1 ERAL CIRCLE GEN18 COUNCIL 20 Special Circular 27 September 2018 TO ALL UNITS/MEMBERS 10 TRIENNIAL GENERAL COUNCIL SBI STAFF ASSOCIATION, BHUBANESWAR CIRCLE PURI, THE 23rd SEPTEMBER 2018 The 10 Triennial Circle General Council of our circle and e 66 Triennial General Council of SBI Staff Association (8 Circles) were held inside e wondrously decorated hangar of Hotel Blue Lily at Puri on 23rd September wi unprecedented pomp and grandeur. Thousands of excited members and delegates came in a colourful rally shouting slogans, cheerfully escorting eir leaders to e huge auditorium. The passage to e hall was beautifully festooned wi flags, symbols, banners and hoardings of our union leaders from different circles. The atmosphere vibrated wi e slogans of Zindabad and Long live. Once e four ousand members, guests, invitees, leaders, settled before e enormous stage, e guests were invited on to e dais by e anchor Smt. Sony after a superb Odissi performance by Shree Dance Academy, Bhubaneswar. The guests were welcomed and felicitated by e Chief Secretary Com. Rajesh Kumar Tripai, Com. Annada Shankar Jena, President and Com. S. P. Behera, e General Secretary on e stage wi bouquets & mementos and escorted to eir seats accompanied by loud cheers and applause. Important among e dignitaries who embellished e attractive dais were :Shri Prashant Kumar, DMD & CDO, SBI, Corporate Centre, Mumbai as Inaugurator, Smt. Praveena Kala, CGM, SBI, LHO, BBSR & Com. S. K. Bandlish, General Secretary, AISBISF & Convenor, UFBU as our Chief Guests.

Besides em Com. Aloke Kumar Dey, Former, Chief Secretary, SBISA, Com. Profullo Kumar Patnaik, Former Secretary, AISBISF, Com. Bhupen Kalita, Former President, AISBISF, Com. Prakash Gangal, Com. M. V. Murali, former General Secretaries, AISBISF, Com. J. B. Mohapatra, Former Chief Secretary, SBISA and oer former leaders from our circle and oer circle unions from different parts of e country were also present. The Guests of honour were also invited to e dais wi admiring slogans and loud clapping. Oer guests who sat on e front rows off e dais were also welcomed wi flowers and shawls. The inaugural session of e 66 Triennial General Council, SBISA (8 Circles) and 10 Triennial Circle General Council of SBISA, Bhubaneswar Circle were inaugurated by Shri Prashant Kumar, DMD & CDO, SBI, Corporate Centre, Mumbai by lighting e lamp alongwi oer dignitaries on e dais wi veda recitation in Sanskrit. It was followed by an opening song in sanskrit recited by accomplished chorus singers. Com. S. P. Behera, e Chairman, Reception Committee as well as e General Secretary, SBISA, BBSR Circle delivered his introductory welcome address. Profusely praising e decorous audience, he expressed his ankfulness to Com. Sanjeev Kumar Bandlish, General Secretary, AISBISF and e Chief Secretary of SBISA (8 Circles) Com. Rajesh Kumar Tripai for giving e opportunity of holding e 66 Triennial Circle General Council of 8 circles in Bhubaneswar Circle. He heartily welcomed all e members, delegates, guests & leaders to e meeting. He expressed his concern over e tardy pace at which e 11 Bi-partite wage negotiation is going on due to e unyielding attitude of e IBA/Govt. and denounced e recently contemplated amalgamation of Dena Bank, Vijaya Bank and Bank of Baroda and requested e Federation Secretary & President to speak in details about e matter. Com. S. K. Bandlish, e Chief Guest and General Secretary, All India SBI Staff Federation, in his sonorous voice greeted all e members, delegates and lauded e meticulous arrangements made. Praising Mr. Prashant Kumar, DMD & CDO who has had been quite instrumental in considering issues raised by e Federation. Com. Bandlish requested him to make provision of crèches at big offices/ branches of our Bank in view of e increasing number of lady employees in our Bank. While speaking about some of e welfare achievements like introduction of bereavement leave, 100% reimbursement of medical expenses for families, increase in amounts of loans and advances and improvements in e career pa scheme, etc. anked e DMD & CDO for having facilitated e agreements. He also pleaded for e out of cadre promotions of sub-ordiante staff also reintroduction of compassionate appointment scheme which stood long ignored. Shri Prashant Kumar, DMD & CDO in his speech pronounced his profuse happiness in being able to address such a vast audience. While praising e unparalled energy of Shri Bandlish he minced no words in admiring e great maturity and wisdom always exhibited by e Federation leaders at e negotiating table. Shri Kumar while reminding e audience at State Bank

