1 Hayley Carlock is an attorney with the non-profit environmental organization Scenic Hudson. Scenic Hudson works to create environmentally healthy communities, champion smart economic growth, open up riverfronts to the public and preserve the Hudson Valley s inspiring beauty and natural resources. Hayley represents the organization in a variety of administrative, litigation, regulatory and policy matters. Responsible for case management and supervision/training of junior attorneys in the Environmental Law Division, a division of seventeen attorneys in two offices. Argue cases before the United States Court of Appeals for the Second Circuit, the federal District Courts for the Southern and Eastern Districts of New York, and New York State Trial and Appellate Courts. 5 Venetia Lannon is Regional Director at the New York State Department of Environmental Conservation for Region 2. Before joining DEC, she was Senior Vice President at the New York City Economic Development Corporation, where she led the Maritime group. In this role she oversaw the City s efforts to develop its marine terminals, port facilities, private ferry landings, heliports and freight rail assets. She previously served as a Deputy Director at the New York City Department of Sanitation s Recycling Bureau where she oversaw the composting program. Ms. Lannon holds a Bachelors degree from Vassar College and a Masters in Public Administration from Columbia University.

7 WALTER MUGDAN Director, Emergency and Remedial Response Division As Director of the Emergency and Remedial Response Division (ERRD) since 2008, Walter Mugdan heads a staff of over 200 employees responsible for the Region s Superfund toxic waste cleanup, emergency response and brownfields programs. From 2002 to 2008 Walter served as Director of the Division of Environmental Planning & Protection, where his staff of about 180 scientists, engineers and planners managed the Region s air, water, hazardous waste and environmental review programs. From 1995 to 2002 Walter served as Regional Counsel, where he headed a staff of 80 attorneys in the Office of Regional Counsel. For the prior ten years, Walter served as Deputy Regional Counsel. He joined EPA in 1975 as a staff attorney, and subsequently served in various supervisory positions in the Office of Regional Counsel, including Chief of the units responsible for Superfund, the Resource Conservation and Recovery Act, the Toxic Substances Control Act and the Clean Air Act. In 1998, Walter spent eight months on a temporary detail as Acting Director of Region 2's Division of Enforcement and Compliance Assistance, where he managed a staff of 150 engineers, scientists and field inspectors. Walter has authored numerous publications on environmental law topics, particularly on hazardous waste regulation and remediation. He is a frequent speaker and lecturer on these subjects. From 1991 to 1997 he was an Adjunct Professor at Pace University Law School, where he taught a course on Superfund law. Since 1992 Walter has been the Director of EPA s annual week-long Trial Advocacy Institute. From Walter served as an officer of the Environmental Law Section of the New York State Bar Association, culminating in a one-year term as Section Chair. He has been a member of the Section s Executive Committee since 1985 and, for 17 years, served as Co-Chair of that Section's Hazardous Site Remediation Committee. In his private life, Walter heads a local conservation group in northeastern Queens County, NY; and also heads his local homeowners civic association. He earned his JD (1975) and BA (1972) degrees from the University of Michigan.

Robbins Virginia is an environmental and energy attorney, a member of the firm s management committee and chair of the firm's environmental and energy practice. She is experienced in advising clients on state and federal regulatory compliance issues, particularly in the areas of air and water pollution control and solid and hazardous waste management. Virginia has experience in the requirements of the federal Clean Air Act Amendments of 1990, for example, major and minor source permitting strategies, negotiation of special conditions establishing emission caps, Title V applicability and operational flexibility and new source review issues, including the Prevention of Significant Deterioration (PSD) program. She advises owners and operators of solid waste management facilities, many of which include landfill gas-to-energy plants, on a variety of air quality and solid waste compliance matters, particularly in the context of facility siting and expansions. Virginia has counseled clients involved in electric power generation and development projects on environmental impact reviews under Article X of the Public Service Law, air permit/compliance matters, Acid Rain program applicability, Regional Greenhouse Gas Initiative (RGGI) requirements and the burning of alternative fuels. She has represented wind energy facility owners in obtaining special permits and variances needed for the siting of wind energy conversion system facilities. Virginia has managed significant RCRA corrective action and state and federal Superfund matters, including the negotiation of RCRA corrective measures orders, remedial investigation/remedial design consent orders and access easements. She has also advised clients extensively on real estate transactions involving contaminated properties, including relative to the opportunities under New York's Brownfield Cleanup Program. Virginia regularly counsels both municipal clients and developers on compliance with environmental impact reviews under the State Environmental Quality Review Act and the National Environmental Policy Act. He concentrates his practice in the environmental, zoning and planning review and permitting of major controversial and complex commercial, industrial and residential developments and in litigation defending such approvals. He also has represented number of environmental and community organizations, municipalities and State agencies in the review of such projects or in related litigation. Mr. Ruzow was the lead counsel for the Coalition of Watershed Towns from , an intermunicipal organization of 34 towns and 5 counties comprising the majority of the Catskill and Delaware Watershed for the New York City water supply. He has been recognized by the Environmental Law Section of the New York State Bar Association for his work in successfully negotiating the landmark New York City Watershed Memorandum of Agreement signed in January In September 2007, he successfully negotiated a multi-party Agreement in Principle with the State and City of New York and seven national and regional environmental groups on behalf of Crossroads Ventures LLC, the developer of the proposed Belleayre Resort, in the Central Catskills. Mr. Ruzow is recognized nationally for his knowledge and experience with New York s State Environmental Quality Review Act (SEQRA) and is co-author of the leading treatise on SEQRA, Environmental Impact Review in New York, published by Matthew Bender ( ). He is a past-chair of the Environmental Law Section of the New York State Bar Association. He also served as Chair of the New York State Bar Association Administrative Law Committee from Mr. Ruzow previously served as Assistant Commissioner and Counsel for Hearings of the New York State Department of Environmental Conservation and also served as SEQRA counsel to the Department. Mr. Ruzow was the principal draftsman of DEC s original Part 624 Hearing Regulations in 1981 and its Hearing Reform program. He also was an advisor to the Department on the amendments to the Part 624 regulations as well as the 1987 and 1996 amendments to the SEQRA regulations. He has authored several law review and journal articles on SEQRA and DEC Hearings and since 1981 has been a frequent lecturer on SEQRA, administrative hearings and local land use laws for the New York State Bar Association and the New York Planning Federation where he served as a Board member. 13 Joel H. Sachs Senior Counsel Professional Experience Joel H. Sachs represents private entities and governmental agencies in a wide variety of environmental, real estate, land development and zoning matters. A significant portion of his practice is devoted to representing municipal boards, municipalities and private clients before municipal boards and agencies throughout the State of New York in land use, zoning and environmental disputes. He serves as Construction Arbitrator for the American Arbitration Association. Widely recognized as a leader in Environmental Law, Mr. Sachs has received a number of awards, which are listed below. Mr. Sachs has enjoyed the rare privilege of serving as Chair of two Sections of the New York State Bar Association, the Environmental Law Section and the Real Estate Law Section. Smith Tom is a litigation attorney in the Syracuse office of Bond, Schoeneck & King, PLLC, with more than 35 years of experience in civil litigation, dispute resolution and risk management counseling, representing large and small businesses, universities and colleges, and individuals.
