2 Government, business, labour and civil society meet to discuss human resources development Government and its social partners converged at Gallagher Convention Centre, Midrand in Johannesburg for the second Human Resources Development Council (HRDC) on March The W&RSETA was amongst the five SETAs that sponsored and participated in the Summit. The theme for the 2016 Summit was Partnerships for Skills A Call to Action aimed at identifying strategic partnerships that will enable the HRDC to accelerate skills development and curb unemployment. Deputy President, Honourable Cyril Ramaphosa addressing delegates at the Summit The HRDC is a joint initiative between Government, unions and civil society to address the human resource development challenges in South Africa. It was established in 2014 and is chaired by the Deputy President of the Country, Honourable Cyril Ramaphosa with the Minister of Higher Education and Training as the Secretariat. The objective of the Summit was to provide feedback on the recommendations from the various Task Teams that were established after the first HRDC Summit which was held in 2014 as well as progress on the revised HRD Strategy Higher Education and Training Minister, Dr. Blade Nzimande opened the Summit and highlighted his Department s role which was to facilitate an enabling environment to equip the future generation to participate in the country s economy. The Minister emphasised that the social partners had a responsibility to ensure that training and development happened on the ground. During his address, Dr Nzimande pointed out some milestones that had been achieved through the HRDC and these include collaboration between industry and institutions of learning to produce industry relevant skills as well as significant progress on artisan development. 3 Government, business, labour and civil society meet to discuss human resources development Thulasi Nxesi; Women in the Presidency, Ms Suzan Shabangu; Environmental Affairs, Ms Edna Molewa and Home Affairs, Mr Malusi Gigaba attended the Summit. Higher Education and Training Minister, Dr Blade Nzimande officially opened the Summit In his address, the Deputy President indicated that the Summit served as a vital engine of skills development in the country. He further said that the Summit was held at a backdrop of the challenging economic environment which required South Africa to reshape and reposition the economy to expand the capacity of the country. The Summit is a call to action to make South Africa a learning and skilled nation. The Human Resource Development Council is the brains trust of our country when it comes to the development of the skills of all South Africans. This Summit pays tribute to all partners in the skills revolution, in areas such as early childhood development right through to post-doctoral studies, from worker education to enterprise development. We are developing the South Africa of tomorrow - brick by brick; idea by idea; student by student; we are shaping the future, said the Deputy President. The Deputy President also indicated that since the establishment of the Council many strides had been made in improving partnership between the industry and institutions of learning as well as improving the status of employment in the country. Some of the successes of the HRDC that the Deputy President highlighted include the improved profile of TVET Colleges through the Adopt-a-TVET College initiative which promotes collaboration between industry and TVET colleges. 24 of the 50 Colleges had been adopted by local and international companies through this initiative. The Deputy President also commended the industry for the employment of over 90% of TVET College graduates which was evidence that the collaboration was bearing fruit. 4 Government, business, labour and civil society meet to discuss human resources development Additionally, through the HRCD there had been significant progress in the development of academics particularly at doctoral level. Amongst other resolutions of the Summit were that Department of Higher Education and Training needs to work with the SETAs to address the challenge that the country was faced with on developing sufficient artisans. It was also recommended that SETAs enter into a service level agreement with the DHET to specify a number of artisans they would be producing in a year. The Summit also had focused deliberations through commissions on topics such as: The strengthening and support of the TVET Colleges, Production of Academics and strengthening partnerships between industry and Chairperson of the KZN Advisory Committee Higher Educations, Worker Education, (ADCOM) and Principal of Mthashana TVET Entrepreneurship Education Production of College, Mr Nhlanhla Dimba presented the KZN Professionals, foundational learning and production of SOE model intermediate skills particularly on artisans.. In addition to the exhibition opportunity, the W&RSETA showcased its award-winning project, the KZN Retail Schools of Excellence (SOE) to demonstrate the impact of public-private partnerships. 4 W&RSETA NEWSLETTER
