2 NEW YORK S NEWEST NEIGHBORHOOD TAKES SHAPE 2015 marks the 10-year anniversary of the Special Hudson Yards Zoning District, one of the most significant planning and zoning initiatives in New York City in decades. Referred to as Far West Midtown in the 2001 planning and development framework, the plan for the Hudson Yards District sought to transform the area of Manhattan from West 30th to 42nd Streets, between Ninth Avenue and the Hudson River. The report, and the subsequent 2004 framework, envisioned the creation of a new central business district by replacing obsolete zoning regulations with a new and creative plan. The report also supported innovative financing and improvements to the physical infrastructure through open space and major transportation initiatives, including extension of the Number 7 Subway. Adopted in 2005, the zoning resulted in over 40 million square feet of new development, 13,600 new mixedincome housing units and the creation of the Hudson Park and Boulevard. Since adoption in 2005, a number of developments have moved forward. For example, the Related-Oxford Hudson Yards Project and Brookfield s Manhattan West are under construction, while the subway and open space improvements are nearing completion The related project is the largest construction project in North America, extending over the 28-acre Eastern and Western Rail Yards. When completed it will provide over 17 million square feet of mixed-use development, including 14 acres of new open space. One block to the east of Penn Station, Brookfield s Manhattan West is a seven-million square foot mixed-use community with two acres of new open space. The program will commemorate the 10th anniversary of the adoption of the zoning by taking a look back at the challenges and issues that were considered in the planning and development, as well as the zoning and financing innovations, and critical public and private projects. Keynote speakers and panelists will include representatives from the City, property owners and developers, including the Related Company, Brookfield, Rockrose Development Corporation, community stakeholders and others essential to the plan s creation and implementation. Panelists will also take a critical look at future challenges, to ensure a successful Hudson Yards District. 2

Nyman, Executive Director of the Steven L. Newman Real Estate Institute, leads strategic planning and partnering; guides education and professional programs, research, publishing and public events. His initiatives include advancing the essential goals of the real estate industry to meet the ever-increasing social, cultural, economic and policy challenges of the new millennium. Nyman holds a Master in Architecture with a concentration in Building Science from Arizona State University and an advanced Master in Real Estate Development with a concentration in Finance from Harvard University. He was then awarded a Harvard fellowship during which time he studied Real Estate Law and Management. KEYNOTE ADDRESS Daniel Doctoroff Former Chief Executive Officer, Bloomberg L.P. Dan Doctoroff is Chairman and CEO of Sidewalk Labs, the urban innovation company that he founded in partnership with Google. Previously, he was the President and Chief Executive Officer of Bloomberg, L.P., and Deputy Mayor for Economic Development and Rebuilding for the City of New York in the Bloomberg administration, where he spearheaded the effort to reverse New York s fiscal crisis after 9/11 through a five-borough economic development strategy. He is a founder and chairman of Culture Shed, an innovative new cultural institution at the Hudson Yards. A graduate of Harvard College, he went on to earn a degree at the University of Chicago Law School. 4 MODERATOR: PANEL 1 MODERATOR: PANEL 2 Photo: Guido Vitti Richard Barth Senior Advisor for Land Use and Housing Strategies, Capalino+Company Richard Barth has more than 30 years of experience in land use planning, public policy, and community development. He is currently Senior Advisor for Land Use and Housing Strategies with Capalino + Company, where he is responsible for guiding housing and development projects from conception through all approvals. Previously, Richard was the Executive Director of the New York City Department of City Planning for 12 years after serving as Director of the Department s Manhattan Office for eight years. During his tenure, he oversaw the preparation and implementation of innovative rezonings and comprehensive plans that opened neglected waterfront and other areas to new investment. He managed major initiatives to promote economic development, new housing opportunities, and neighborhood open space, revitalization and preservation. Among his major achievements is guiding the creation of the Hudson Yards District. Edith Hsu-Chen Manhattan Director, New York City Department of City Planning Edith Hsu Chen is the Manhattan Director of New York City s Department of City Planning. She is responsible for planning, land use and urban design policy throughout the borough. Hsu Chen has led numerous highly complex projects through public review. She specializes in incentive zoning regulations that deliver public amenities as part of private development. Most recently, she led the City s Vanderbilt Corridor initiative to ensure the competitiveness of the area around Grand Central Terminal. Hsu Chen holds an MA in Urban Planning from Harvard University and a BA in Design of the Environment from the University of Pennsylvania.

