Lucas called the meeting to order PRAYER & PLEDGE OF ALLEGIANCE Chairman T. Lucas led the prayer and pledge of allegiance CONSIDERATION OF MINUTES FOR MEETING HELD DURING DECEMBER Chairman T. Lucas asked if there were any changes to the minutes as presented Action: On a motion by Commissioner Jones, seconded by Commissioner Blackman, the Board unanimously approved the minutes as presented. S OF APPRECIATION A. Resolutions of Achievement for Membership in the North Carolina 4-H Honor Club were presented to Daniella Agostini, Randi Gerwatosky, Earon House, and Tyler Sharp. MISS DANIELA AGOSTINI 2014 NORTH CAROLINA 4-H HONOR CLUB WHEREAS, Miss Daniela Agostini has been a member of the Envirothon 4-H Club for many years; and WHEREAS, during Miss Agostini s tenure as a member of the Envirothon 4-H Club, she has not only pledged, but has learned to apply her head to clearer thinking, her heart to greater loyalty, her hands to larger service, her health to better living for her Club, her Community, her County, her Country, and her World; and
2 WHEREAS, Miss Agostini has so successfully learned and applied the lessons of 4-H that her knowledge of and ability to demonstrate that knowledge that she was selected for the 2014 North Carolina 4-H Honor Club; and WHEREAS, it is timely and appropriate that the Board of Commissioners pause and take note of Miss Agostini s achievement. NOW, THEREFORE BE IT RESOLVED BY THE OF that it hereby recognizes Miss Daniela Agostini for being selected to be a member of the 2014 North Carolina 4-H Honor Club. BE IT FURTHER RESOLVED that the Board congratulates Miss Agostini on this achievement and wishes her continued success in all her future endeavors. JAMES BOYCE FLOWERS, II 2014 NORTH CAROLINA 4-H STATE PRESENTATION GOLD MEDAL WHEREAS, Mr. James Boyce Flowers, II has been a member of the Flywheel Electric 4-H Club for many years; and WHEREAS, during Mr. Flowers tenure as a member of the Flywheel Electric 4-H Club he has not only pledged, but has learned to apply his head to clearer thinking, his heart to greater loyalty, his hands to larger service, his health to better living for his Club, his Community, his County, his Country, and his World; and WHEREAS, Mr. Flowers has so successfully learned and applied the lessons of 4-H that his knowledge of and ability to demonstrate that knowledge that he was selected as a Gold Medal Winner for his 2014 North Carolina 4-H State Presentation; and WHEREAS, it is timely and appropriate that the Board of Commissioners pause and take note of Mr. Flowers achievement. BENJI GODWIN 2014 NORTH CAROLINA 4-H ELECTRIC CONGRESS 4-H ELECTRIC PORTFOLIO STATE JR WINNER & DUKE ENERGY PROGRESS TERRITORIAL WINNER WHEREAS, Mr. Benji Godwin has been a member of the Flywheel Electric 4-H Club for many years; and WHEREAS, during Mr. Godwin s tenure as a member of the Flywheel Electric 4-H Club he has not only pledged, but has learned to apply his head to clearer thinking, his heart to greater loyalty, his hands to larger service, his health to better living for his Club, his Community, his County, his Country, and his World; and WHEREAS, Mr. Godwin has so successfully learned and applied the lessons of 4-H that his knowledge of and ability to demonstrate that knowledge that he was selected for his 2014 State Jr Winner & Duke Energy Progress Territorial Winner for his 4-H Electric Portfolio; and WHEREAS, it is timely and appropriate that the Board of Commissioners pause and take note of Mr. Godwin s achievement. SAM BRAKE 2014 NORTH CAROLINA STATE FAIR SENIOR SWINE SHOWMANSHIP WHEREAS, Mr. Sam Brake has been a member of the Lucama 4-H Club for many years; and WHEREAS, during Mr. Brake s tenure as a member of Lucama 4-H he has not only pledged, but has learned to apply his head to clearer thinking, his heart to greater loyalty, his hand to larger service, his health to better living for his Clubs, his Community, his County, his Country, and his World; and WHEREAS, Mr. Brake has so successfully learned and applied the lessons of 4-H that he has earned a much deserved award at the 2014 North Carolina State Fair, Senior Swine Showmanship; and WHEREAS, it is timely and appropriate that the Board of Commissioners pause and take note of Mr. Brake s achievement. BE IT FURTHER RESOLVED that the Board congratulates Mr. Scott on this achievement and wishes him continued success in all his future endeavors. Commissioner Boyette presented the Resolutions of Achievement. He emphasized the importance and significance of these resolutions for the hard work and dedication of the youth. Commissioner Boyette expressed how proud the county was for their accomplishments. Action: On a motion by Commissioner Hill, seconded by Commissioner Boyette, the Board unanimously approved the resolutions as presented. PERSONAL APPEARANCES A. Ms. Jennifer