5 ITUP Graduations in Mpumalanga and Northern Cape T he W&RSETA in partnership with the Department of Small Business Development (The dsbd) hosted certification ceremonies for the Informal Traders Upliftment Programme (ITUP) beneficiaries in Mpumalanga and Northern Cape respectively. On 4 March, 116 informal traders received certificates at the Mbombela Stadium in Mpumalanga. 73 beneficiaries were certificated at an event held at the Mittah Seperepere Convention Centre in Kimberley, Northern Cape on 11 March The two partners have been conducting the certification of 992 informal traders who have completed training programmes through the ITUP across the country since November A group of ITUP beneficiaries from the Northern Cape Whilst the beneficiaries; ranging from young men and women were ecstatic to receive certificates which was a big milestone for those who had never set a foot in a classroom before or in a very long time; the highlight for them was receiving equipment to support their businesses. Infrastructural support is part of the unique aspects of this project aimed at providing holistic support to the informal traders. ITUP is a joint project between the W&RSETA and the dsbd launched in 2014 as part of the multimillion rand strategy on informal businesses, the National Business Upliftment Strategy (NIBUS). The objective of ITUP was to capacitate 1000 informal traders nationally to increase their profitability and sustainability through skills development. The project also aimed at increasing the competitiveness of the businesses and infrastructure improvements of the informal traders. Speaking during the ceremony at Mbombela, the Acting Municipal Manager and MMC for Local Economic Development, Cllr BA Zulu said informal traders were key contributor to local economy within province. ITUP will assist the municipality to establish informal businesses that will in the long run contribute to the local economy of the province. This programme will also assist in a fight for inequality and poverty eradication within the Mpumalanga province, said Zulu. Some of the beneficiaries from Mpumalanga 5
6 ITUP Graduations in Mpumalanga and Northern Cape Genius Molobela who spoke on behalf of the beneficiaries said the programme brought much needed support to their businesses as he is now able to operate his outlet efficiently. In Kimberley, the ceremony was attended by W&RSETA Board Members, Northern Cape Department of Economic Development and Tourism Senior Officials and Sol Plaatjie Local Municipality Officials. Addressing the guests at Kimberley, the Director of Informal and Chamber Support at The dsbd, Mr Stephen Umlaw assured the Informal Traders that Government would continue to support their businesses to ensure sustainability as part of the comprehensive strategy of the Department on small business development. I would like to urge more partners to come on board and contribute to make a difference in our townships as we are about to roll out the second phase of the project, Mr Skenjana explained. The grand finale of the certification ceremonies which will include the launch of the second phase of the project will be held in Gauteng in April W&RSETA NEWSLETTER
7 Norcros SA Pty Ltd and PMI partner for skills development Norcros SA (Pty) LTD and PMI Training Provider in partnership with the W&RSETA are making notable strides in upskilling employees and professionalising the Wholesale and Retail Sector. 9 learners from Norcros recently graduated after completing the National Certificate in Management, NQF level 3 Learnership. The first intake of the Learnership started in February 2015 and completed in December Nine learners were selected from the company s different divisions, Tile Africa, Johnson Tile and Tal for the programme. A certification ceremony for the learners was held at Norcros SA Head Office in Olifantsfontein on the 4th December According to Norcros SA HR Talent Manager, Marilize Van Den Berg, the programme is making a huge contribution towards development of the employees. This learnership has contributed significantly to career development of our employees because some of our employees have since been promoted to junior management positions after completing the programme said Van Den Berg. The company is committed to the development of its employees and the second intake of the Learnership started in February 2016 while the third one will commence in October The W&RSETA applauds the effort and contribution of stakeholders such as Norcors SA in contributing to skills development of the Sector, and country at large. Norcros SA management along 9 employees who recently qualified for the National Certificate in Management (NQF level 3) 7
8 The ILDP truly developing leaders that are making great strides in the Sector Zaheera Joosab is one of the success stories from the ILDP following her successful completion of the Programme and subsequent promotion from Financial Manager to Chief Financial Officer of Tradeport Distribution in Being the first delegate from her company, Zaheera s acquired knowledge and experience from the ILDP have found resonance with the leadership of the company. Zaheera has also demonstrated true ambassadorship of the ILDP and the W&RSETA. She has influenced her company, which is an independent entity, to participate in skills development and adopt corporate governance principles in its day to day operations. As a result, five delegates that were nominated by Tradeport Distribution have been accepted to the ILDP s feeder programme, the Retail Management Development Programme (RMDP). Zaheera Joosab ILDP graduate I am truly grateful for the opportunity to be part of this prestigious Programme and I have no doubt that my recent achievement could not have been possible without the ILDP s contribution. This is a wonderful example of the W&RSETA s massive growth initiative in the industry and I must say that the knowledge acquired through this programme is a continuous benefit to the company, said Zaheera. Zaheera is a true beacon of hope and a testimony of the W&RSETA ILDP s impact in the Sector. 8 W&RSETA NEWSLETTER
