002 became Minister for European Affairs. In 2005, she was elected for the second time as Member of the Parliament and stayed with the same

5 responsibilities. She presented Bulgaria at the Convention for the Future of Europe. Since 2007, she has been a Member of the European Commission and is responsible for Consumer Affairs. In 2007, Ms. Kuneva was nominated Commissioner of the year by European voice and in 2008 she received the European of the year award by the European Voice and was elected European Commissioner of the year by the European Agenda. Among her distinctions are: the Order of Legion d'honneur of France, Order of Star of Italian Solidarity of Italy, Order of Civil Merit of Spain, Order of Prince Enrique of Portugal, and Order pro Merito Melitensi of Malta. Mr. Martin Rushton, Principal Advisor with the Measurement and Product Safety Service, New Zealand Ministry of Consumer Affairs, New Zealand Mr. Rushton works for the New Zealand Ministry of Consumer Affairs as the Principal Advisor with the Measurement and Product Safety Service. Mr. Rushton emigrated to New Zealand in 2006 and prior to taking up his present post, spent 18 months as Principal Advisor with the Ministry of Justice. Mr. Rushton has a leading role in developing New Zealand s product safety regulatory regime and works closely with other regulators both in New Zealand and overseas and with businesses and other stakeholder groups with an interest in consumer product safety. His background is with the Trading Standards Service in the United Kingdom where he worked for 32 years in various parts of the United Kingdom, but principally in Scotland. During his last 12 years there, he was the Trading Standards Manager based in Edinburgh. Mr. Rushton was made a fellow of the UK Institute of Trading Standards in 2001 and held various portfolios within the organisation and in particularly in the areas of Product Safety and Quality Assurance. He has an MBA from Edinburgh s Napier University. Mr. Richard W. O'Brien, Director of International Programs and Intergovernmental Affairs, U.S. Consumer Product Safety Commission, United States A career federal employee with over 25 years service, Mr. O Brien draws from a diverse government and private sector background. At the Consumer Product Safety Commission, he oversees the regulatory agency s international activities aimed at ensuring the safety of imported consumer products. He also coordinates efforts with other U.S. and foreign government agencies on international consumer product safety issues. Mr. O Brien is a retired career U.S. Foreign Service Officer.

6 Mr. Christian Wetterberg, Chairman, ISO Technical Committee 181, Safety of Toys, Sweden Mr. Wetterberg has been the convener of CEN/TC 52/WG 3 Mechanical and Physical properties since He is also a member of the TC 52 Advisory Board and represents CEN together with the TC 52 Chairman in meetings of Notified Bodies for Toys Directive and in meetings with the European Commission and with its Toy Expert Group. Mr. Wetterberg is also the Chairman of ISO/TC 181 Safety of Toys. He acts as a Safety advisor to the Swedish Toy Association and does consultancy work for toy manufacturers, importers and authorities, mainly in Sweden. Mr. Wetterberg is the Marketing Manager of SMP Svensk Maskinprovning (the Swedish Machinery Testing Institute). Ms. Sally Greenberg, Executive Director, National Consumers League, United States Ms. Greenberg joined the National Consumers League as Executive Director on October 1, The National Consumers League is the nation s oldest consumer organization, formed in Ms. Greenberg s focus at NCL is on a range of issues affecting consumers, including product safety with a focus on children. Four key ongoing program areas for the League include: fighting fraud, child labor, LifeSmarts, and health care. At NCL, Sally testified before the White House Interagency Working Group on import safety and is NCL s primary spokesperson on a variety of issues. Ms. Greenberg comes to NCL from Consumers Union, where she served for over a decade as Senior Product Safety Counsel, testifying before Congress and the Consumer Product Safety Commission on numerous occasions. Her work for CU focused on product safety, including toy safety and the safety of nursery products for children, auto safety, and pro- consumer measures to bring reform to the legal system. Before that, she worked at the Justice Department s Foreign Claims Settlement Commission, and prior to her job at DOJ, spent a decade serving as the Eastern States Civil Rights Counsel for the Anti- Defamation League, based in Boston. Ms. Greenberg was President of the Women s Bar Association of Massachusetts and the Women s Bar Foundation, served on several gubernatorial commissions in Massachusetts, and currently serves on the boards of directors for the Alliance for Justice, Connected Nation, CLEAR, and Trillium Asset Management. She also serves on the consumer advisory boards for Google, AT&T and Verizon.

