3 COMPANY BRIEF HISTORY: Port Notel Limited is a private enterprise that was incorporated in December 2009, with CAC, RC856659, with the sole aim of carrying out the development and subsequent management of the Port Notel Ocean Terminal, in Ibeno LGA of Akwa Ibom State. A Five man board and a strong professional management team headed by Mr Victor B. Akpanika, is technically supported by external foreign port consultants based in USA, and Netherlands respectively. The vision is to be Africa s premier regional hub delivering efficient, effective, safe and secure services to the maritime community, with the mission to unlock Nigeria s maritime domain value through a public-private-partnership arrangement. 5 INTRODUCTION: Port Notel Ocean Terminal is envisioned as a multipurpose offshore industrial port facility, offering latest state-of-the-art Technology and equipment in port operations. The Port facilities will include shipbuilding, a ship-repairs and maintenance, Scrap yard, Marine Fuel Bunkering terminal, LNG Terminal, a Cruise terminal, Offshore Logistics Platform, as well as container and commodity terminals offering deep-sea access to mega-ships. There are also plans for a security operational base, known as Joint Operational Command Centre, (JOCC) and a 2 Kilometres runway airstrip. The seaport will be a strategic vital facility to the economy of West and Central Africa as well as a national security asset to Nigeria. A central tenet of the project is to develop a port facility on an artificial island off the coast of Ibeno local government area in Akwa-Ibom State in southern Nigeria. 7 GOVERNMENT PERMITS APPROVALS: The Company has carried out Market Investigation, and Port Engineering Master plan design, by its foreign Technical partners/consultants, Comprising of Port Consultants Rotterdam, CDR Consultants Engineering (Nig.) Ltd, Dynamar BV, as well as applied for official permit approval for the port development,made Technical presentation to Nigerian Ports Authority in November 2014, about to embark on global marketing of the project to Off- takers, Regulators and foreign investors. 8 PORT NOTEL LIMITED BOARD CHAIRMAN Rev. (Engr.) Etteh I.I. Etteh is the Chairman of Port Notel Limited. He is a principal partner in the firm of Etteh Aro & Partners, a leading Nigerian owned and Nigerian operated engineering firm located in Ibadan since With more than 40 years of engineering experience, Rev. Etteh has successfully designed and executed contract management for over 87 projects for the federal government, and over 225 projects for State government, FCT and parastatals located throughout Nigeria. 9 PNL BOARD MEMBER Engr. Mrs Mayen Adetiba, is Principal of Delkem Associates, a Consulting Engineering outfit and Chairman/Managing Director of Mayad Limited. She currently a Fellow and Past Vice President of the Nigerian Society of Engineers, along with being a Fellow of the Nigerian Institute of Management (NIM). Mrs. Adetiba is Chartered Secretary General of the Association of Professional Women Engineers of Nigeria (APWEN) and the 1 st Female Engineer to be elected into the executive committee of the Nigerian Society of Engineers, she is a serving member of several public quoted companies and organizations. 10 PNL BOARD MEMBER Engr. Ukot Thomas Ukot is the Managing Director of Dortom Engineering Limited in Port Harcourt, where he is repsonsible for the design and supervision of reinforced concrete and steel structures. He has over 40 years engineering experience, that started as senior assistant technician with the department of Civil Engineering, Ahmadu Bello University (ABU) Zaria, then practicing Engineer, with the Kwara State, Water Board, where he joined Etteh-Aro & Partners, before starting his own Engineering firm-ultimate Engineers in Port Harcourt, from which he was appointed the Executive Director Projects, and a member Port Notel Ltd 10

11 PORT NOTEL LIMITED MD/CEO Victor Akpanika is the Managing Director for the Port Notel project. He brings almost 30 years of work experience in a variety of government and private industry endeavours. Backed by a foundation of education in business management, public service administration and economics, his career spans from teaching in the Nigerian public-school sector to serving as a board member for various private institutions and government parastatals. In federal government service he served as a Commercial Manager for the Nigeria Postal Service. He has held the position of Manager Corporate Affairs, Marketing and Business Development, for both a multinational logistics corporations and an indigenous engineering firm. He later became the Community Relations Advisor for the Shell Petroleum Development Corporation in Port Harcourt. Today, along with his position at Port Notel, he is the Managing Director for Toolspushers Nigeria Limited, an oil and gas engineering, construction and maintenance company. Mr Akpanika is a strong community advocate, actively participating in a number of social activities Port Notel Ltd furthering local interests. 11

26 SUMMARY & CONCLUSION: Port Notel is a private initiative, for the development of an Ocean Terminal on an Artificial island, off the Atlantic Coast of Ibeno LGA in Akwa-Ibom State Nigeria, an innovative concept, that is very attractive to the international financial market and investors. The promoters have so far acquired over 275 Hectares parcel of Onshore waterfront property from the local community, as entry point to the proposed artificial island, carried out preliminary Survey with exact co-ordinates of the location, registered parcel of land with the Akwa Ibom Stae Government Lands Ministry, about to commence the process of obtaining C-of-O,. Commissioned and completed the Market Investigation Studies/preliminary Engineering Concept Design, by a consortium of Dutch Port consulting Companies based in Netherlands and submitted the Technical reports to Nigerian Ports Authority, for approval of the project. The next steps include commencement of Global Marketing and Public Private Partnership Negotiation, to distribute equity stake and interest in the already incorporated Special Purpose Vehicle, (PORT NOTEL OCEAN TERMINAL LIMITED) and preparation of bid documents for international bidding to select and appoint a Competent, qualified and Financially capable Engineering Construction Contractor to execute the project.