Lantz, Economic Development Director, presented the call for public hearing for grading and clearing incentive to Linamar Forgings, Inc. Ms. Lantz asked Commissioners to review the incentive package for Linamar Forgings, Inc. It is a 4 year economic incentive. The county's cost is $125,000 per year for four years. There is also a grading and clearing allowance of $200,000. The company will have 125 jobs with pay ranging $15-$20 per hour. Commissioner Hill asked if the $200,000 was separate or a part of the $125,000? Ms. Lantz stated it was separate and that a separate public hearing is needed. Action: On a motion by Commissioner Jones, seconded by Commissioner Blackman, the Board unanimously approved the call for public hearing on February 2 nd for grading and clearing incentive to Linamar Forgings, Inc. B. Mr. Randy Faircloth, Tax Administrator, presented an overview of Revaluation for Mr. Faircloth reviewed the Revaluation for He presented commissioners with information regarding public information, time frames, and identification of staff performing the revaluation. Mr. Faircloth explained that he thinks some numbers may come in higher and a significant amount lower but many will be about the same. The main driver is the current market price. Commissioner R. Lucas asked about the use of Pictometry and asked if it is helping with the revaluations and could it help law enforcement officers if they used the images? Mr. Faircloth explained that flyovers are occurring across the county and the images are good. He explained that it helps in the hard to reach areas. Mr. Faircloth stated that while he could not speak for law enforcement that he certainly hoped they would utilize the images to help them. C. Sheriff Calvin Woodard presented a Resolution Adopting a Policy for Mutual Assistance with other Law Enforcement Agencies.
14 Sheriff Calvin Woodard asked commissioners for a resolution that supports mutual aid from other jurisdictions in the event that the county may need more manpower. ADOPTING A POLICY FOR MUTUAL ASSISTANCE WITH OTHER LAW ENFORCEMENT AGENCIES WHEREAS, pursuant to North Carolina General Statues 160A-288, the governing body of a county may adopt appropriate guidelines for the purpose of mutual assistance with other municipal and county law enforcement agencies; and WHEREAS, pursuant to said laws, the law enforcement assistance to be rendered authorizes lending officers to work temporarily with officers of the requesting agencies, including in an undercover capacity, and lending equipment and supplies; and WHEREAS, it is deemed to be in the best interests of the citizens of Wilson County to adopt a reasonable policy and guidelines whereby reciprocal law enforcement assistance can be both rendered to and obtained from other governmental jurisdictions; and WHEREAS, such reciprocal assistance is necessary for effective law enforcement for the protection of the citizens of Wilson County; NOW, THEREFORE, BE IT RESOLVED BY THE THAT: 1. The Sheriff is hereby authorized to enter into mutual assistance arrangements with other municipal and county law enforcement agencies, provided that the head of the requesting law enforcement agency makes such a request in writing. 2. The Sheriff is hereby authorized to permit officers of the Wilson County Sheriff s Office to work temporarily with officers of the requesting agency, including in an undercover capacity, and the Sheriff may lend such equipment and supplies to requesting agencies as he deems advisable. 3. All such request and authorizations shall be in accordance with North Carolina General Statutes 160A-288, as applicable. 4. While working with a requesting agency, an officer shall have the same jurisdiction, powers, rights, privileges and immunities (including those relating to the defense of civil actions and payment of judgments) as the officers of the requesting agency in addition to those the officer normally possesses. 5. While on duty with the requesting agency, an officer shall be subject to the lawful operational commands of the officer s superior officers in the requesting agency, but the officer for personnel and administrative purposes, remain under the control of the officer s own agency, including for purposes of pay. An officer shall furthermore be entitled to worker s compensation and the same benefits to the extent as though he were functioning within the normal scope of the officer s duties. 6. The Sheriff is hereby authorized to enter into mutual assistance agreements with other law enforcement agencies in accordance with such reasonable arrangements, terms and conditions as may be agreed upon between the respective heads of the law enforcement agencies. Commissioner Jones asked about private citizens having the authority to detain someone? She stated that she had read that in the materials.