3 employees do enjoy a wonderful service condition which is envied by many, supported early conclusion at e 11 Wage Settlement. However, while goading all members to strive for excellent service to Bank customers, he assured everyone to extend his best efforts in solving every sort of reasonable HR issues affecting staff. Smt. Praveena Kala, Chief Guest and e Chief General Manager extolled e electrifying energy shown by e members and delegates while cheering eir leaders when ey were invited on stage. She in a lighter vein asked em also to exhibit such energy as well as unity in making e customers happy and satisfied. She expressed her deep admiration for e speed & accuracy shown by e young staff members at eir counters in e Bank while performing eir work and sought e co-operation of everyone for e over all grow of e Bank. Com. VVSR Sarma e eloquent President of e Federation was highly critical of e IBA as well as e Govt. in his speech. He vehemently disagreed wi e view at e banks are incurring losses for which better wages could not be given to bank employees, where as e net losses incurred were only due to e huge amounts of provision mandatorily made for e accumulating NPAs. He said at our bank also had been reeling under e burden of ten ousand crores of NPAs which were only due to high corporate houses. However, he expressed his immense fai in e fighting spirit of our militant members and hoped for a reasonable wage pact sooner an later. Com. U. K. Dash, General Secretary, SBI Pensioners Association anked e organizers for staging such a big conference in such a grand manner. He encouraged e Federation in its pa of struggle to extract a respectful wage accord for its members also not forget e issues of e pensioners at e time of finalizing e negotiation. Com. Sambit Misra, General Secretary, SBI Officers Association, BBSR circle spoke high of e functioning of e Staff Association in Bhubaneswar Circle and wished e General Council a grand success. He also anked Com. S. P. Behera for calling him his comrade in arms. Com. Banshidhar Sei, General Secretary, SBI SC/ST Employees Welfare Council in his speech anked e General Secretary Com. S. P. Behera for inviting him to e conference and said at e Association had always helped e SC/ST Council in helping e SC/ST members in eir welfare. The Inaugural session ended wi e vote of anks by e Chief Secretary Com. Rajesh Kumar Tripai. He anked each and every person connected wi e successful holding of e conference starting from e Chief Guest to e hotel auorities. Just after e lunch break at 3.30 PM, Delegate Session of SBISA, Bhubaneswar Circle was started. Due to paucity of time e President Com. A. S. Jena immediately called e meeting to order to conduct e business of e Delegate Session. President Com. A. S. Jena addressed e session wi warm regards and invited e General Secretary to take up e Agenda items, which were disposed off in seriatim as under :- Com. General Secretary addressed e session wi warm gratitude and wiout taking much time he took up e Agenda items as per e following :- Com. General Secretary presented e General Secretary s report on e working of e Circle Committee togeer wi e audited statement of accounts of e circle secretariat of e union for e year as approved by e Circle Committee which was adopted

4 by e entire house unanimously wi huge round of applause. Taking up e Agenda No.2, Com. General Secretary advised e house at all e proposals regarding amendment to e Rules and Constitution of e Union as recommended by e Circle Committee for consideration will be placed in e Delegate Session of SBISA (8 Circles) just after is session. Since no more proposals had been received from units, no furer discussion was ere on is Agenda. In response to Agenda No.3 & 4, e President advised e house at is Agenda would be taken up later on immediately after e oer Agenda items were over which was approved by e house unanimously. In Agenda No.5 e Resolutions recommended by e Circle Committee for onward recommendation to e appropriate auorities was taken up by e General Secretary. Some of e important resolutions placed by e General Secretary and passed by e members wi underous clapping were on :- i. Late sitting & payment of OT ii. Merger of Associate Banks wi SBI iii. Compassionate Appointment Scheme iv. Recruitment of messengers and guards v. Outsourcing vi. Medical benefits improvement vii. Career Pa and transfer issues While taking up e Agenda No.6, i.e. transact any oer business wi permission of e chair, e General Secretary narrated at all e issues raised and reported by Circle Committee members and oer members are placed in General Secretary s report and briefly discussed by him earlier. Again in his speech at inaugural session on at day s General Council meeting Com. S. K. Bandlish, General Secretary, AISBISF had also covered all e issues relating to our staff matters and subsequently responded by our esteemed DMD&CDO Mr. Prashant Kumar. So no furer discussions were held due to paucity of time as e Delegate Session of SBISA 8 circles was approaching immediately after is session. At e end as per Agenda No.3&4 to elect office bearers of e Circle Committee for e triennial term of and Circle delegates for Triennial General Council of e union was taken up and dais was vacated. The proposed election officer took charge and conducted e business. Jena and for all oer leaders. The conference venue became a scene of exultation and rhapsody, bouquets, garlands, flowers and mutual greetings. Com. G. P. Patnaik, Secretary, SBISA Co-op. Society Odisha Ltd., Cuttack had greeted bo e President and General Secretary wi huge garlands and also greeted oer newly elected office bearers. After calm prevailed, e newly elected General Secretary Com. S. P. Behera in his resonant voice anked all e delegates, observers, volunteers and members on behalf of e committee and reassured everyone his fidelity to e common cause of e members. He also promised to always lead e circle union from e front holding e banner of e Association high. The 10 Triennial Circle General Council concluded wi a brief address and anks giving by e President elect Com. A. S. Jena to all e volunteers from Puri, Cuttack and Bhubaneswar, activists and comrades for eir whole hearted support, relentless efforts for staging such an scintillating General Council. He showered huge encomium for Com. G. P. Patnaik, e