7 Ms. Monica Cui, Executive Director, Safe Kids China, China Ms. (Min- yan) Cui is executive director of Safe Kids China, responsible for the operation of Safe Kids programs in China. She started work on childhood injury prevention in 2002, leading the child injury prevention programs throughout the nation, which includes injury data collection, public education programs and environment modification promotion. Prior to that, she had experience on patient education and public affairs, and worked as a teacher for nine years. She graduated from Shanghai Normal University with a Bachelor of Arts degree. Ms. Ratna Devi Nadarajan, Malaysian Association of Standards Users and COPOLCO Representative, Malaysia Ms. Ratna Devi Nadarajan is currently the Chief Executive Officer of the Malaysian Association of Standards Users (Standards Users). Standards Users is a non government consumer based organization which promotes the participation of consumers in the process of standards development both nationally and internationally. She oversees development of promotion and awareness programmes related to importance of standards for consumer products, services, environment and social responsibility. She also identifies needs for research or surveys in the interest of safety of consumer products and services. T he association's work was key to making toy safety standards mandatory in Malaysia. She is the Malaysian representative at the ISO Consumer Policy Committee or the ISO COPOLCO and the Co- Convener of the Working Group on Product Safety under ISO COPOLCO. She is the developing country consumer representative in the drafting committee of the ISO Guidance Standard on Social Responsibility. Ms. Ruth Mackay, General Manager Product Safety Branch, Australian Competition and Consumer Commission (ACCC), Australia Ms. Mackay joined the Australian Competition and Consumer Commission in mid 2008 to head the newly created Product Safety Branch and led the implementation of major reforms within the Australian product safety system. Prior to joining the Australian Competition and Consumer Commission, Ms. Mackay held a variety of senior Government positions, most recently being the Registrar of Trademarks and Designs at IP Australia. Ms. Mackay holds a BA Dip Ed and Grad Dip Legal Studies.

8 Ms. Catherine (Kitty) H. Pilarz, Senior Director of Mattel/Fisher- Price Product Safety, United States Ms. Pilarz is Mattel/Fisher- Price s Director of Product Safety. Mattel/Fisher- Price designs, manufactures, and markets toys and family products that are sold in over 150 nations. Since 2001, Ms. Pilarz has been responsible for the safety of the Mattel and Fisher- Price product lines, assuring that all products conform to corporate safety requirements. She is responsible for the Mattel hazard analysis procedures, which audits new products to assure safety and conformity to standards and provides technical direction for product development related to safety issues. Ms. Pilarz also develops safety standards and policy for her firm. In 1980, Ms. Pilarz graduated from the State University of New York at Buffalo with a B.S. in mechanical engineering, and that same year she started working for Fisher- Price as an engineer- in- training. While a project engineer in international operations and conducting analysis and planning for international production, in 1983, she received her M.B.A. from Canisius College in Buffalo, N.Y. She additionally held positions as a manufacturing engineer and as a quality control engineer before becoming manager of product safety and reliability in Ms. Pilarz is Vice Chair of the Juvenile Product Manufacturers Association (JPMA) Certification Committee, which oversees the JPMA certification program, a mechanism whereby independent laboratory testing validates a baby and toddler product manufacturer s compliance with ASTM International safety standards. In addition, Ms. Pilarz is a member of the American Society of Mechanical Engineers and the American Society for Quality Control. Through ASQC, she has earned the designations of certified reliability engineer (1993) and certified quality engineer (1986). In ASTM International, Ms. Pilarz is Vice Chairman of new projects for Committee F15 on Consumer Products as well as chairman of the F15 subcommittee on play yards/non- full size cribs. She also participates on many other F15 subcommittees. She was honored with the 2006 ASTM Award of Merit and accompanying title of fellow for her contributions to F15. Ms. Pilarz has served as symposium chair for the International Consumer Product Health and Safety Organization, and as President and Board Member of that group, which works to promote product safety through education and communication. She received a 40 Under 40 Award in 1998 from Business First magazine.

