2 國際專業管理學會 The International Institute of Management President's Message Prof. Dr. David Lan, GBS, ISO, JP President The International Institute of Management (IIM) 藍鴻震博士教授國際專業管理學會會長 The totally unexpected outcome in June 2016 of the EU/Brexit referendum, caught the banking, financial, commerce, academic & indeed the entire world by surprise, requiring the global business & other sectors having to make quite a bit of adjustments, some of which are pretty substantial & long lasting with effects yet to be seen. The US election, like a yo-yo, has been described by the world media as a presidential campaign on a knife-edge, with absolutely astonishing outcome in the form of Donald Trump finally declared as the US President for the next 4 years, commencing from the 3rd week of January The media reported that over night and the days thereafter, there were protesting and even riots, with numbering in terms of thousands in Manhattan & many cities across the country. Protesters were saying things like, Not my President, No Trump, no KKK, no fascist USA etc. It is a challenge for the new US President. However, I believe it could be a blessing in disguise, if President Trump could turn around the situation within a reasonable period of time. At the time of writing this note, President Elect looks confident in meeting the challenges, while the world is watching with eyes wide open. South Korean President Park Guen-hye described by Financial Times as: A nation s princess recast as a puppet, with outcome yet to be seen. However, from TV news for the past 3 weeks at the time of writing this report, angry mobs of some 1.3 million were seen demonstrating not far away from the President's office. The world is also watching closely here. Back to Hong Kong, life cannot be described as smooth & even, with the current Chief Executive (CE) having to face loud noises asking him to step down, even before his taking

3 up the CE appointment 4 years ago. Thereafter, the Government & many others have put in a lot of effort to achieve harmony & cohesion within the SAR, though with arguable levels of achievement. Nevertheless, HK's unemployment rate at around 3.2 to 3.4 % has remained amongst the lowest in the world. Our economy is still growing though at a slower but steady annual growth rate of about 2.4%. All this is amidst surrounding noises of discontent/dissatisfaction, even with amazing scenes of a few legislator designates plus their supporters openly advocating for full autonomy or 'Independence" for Hong Kong, a totally absurd, irrational & bizarre idea. With external and internal factors as described earlier, not being too favourable, plus the general slowing down of the world economy, Hong Kong is definitely facing numerous challenges lying ahead. Yet looking back at Hong Kong's past history since the fifties in the last century, we have always gone through difficult situations and coming out better & stronger each time. We are never afraid of problems & headaches, as we firmly believe that through our proven records that competitions only make us stronger & fitter for survival. Furthermore, the last 31 years' record of our Institute (IIM) has proven that through the concerted efforts of the academia, professional practitioners, entrepreneurs & young people including students, competitiveness can be raised through improvements & strengthening of our management skills & knowledge in building our management excellence. With the visionary guidance from our Counselors, and the united strengths of our Corporate Partners, I look forward to a new page for our Institute through building management excellence, in the years to come, delving both in breadth and depth into the arena of developing future global leaders for the HKSAR, our Motherland, and the Asia-Pacific region. We earnestly invite you to rally your support and join IIM s coming initiatives in striving for management excellence. Let us celebrate tonight, to thank all those that have contributed towards IIM s current success, and to kick-start our ambitious plan for the coming decade. 1

The Institute has successfully raised their target towards improving management excellence in different fields, both in the public & private sectors. The Institute was commenting the incident from an angle of business logic & common sense, stating that you need two hands to clap & that there should at least be two parties to initiate an arbitration. A press summary in Chinese is given below, and photographs of the event are attached below. 就上述事件, 國際專業管理學會於 7 月 14 日 ( 星期四 ), 香港外國記者會舉行記招待會及公開論壇 7 月 15 日有以下報導 : 國際專業管理學會會長 : 僅一方參與不能稱仲裁 文匯報 A10 仲裁鬧劇 報章 藍鴻震斥仲裁為鬧劇 大公報 A06 要聞 報章 國際專業管理學會 14 日就南海仲裁舉行公開論壇, 會長藍鴻震直斥事件是一齣鬧劇 古地圖收藏家譚兆璋指, 從明代 清代的地圖可見, 南海諸島在當時已屬中國 論壇在香港外國記者會舉行, 藍鴻震表示, 所謂仲裁必須是雙方或更多方出現矛盾, 才能夠仲裁調解, 絕無單方面仲裁的道理, 正如 一個手掌拍不響, 而且所謂國際仲裁庭的仲裁結果, 並無強制執行權, 故整個南海仲裁案 根本就是一個鬧劇 荷蘭海牙常設仲裁法院早前就南海仲裁案作出所謂 裁決 昨日, 國際專業管理學會舉行記者會及公開論壇 國際專業管理學會會長藍鴻震指出, 中國從來沒有參與仲裁, 而只有一方的參與, 不能稱為仲裁, 且仲裁庭沒有執行權力, 故仲裁只是一場鬧劇 香港律師會前會長何君堯表示, 中國在 2006 年已就 聯合國海洋法公約 第 298 條作出排除性聲明, 不接受以仲裁解決主權及領土等問題, 因此中國不接受這次 裁決, 而是主張以協商解決南海爭端 他質疑, 美國近年重返亞洲, 希望主導跨太平洋戰略經濟夥伴關係協定 (TPP), 而南海爭端成為美國介入亞洲問題的一個藉口 財經評論員曾淵滄則指, 仲裁只是美國圍堵中國的一部分, 相信未來中國及菲律賓有樂觀結局, 將協商於南海開發石油及資源等問題 40

Rising from the Crown is a Philippine Eagle representing The International Institute of Management Limited branching internationally. Holding in the Eagle's Claw is a Timer representing Effective Use of Time. The Supporters On the left of the shield is a White Unicorn with Golden Horn representing Righteousness. The Supporters On the right of the shield is an Imperial Golden Dragon representing Flexibility. The Shield Across the top of the shield is a band with an open book in the center. Written on the book are two Latin words, "Commercium" for Commerce on the left and "Industria" for Industry on the right. On the lower part of the shield are two Keys representing the Keys to Knowledge and a pair of Scales representing Fairness in Dealings. The Motto "Achievement Through Professionalism" is self explanatory. 42