15 Sheriff Woodard explained a citizen would have to use reasonable force to detain the individual until a law enforcement officer arrived. He also stated that this resolution helps to cover law enforcement officers and it provides additional support. Commissioner Hill asked if other law enforcement departments do the same? Sheriff Woodard replied that they do follow the same guidelines. His goal is for us to have agreements with surrounding counties and the city. Action: On a motion by Commissioner Boyette, seconded by Commissioner R. Lucas, the Board unanimously approved the Resolution as presented. D. Ms. Teresa Ellen, Health Department Director, shared an Annual Review of Accomplishments for Ms. Ellen explained she has completed her first year as health director and she appreciates her staff efforts toward this successful year. She explained they have had numerous improvements in customer service, accountability and improved the availability of reports. Revenues have improved in the clinics by 42%. In WIC patient wait times have decreased by 50%. All services are now available 5 days per week instead of on different dates and times. Ms. Ellen explained other efficiencies and provided a more detailed report to commissioners. Commissioner Boyette stated he feels Ms. Ellen and staff deserve a resolution of appreciation for their hard work and dedication for the improvements and efficiencies. Action: E. Ms. Tiffany Reese, Finance Director, presented an amended contract with Martin Starnes & Associates and budget amendments for consideration. Ms. Reese presented an amended contract with the county's auditing firm. Commissioner Hill asked if funds had been appropriated for this? Ms. Denise Stinagle stated yes that this is just an amendment. Ms. Reese explained that it is needed to move forward for our financial statement processing. Action: On a motion by Commissioner Jones, seconded by Commissioner Blackman, the Board unanimously approved the amended contract with Martin Starnes & Associates. Ms. Reese presented budget amendments. Department of Social Services Increase Medical Assistance 350,000 Increase Contract Labor 350,000 Budget Amendment is for additional federal revenue generated based on 75% reimbursement for Medicaid administrative costs. The additional revenue was approved to provide additional support for counties in
16 the implementation of NCFAST. Contract labor is being utilized to assist with the conversion from the old to the new system. Increase Child Welfare State in Home 31,048 Increase Salaries 31,048 We are requesting the following budget amendment as additional funds have been received from the State. This budget amendment is for Child Welfare State in Home Expansion. This is 100% state funding allocated for child welfare in-home services to provide and coordinate interventions and services that focus on child safety and protection, family preservation and the prevention of further abuse or neglect. Public Library Increase Library Donations & Gifts 1,065 Increase Materials 1,065 To budget library donations received through 12/23/14. No County Funds. Soil Conservation Increase Solid Conservation Award Donation 400 Increase Award Banquet 400 To budget Soil Conservation donations received. No County Funds. Action: On a motion by Commissioner Blackman, seconded by Commissioner Atkinson, the Board unanimously approved the budget amendments as presented. OTHER MATTERS A. The bids for 1010 Atlantic Street, East in the amount of $7,000 and 405 West Hines Street in the amount of $7,000 has not been raised in the 10 day advertisement. The Board may now consider accepting the bids. Action: On a motion by Commissioner Boyette, seconded by Commissioner Hill, the Board unanimously approved the bids as presented. B. The following vehicle needs to be declared surplus: 1996 Toyota Corolla, VIN This was presented for the Board s consideration. Action: On a motion by Commissioner Hill, seconded by Commissioner Atkinson, the Board unanimously approved the vehicle to be declared surplus. CHAIRMAN S REPORT A. The Essentials of County Government is scheduled for February 18-19, 2015 in New Bern. If you are interested contact the County Manager s Office. Five commissioners have committed to attend this event. MANAGER S REPORT A. The Unified Development Ordinance Training is scheduled for Monday, January 26 th. It will be held at Miller Road and will begin at 7:30 pm.