9 Mr. T.S. Wong, Managing Director, Jetta Company Limited, Hong Kong Mr. T.S.Wong graduated from Hong Kong Technical College in 1967 and has worked in toy industry since graduation in areas such as quality and engineering. He is a Chartered Engineer, member of Institution of Engineering and Technology, UK. Mr. Wong is the Managing Director of Jetta Company Limited, a major OEM toy manufacturer with five campuses in China. Mr. Wong was Chairman of Asian Committee of Toy Industries ( ) and President of International Council of Toy Industries ( ). He participated in the drafting of the ICTI Code of Business Practices and the device of the CARE PROCESS. He is member of ICTI CARE PROCESS Governance Board. He is also Chairman of Hong Kong Trade Development Council, Toys Advisory Board, Honorary Citizen of Guangzhou, China and Executive Committee of People s Political Consultative Conference, Guangzhou, China. Mr. Martin Cahill, Vice President, Quality Assurance and Compliance, Hasbro Far East Ltd. Marty Cahill has been in his current position since November of He is responsible for Hasbro s quality assurance and compliance programs in the Asia region including safety, reliability, quality control, environmental health and safety, social responsibility, and C- TPAT. He has nearly 30 years experience in the toy industry in various quality assurance and manufacturing roles at Hasbro, Tonka and Kenner. Mr. Cahill has a Degree in Communications from Northern Kentucky University and a Degree in Mechanical Engineering from the University of Cincinnati. Ms. Maureen Logghe, Policy Officer, DG ENTREPRISE, Belgium Maureen Logghe started March 2008 as a seconded national expert and policy officer for the current Toys Safety Directive at DG Enterprise, European Commission location Brussels. Since 2002, she has worked as an engineer for the Federal Public Service Economy, SMEs, Independent professions and Energy, DG Quality and Safety, Consumer Safety Department, implementing European legislation into national legislation, following standardization on playground equipment and toys and coordinating market surveillance. She was dealing with Toys, Personal Protective Equipment, General Product Safety and Fair- and Playground equipment.

10 Prior to joining the FPS Economy, Mrs. Logghe was a chemical engineer for the State laboratory in Ghent. She specialized in gas and liquid chromatography and mass spectrometry. Papers on developing new detection methods for corticosteroids were published in scientific magazines. Mrs. Logghe graduated in 1994 from the University of Ghent as a Bio- engineer specialization Chemistry and started her Ph. D on the synthesis of chemical ligands for beta- agonists. She followed the maîtrise en Biologie et Chimie appliquée à l'université de Perpignan (France). She did a work placement on instrumental analysis at the RIKILT in Wageningen (the Netherlands). Mr. Carter Keithley, President of the Toy Industry Association, United States Mr. Carter Keithley became President of the Toy Industry Association in Mr. Keithley has 35 years of experience as an association executive with a focus on government relations. Prior to his position with TIA, Keithley served for twelve years as President of the Hearth, Patio & Barbecue Association, and eighteen years as Vice President of the association management firm, Smith, Bucklin & Associates in Washington, DC. Keithley is a graduate of the University of Michigan Law School and practiced law from 1971 to 1975 before commencing his career as an association executive. He has served as full- time or part- time chief executive for more than a dozen industry associations and professional societies. Mr. Keithley was a member of the Environmental Protection Agency s Clean Air Act Advisory Committee (CAAAC), from 2000 to 2006, and is currently a member of the Consumer Goods Industry Trade Advisory Committee (ITAC- 4) of the U.S. Department of Commerce, International Trade Administration. He has been a volunteer director of the Associations Council of the National Association of Manufacturers and Chairman of the National Council of the Housing Industry. Mr. Erik Wijkström, Counsellor, World Trade Organization, Switzerland Mr. Erik Wijkström is a Counsellor in the WTO Division on Trade and Environment. Since joining the WTO in 1995, he has worked in several areas of trade policy, including agriculture, sanitary and phytosanitary measures (SPS Agreement), health and trade, and trade and environmental policy. He has a Masters Degree in the areas of agriculture and economics from Uppsala, Sweden. He is currently the Secretary of the WTO Committee on Technical Barriers to Trade (WTO TBT Committee).