Jay Cross President, Related Hudson Yards Jay Cross is the President of Related Hudson Yards, leading the financing, planning and construction efforts of the 28-acre Hudson Yards development on the West side of Manhattan. Formerly President of the New York Jets, Cross conceptualized and executed major projects in the United States, the United Kingdom and Canada. He has more than 30 years of diversified real estate and business experience in all aspects of real estate, including architecture, contracting, financing, investment companies, public entities and sports franchises with large-scale, complex urban development challenges. He holds a bachelor s degree in nuclear engineering from the University of Toronto and a master s degree in architectural technology from Columbia University. FEATURED PRESENTER Frank Ruchala Deputy Director, Zoning Division, NYC Department of City Planning Frank Ruchala, Jr. is the Deputy Director for Zoning at the New York City Department of City Planning. Previously, he worked in the agency s Manhattan Office where he was responsible for projects in Midtown and for Hudson Yards. He was the project manager for the 2009 Western Rail Yard rezoning and numerous other Hudson Yards-related proposals. Ruchala holds masters degrees in urban planning and architecture from Harvard s Graduate School of Design and a bachelor s degree in urban studies from Rutgers University. Alan Chun Senior Vice President, U.S. Office Division, Brookfield Property Partners Alan Chun is the Senior Vice President of U.S. Office Development at Brookfield Property Partners, where he oversees strategic initiatives pertaining to Brookfield s 10-million-squarefoot U.S. development pipeline, including the company s Manhattan West project, the seven-million-square-foot mixed-use development in the Hudson Yards District of Manhattan. Previously, he was Vice President at Vornado Realty Trust, where he was involved in a number of development initiatives. Mr. Chun holds a bachelor s degree from Dartmouth College, a master of architecture from Harvard University and an MBA from the Wharton School of the University of Pennsylvania. He is a registered architect in the State of New York. Sandy Hornick Principal, Hornick Consulting Sandy Hornick is the Principal of Hornick Consulting, a land-use and planning consultancy. He previously served as the Deputy Executive Director for Strategic Planning and as the Zoning Director at the Department of City Planning. He was one of the initiators of PlaNYC, Mayor Bloomberg s long-term sustainability plan. He has played key roles in the development of transit-oriented land-use policies, including the extension of the No. 7 line and the redevelopment of the Hudson Yards. Hornick holds a BA in political science from SUNY, Stony Brook, an MS in city and regional planning from Pratt Institute and a Certificate in Real Estate Appraisal from New York University. 5

6 SPEAKERS Paul Januszewski Vice President for Planning, Rockrose Development Corp. Paul has 20 years of experience managing urban planning, design and construction projects in New York City, with a primary focus on public/private partnerships and waterfront redevelopment. Paul is currently Vice President for Planning at Rockrose Development Corp., one of New York s most preeminent developers, where he is responsible for strategic planning while also managing development projects in Hudson Yards and in Long Island City. Paul previously served as the President of Queens West Development Corporation, a partnership of the State of New York, the City of New York and the Port Authority of NY & NJ created to remediate and redevelop 74 acres of industrial waterfront property along the East River into a new residential community and waterfront park. Anna Hayes Levin Former Member, Community Board 4 Anna Hayes Levin, Esq., has served on the City Planning Commission since August Previously, she was a member of Manhattan Community Board No. 4 and chair of its Clinton/ Hell s Kitchen Land Use Committee from April 2001 to March As a CB4 member, she served on a number of committees, including the Hudson Yards Community Advisory Committee and the Javits Community Advisory Committee. She was also an alternate director of the Hudson Yards Development Corporation. Levin earned a BA from Yale College and a JD from New York University School of Law. Marvin Markus Managing Director, Goldman Sachs Marvin Markus is a municipal finance banker, whose primary responsibilities are in the areas where municipal finance intersects with other finance disciplines, including real estate, assetbacked and insurance finance. He joined Goldman Sachs in 1998 as a vice president and was named managing director in Prior to joining the firm, Marvin worked for the City of New York Department of Housing Preservation and Development (HPD) as deputy commissioner in charge of the policy and intergovernmental functions. After that, he worked for 20 years as an investment banker, specializing in municipal and sovereign related financings. Marvin served as the head of Kidder Peabody s efforts in these areas between 1992 and Bruce E. Mosler Chairman, Global Brokerage, Cushman & Wakefield Bruce E. Mosler is Chairman of Global Brokerage of Cushman & Wakefield Inc, the world s largest independent real estate services firm. As CEO from , he secured IFIL Investments, S.p.A. (now EXOR) as the firm s new majority shareholder. As Chairman, Mr. Mosler advises major tenants and investors on strategic real estate matters, taking a senior role in managing and developing key client relationships on a global basis. He continues to advise Brookfield Properties, Vornado, Cohen Brothers, JP Morgan Chase, NYU University Hospital (The Langone Center), Citigroup, Madison Square Garden and the Brooklyn NETS, amongst others. 6

7 SPEAKERS Joe Restuccia Executive Director, Clinton Housing Development Corporation Joe Restuccia has been involved in the preservation and creation of affordable housing in the Clinton/Hell s Kitchen neighborhood since He served as a tenant organizer at Housing Conservation Coordinators (HCC) before moving to Clinton Housing Development Company (CHDC) in He held various positions leading to his appointment as Executive Director in During his tenure as Director CHDC has developed over 1000 units of affordable housing in 80 buildings throughout Clinton and Chelsea. It has also provided technical assistance to tenants and other groups leading to the creation of an additional 1200 affordable apartments. Joe Rose President, Rose Urban Strategies As President of Rose Urban Strategies Mr. Rose unites his expertise in public and private development to create value in real estate where private investment opportunities align with public purpose. Mr. Rose served as Chairman of the New York City Planning Commission and Director of New York City s Department of City Planning for eight years during the administration of Mayor Rudolph Giuliani. As Planning Chairman Mr. Rose initiated planning for the Far West Side including the extension of #7 Subway, and led the redevelopment of Columbus Circle, the preservation of the Broadway Theaters with a comprehensive plan for development rights transfers, and played a central role in the creation of Hudson River Park. Ann Weisbrod Former President, Hudson Yards Development Corporation For 12 years, Ann Weisbrod led the City of New York s efforts to transform the Hudson Yards area on Manhattan s Far West Side into a vibrant mixed-use neighborhood and an extension of the City s Midtown Central Business District. That work culminated in the City s adoption in 2005 of a major rezoning of the Hudson Yards area, and the 2009 rezoning of the Western Rail Yards. In 2005, Ann was named President of the Hudson Yards Development Corporation, which was created by the City to manage the implementation of the Hudson Yards Project by partnering with a variety of public and private sector entities. 7
