List from Charitable Services Section of Los Angeles of Permits issued for 2017 events held in Beverly Hills The 2017 Annual Report is generated to familiarize the City and the community with all of the important accomplishments of the Charitable Solicitations Commission throughout the 2017 calendar year. The primary responsibility of the Commission is to ensure the compliance of charitable organizations that solicit donations or funds from the residents of Beverly Hills. Compliance with established permitting guidelines helps to protect our community from fraudulent, fictitious or otherwise unscrupulous solicitations, It also serves to keep the community aware of the many charitable events being held in Beverly Hills. The Commission, in close cooperation with the Police Department, regulates the issuance of solicitation permits, reviews financial statements provided by the charities, and maintains a dedicated websfte for the public to obtain information regarding permitted solicitations. During 2017, the Commission was successful in the following endeavors: 1) The Commission issued 226 permits for charitable solicitations conducted in The Commission reviewed the financial statements of 172 monetary drives and charitable events held during Forty-nine financial statements are still outstanding and five permits were cancelled.
2 2) Continued independent action by commissioners researching newspapers and other forms of advertising, led to the identification of charitable events scheduled to take place in Beverly Hills for which no permit applications had been submitted. This information, provided to Police Department staff, resulted in increased outreach, compliance, and ultimately the issuance of permits. 3) The Commission worked closely with representatives of the Human Relations Commission to review and evaluate 19 applications for the Community Assistance Grant Fund FY17/1$ in order to determine the allocation of funds based on service needs within the City. The two commissions collaborated and were successful in working through the proposals and financial information submitted by nineteen organizations. As a result, a joint decision was made and recommendations to approve 17 of the applications was submitted to the City Council. 4) The Commission has identified the Top Ten fundraising organizations, the Bottom Ten fundraising organizations and a list of 13 organizations that held unpermitted events in Beverly Hills. The Commission believes that this is valuable information for the community members to have available when they are solicited for charitable donations. Detailed information collected throughout the year regarding permits, charitable organizations, and financial data is presented on the following pages. The report summarizes all available information regarding permitted and unpermitted charitable solicitations which occurred during the 2017 calendar year. Staff will followup on pending financial statements and reports of unpermitted charitable solicitations until all organizations comply with the City s Charitable Solicitations Ordinance or until they are referred to Code Enforcement for appropriate action. 2 of 10
