1 April 16, 2014 Annually the Juvenile Crime Prevention Council (JCPC) invites the County Commissioners to a dinner to discuss its programs and budget requests. The dinner was held at the Moratoc Restaurant, 101 East Blvd, Williamston, NC at 5:30 p.m. on April 16, The Martin County Board of Commissioners met in Special Session on Wednesday, April 16, 2014, 7:00 p.m. in the Board Room of the Martin County Governmental Center, 305 East Main Street, Williamston, North Carolina. ASSEMBLY Chairman Tommy W. Bowen, Vice Chairman Ronnie Smith, Commissioner Elmo Butch Lilley, Commissioner Bob Hyman, Commissioner Dempsey Bond, Jr., County Manager David Bone, and Clerk to the Board Marion B. Thompson. County Attorney J. Melvin Bowen was not in attendance. Chairman Bowen called the meeting to order around 7:00 p.m. The Pledge of Allegiance was led by Commissioner Bond. The invocation was offered by Vice Chairman Smith. Chairman Bowen welcomed everyone to the meeting and recognized the elected officials. AGENDA APPROVAL The Martin-Tyrrell-Washington District Health Department requested to be added to the agenda for a presentation. Vice Chairman Smith made a MOTION to approve the agenda as amended, with a SECOND by Commissioner Lilley. The motion was unanimously APPROVED by the Board. BUDGET PRESENTATIONS Outside Agencies Several agencies submitted budget requests to Martin County for FY ; however, the following outside agencies requested a presentation to the Board as well. Food Bank of the Albemarle Resource Development Director Steve Murray, of the Food Bank of the Albemarle, thanked the Board for the support received in past years. Mr. Murray requested an appropriation of $1,000 for fiscal year One thousand dollars would enable the Food Bank to provide approximately 5,000 pounds of food or the equivalent of about 4,166 meals. Last year, Martin County provided 500,909 pounds of food to the hungry men, women and children in the county. In addition to the number of households served the previous year, Director Murray reported there were 550 new households added to the system.
2 For over 30 years, FBA have been privileged to partner with the agencies and citizens in Martin County in the fight against hunger. Local farmers and vendors are used as much as possible to provide fresh products. The impact study has been instrumental in drawing the focus on areas of concern to Martin County: I- 44 initiative and TIP Project R2511, as well as having positive implications on project scoring. Mr. Finlayson distributed the following report provided by Project Manager Joe Miller regarding the tentative timeline of TIP Project R-2511, US 17 from Washington Bypass to Williamston. The project total cost would be $54.5 million (NC Trust Fund); total unfunded $42.3 million. State Environment Assessment approved May 2013 Finding of No Significant Impact (FONSI) August 2014 R/W Acquisition budgeted $8.5 million beginning NC FY 2019 Utilities Budgeted $3.2 million in NC FYs Construction in NC FY 2022 Action Items Recently Accomplished Public hearing held on December 3, 2013 Environmental Assessment approved by Federal Highway Administration (FHWA) on May 28, 2013
3 Action Items Planned Expect to obtain concurrence from the Merger team in the Least Environmentally Damaging Practicable Alternative (LEDPA) (Concurrence Point 3) and Avoidance and Minimization measures (Concurrence Point 4A) in May Finding of No Significant Impact (FONSI) scheduled to be completed in August 2014 Center for Family Violence Prevention Outreach Director Sandy Rhodes, accompanied by Court Advocate Codi Steigerwald, thanked the Board for its support for the Center of Family Violence Prevention in the past and stated the funds have been critical in assisting domestic violence victims and their children in the Martin County community. For fiscal year , Outreach Director Rhodes requested that the county support the center with the same allocation of $3,750 as last year. The Center for Family Violence Prevention provides emergency shelter, transportation, court assistance with domestic violence protective orders (DVPO), case management for job search and housing, counseling for adults and children and crisis intervention. The Center continues to offer abuser treatment services to the 2 nd judicial district through the GREAT (Group Rehabilitation & Education for Abuser Treatment) Program. Sessions Conducted st 8 months Counseling Sessions Court Sessions DVPO BHM Regional Library Executive Director Susan Benning, of the BHM Regional Library Board, stated the appropriation request for FY ($91,332) would be the same as last year s request for the support of the library services in Martin County. Executive Director Benning was accompanied by several library employees. In FY , the Martin Memorial Library branch hours would be decreased from 52 hours per week to 43 hours per week to allow employees to keep their current wage levels, and still allow the same number of full-time employees. Part-time staff hours would be reduced. Executive Director Benning proudly informed the Board about BHM Regional Library being featured in the North Carolina Department of Cultural Resources flyers as having 7,786 job related web searchers from its libraries public computers in March alone last year ( ). Realizing the importance of technology in workforce development as well as in all areas, BHM Regional Library was able to acquire new computers with Window 8, 2013 Edition for all of its public libraries at a negotiated cost of $700 each. Ms. Benning highlighted the various services offered at the Regional Libraries such as outreach to daycares, story-time, and computer classes.