11 Mr. Terence Chan, Chair of the Asia- Pacific Laboratory Accreditation Cooperation and an Executive of the International Laboratory Accreditation Cooperation, Hong Kong Mr. Chan is the current Chair of the Asia- Pacific Laboratory Accreditation Cooperation (APLAC) and an Executive of the International Laboratory Accreditation Cooperation (ILAC). He has worked in the accreditation field for more than 20 years and is experienced in a wide range of accreditation. He is the Executive Administrator of the Hong Kong Accreditation Service taking overall responsibility for its daily operation. HKAS is a service provided by the Innovation and Technology Commission of the Hong Kong Special Administrative Region Government. Mr. Chan also represents Hong Kong, China in the APEC Subcommittee on Standards and Conformance. Mr. Peter Trillingsgaard, Director Governmental Affairs, the LEGO Group and Chairman of CEN TC 52 Safety of Toys, Denmark Mr. Trillingsgaard has worked with toy safety in the LEGO Group since He has been the Chairman of the CEN TC 52 Safety of Toys since The TC 52 is responsible for the EN 71 group of standards and is mandated by the European Commission to revise and update the standard to take account of emerging hazards and the Essential Safety Requirements in the Toy Safety Directive. Mr. Trillingsgaard is also the chairman on the Toy Industry of Europe s Technical Committee and the Chairman of the Board in the Nordic Association of Toy Manufactures. Prior to his position in the LEGO Group, he worked in the Confederation of Danish Industries and he has also worked in the European Parliament in Brussels serving as a political advisor. Ms. Myung Kang- Huneke, Executive Vice President, General Counsel, and Secretary, Sesame Workshop, United States As Sesame Workshop s Executive Vice President and General Counsel, Ms. Myung Kang- Huneke oversees the Legal Department and the Government Affairs Department, and serves as Secretary to the Board of Trustees. In addition, she developed and oversees Sesame Workshop s Product Safety Assurance Program. From 1998 to 2005, Ms. Kang- Huneke was on staff in the Legal Department and provided legal services for Sesame Workshop s various divisions, including the licensing division, where she supported the expansion of Sesame Workshop brands through product licensing and promotional, retail and representation agreements for Sesame Street and Dragon Tales products both domestically and internationally.