4 Economic Development Corporation (EDC) EDC Chairman Laurence Lilley began by thanking the Board for its continual support of economic development in Martin County through such projects as the Industrial Park Shell building and others. EDC Chairman Lilley requested that the Board appropriate $258,500 for economic development for FY EDC Chairman Lilley commended the efforts of Executive Director Marvin Davis and Administrative Assistant Gay Perry. EDC Chairman Lilley described the EDC Board and staff as the sales and service department for Martin County. The detailed summary of EDC revenue and expenditures was provided for fiscal year as well as an overview of its current financial condition. Martin Community College Dean of Administrative Services Marvin Miller, of Martin Community College, presented the budget request. MCC President Dr. Ann Britt was out of state attending a Community College forum. The College requested $941,707 for operating expenses and $187,200 for capital outlay, totaling $1,128,907 for fiscal year Capital improvement requests included the conversion from more costly diesel fuel to natural gas; oil burners to gas burners. Two boilers in building #4 are in need of switching-out / replacing more than others. Commissioner Hyman, as a member of the MCC Board of Trustees, commented parts for the oil burners are nearly impossible to find as companies that produce them are no longer in business. Dean Miller added some boilers over fourteen years old no longer work and leak badly. The natural gas companies had agreed to run the gas lines for free, with the condition that all boilers will be replaced with gas burners. In its letter to the Board, MCC stated it had received permission (approved by the State System Office, etc and the Martin Community College Board of Trustees) to use $300,000 of state funds for capital projects that are by NC Statues the responsibility of the County. It was stated that those funds were originally slated for instructional operating expenses i.e. security and safety issues. County Manager Bone commented on hearing some conversation on the possibility of a future state bond referendum for community colleges as a source of revenue. MCC Vice Chairman Charlotte Griffin recalled many years ago of a bond referendum being obtained with the assistance of the Community College system, which was use strictly for roofing replacement / repairs. Chairman Bowen questioned the cost to maintain College owned property located in Hamilton that had been donated over five years ago. Dean Miller replied the major expense for the Hamilton property was insurance. No funds have been budgeted for repairs.
5 At last year s outside agency budget presentations, Dr. Britt stated there was a provision in the agreement that will allow the property to be sold, if not needed. County Manager Bone encouraged the College to seek a solution with the Hamilton property before it became a liability to the County. MCC also submitted a five-year Capital Improvement Plan (CIP) for the Board s review. Dean Miller expressed appreciation for the support of the Board of Commissioners. Martin Community Players President Dean McCall, of the Martin Community Players, thanked the Board for its past generosity in funding and requested continual funding in the amount of $8,000 for fiscal year Martin Community Players continue to provide cultural and educational experiences through theater entertainment for the residents of Martin County and the region. President McCall reported Martin Community Players had attendees as far as Seattle, Washington and throughout eastern North Carolina for the 2014 performance of the King & I. President McCall added through the efforts of MCP and others, positive focus and attention is being brought to Martin County. Martin County Arts Council Arts Council member / volunteer Marie Roberson thanked the Board for past support. On behalf of the Council, Ms. Roberson requested $10,000 for fiscal year to help provide cultural opportunities to the citizens of Martin County. Funding will help to provide an active venue for exhibits, art classes, and a gift gallery. Through its close working relationship with the school system, the Council has been providing many programs, both educational and entertaining for students across Martin County. Martin-Tyrrell-Washington District Health Department Health Director Terrell Davis, of Martin-Tyrrell-Washington District Health Department, also requested a presentation to the Board of Commissioners. The M-T-W Board of Health voted to recommend a total of $436,394 in funding from Martin, Tyrrell and Washington Counties to provide state-mandated public health services to the residents of the three counties. M-T-W District Health Department provides the following programs: Food and lodging, Environmental Health, Communicable Disease / STD / HIV Control and Emergency Preparedness. The per capita amount equals to $ Based on an estimated 2012 population of 23,961, Martin County s share of this request would be $254,818 for FY Health Director Davis commented the hope is that Martin County will continue to support its Health Department so that it can continue to provide the state-mandated public health services to its residents and maintain financial stability.
6 Health Director Davis stated there had been a lack of use of the medical services being offered at the Oak City Clinic. It was no longer financially feasible to keep the facility open. Therefore, the M-T-W Board of Health voted to close the facility. COMMENTS The Board of Commissioners expressed appreciation to all the agencies for their corporation in this difficult budget process and thanked them for all they do for the County. Chairman Bowen concluded comments by stating the volunteers in Martin County save the County monies. The tax rate would be unbelievable were it not for the willingness of volunteers to give of their time and resources. The service of volunteers means a lot to the citizens of Martin County. ADJOURNMENT With no further business to discuss, Commissioner Hyman made a MOTION, with a SECOND by Commissioner Bond to adjourn the meeting.