12 Prior to joining the Workshop, Ms. Kang- Huneke was an attorney for the New Media and Cable Group at ABC, Inc. (The Walt Disney Company) where she handled legal and business affairs for ABC s new media ventures. Previously, she was a litigation attorney for ABC, Inc. and represented the company and its affiliates throughout the country in employment, First Amendment and commercial litigation matters. Ms. Kang- Huneke also served as a litigator for the New York City Housing Authority. She began her legal career as an associate for the law firm of Proskauer Rose in New York City. Ms. Kang- Huneke graduated from the Columbia University School of Law as a Harlan Fiske Stone Scholar. Mr. Ian Anderson, Director of Asia Operations of the ICTI CARE Foundation, Australia Mr. Anderson is currently serving as the Acting Director of Asia Operations of the ICTI CARE Foundation Asia Ltd. (ICFAL). He has worked as a consultant to ICFAL since 2008, focusing on social compliance in Asian toy manufacturing facilities. Mr. Anderson has been involved with the toy industry in various capacities for over 50 years, including such roles such being appointed by TIA to establish the ICTI Code of Conduct office in Hong Kong; New Business Director for Mattel/Asia Pacific; and interim Technical Director for Sainsbury Asia Limited. Mr. Anderson has represented the Australian Toy Industry with Standards Australia on various committees for over 30 years and represented Australia on ISO Toy Safety committee working groups, and at Government Senate Committee hearings on Intellectual Property Theft. In 2004, he was inducted into the Australian Toy Association Hall of Fame for his distinguished service to toy industry safety programs. Mr. Robert Ianiro, Director of the Consumer Product Safety Bureau of Health, Canada Mr. Ianiro is currently the Director of the Consumer Product Safety Bureau of Health Canada. He holds a B.Sc. (Honours Biochemistry) from the University of Ottawa. He joined the Federal Public Service in In 2006, he completed an accelerated Executive Development Programme at Health Canada where he gained multi- disciplinary experience. Mr. Ianiro has spent the majority of his career in the area of consumer product safety, spanning diverse areas, including: legislative and regulatory development and implementation; product testing; compliance and enforcement; information and education for consumers and industry; policy development; and international collaboration. Recently, Mr. Ianiro led the development of the consumer product section of the Food and Consumer Safety Action Plan; a plan that was announced by the Prime

13 Minister of Canada in December He also led the policy development and drafting of the proposed Canada Consumer Product Safety Act (Bill C- 6) currently before Parliament, a key element of this Action Plan. He is an active member in international discussions related to consumer product safety which takes place in a variety of fora, such as the International Consumer Product Safety Caucus, the International Consumer Product Safety and Health Organization, and OECD initiatives. Ms. Qin Yuan, Official, Department of Supervision of Inspection of General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), China Ms. Qin is an official from the Department of Supervision of Inspection of China s General Administration of Quality Supervision, Inspection and Quarantine, responsible for safety of imported and exported consumer products including toys, shoes and clothes. She is a Commissioner on the National Technical Committee of Standardization for Toys. Mr. Budi Irmawan, Director for Multifarious Industry, Directorate General Metal Machinery Textile and Multifarious Industry, Ministry of Industry, Indonesia Mr. Budi Irmawan became Director for Multifarious Industry in Mr. Budi has worked for the Ministry of Industry since Prior to his recent position, he held several positions, namely, the head of business climate subdivision at the Metal Directorate at , Industry and Trade attaché at Indonesian Embassy at New Delhi from , and various position relating to Business climate, standardization and technology at the Ministry. Mr. Budi graduated from Mechanical Engineering school at Bandung Technology Institute in 1983 and pursued his Engineering Management Master degree at Widener University, in Pennsylvania, US in In his career, he has been engaged with various policy developments concerning standardization, environmental assessment, and several industrial policy developments; currently he is also head of Toys standard Technical Committee.

14 Mr. Shigekazu Fukunaga, Deputy Director, Ministry of Economy, Trade and Industry, Japan Mr. Shigekazu Fukunaga is the Deputy Director of International Affairs for standardization and conformity assessment policies. He participates in international conferences such as WTO Technical Barriers to Trade, APEC Standards and Conformance Sub Committee as the head of the Japanese delegation, and manages bilateral meetings and technical cooperation with ASEAN countries. He has made his career in METI in the field of energy policy and car recycling policy for eight years. Mr. Carlos Cardenas, Chief of the Department of Electric- Electronics, Laboratorio Nacional de Protección al Consumidor (National Laboratory of the Mexican Consumer Protection Federal Agency), Mexico Mr. Cardenas is the Chief of the Department of Electronics with the National Laboratory of the Mexican Consumer Protection Federal Agency, a position he has held since Mr. Cardenas is a graduate of the Instituto Politecnico Nacional (IPN), and serves as the Consumer Representative at the Standarization Committe CT- 61 Electrodomestic appliances Safety of the Asociacion de Normalizacion y Certificacion A.C. (ANCE A.C.).
