1 ICAT Advisory Committee Members January 2018 South Africa CHAIR - Brian Mantlana, Competence Area Manager for Ecosystem Services at the Council for Scientific and Industrial Research (CSIR) in South Africa. Prior to his current position, Dr. Mantlana was involved in the design, development and implementation of South Africa s climate change M&E system and was lead negotiator of the UNFCCC African Negotiation Group. Dr. Mantlana has been a research scientist at the South African National Biodiversity Institute. India Ajay Mathur, Director General at the Energy and Resources Institute (TERI) in New Delhi. Formerly Director General of the Bureau of Energy Efficiency (BEE) and a member of the Prime Minister s Council on Climate Change. Mathur has served in other leadership positions as the Director of the World Bank s Climate Change Team and the Energy Engineering Division of TERI. He has also worked in the private sector in India for wind turbine supplier, Suzlon Energy. Dr. Mathur received his Bachelor's degree in Chemical Engineering from the University of Roorkee and PhD from the University of Illinois. He received the Outstanding Alumni Award of the University of Illinois in Dr. Mathur is the co-author of three books, and has been a lead author of several reports of the IPCC including the IPCC Special Report on Technology Transfer. China Teng Fei, Professor at the Institute of Energy, Environment, and Economy at Tsinghua University, climate negotiator, and lead author of the Fifth Assessment Report of the IPCC. Teng Fei has vast experience with energy conservation and data reporting and verification as well as the target accountability system in China. He has conducted research on countries emissions allowances, and the need of energy system planning in a 2 degree C world. Teng Fei has also served as a consortium member on the Agreement for Climate Transformation 2015 (ACT 2015) team at World Resources Institute, researching, writing, and reviewing with regards to MRV in a climate change agreement. Swaziland Hlob sile Sikhosana, National Climate Change Coordinator at the Swaziland Meteorological Services and chief capacity building negotiator for Swaziland in the UNFCCC. While working for the Swaziland Meteorological Services, Ms. Sikhosana initiated the National Climate Change Strategy and Action Plan and the National Climate Change Policy. She is responsible for coordinating and providing secretariat services to
2 the national climate change committee and is also a climate change negotiator for Swaziland and a lead negotiator for the African group of negotiators. Prior to her current position, Sikhosana worked as a meteorologist where she worked to implement the National Climate Change Programme, which is aimed at raising awareness and building stakeholder capacity on climate change. Ms. Sikhosana holds a Masters degree in Applied Meteorology from the University of Reading as well as a Bachelor of Science degree from the University of Swaziland. Tunisia Leila Ouled Bahari, is a member of the Environmental Energy Committee in the Tunisian parliament and member of the international climate parliament. She chairs the Parliamentary Initiative Group on sustainable development objectives expert on energy environment. She was a national coordinator of platform green employment project (UNOPS). She was Executive Director of the Mediterranean Centre of Renewable Energies (MEDREC) preparation and negotiation of certified CO2 exchange in convention between Tunisia and Italy. She organized training workshops on the United Nations Convention on Climate Change and Clean Development Mechanism, and coordinated pilot projects on adaptation to climate change in the ecosystem of the Alfa Jradou (woman and Environment Association 2010). She headed the unit responsible for managing the national fund for energy conservation (ANME 2007) and was responsible for the study on the development of financing mechanisms for the mitigation action plan on climate change (ANME 2004) and for strategic studies on the development of renewable energies in Tunisia ( ). Brazil Marcelo Rocha, Director of Fabrica Ethica Brazil, a sustainability consulting firm that assists public and private organizations to internalize ethics and the environment into planning, management and business models. He has been working since 1996 on environmental economic issues with a focus on climate change governance and ways to help stakeholders (universities, NGOs, governments, the private sector) to identify, develop and implement sustainable development strategies and projects. In addition to his consulting, Mr. Rocha serves on the UNFCCC Expert Review Team as Expert and Lead Reviewer of agriculture projects and has reviewed numerous European countries over the past 11 years. Marcelo also serves as a Technical Expert with the Registration and Issuance Team for the Clean Development Mechanism (CDM) Executive Board where he is responsible for appraising CDM projects and issuing certified emissions reductions and helped develop CDM methodologies for afforestation and reforestation. He serves as a Technical Expert with the American Carbon Registry where he provides independent advice on a range of topics, including: agriculture, forestry, grassland and other land-use topics. Since 2011, Mr. Rocha has participated in the UNFCCC negotiations as a technical advisor for the Brazilian government. Mr. Rocha was a lead author of the IPCC Revised Supplementary Methods and Good Practice Guidance Arising from the Kyoto Protocol in 2013, has been a long time researcher of climate topics, and has been involved in several feasibility studies, national and corporate GHG inventories. 2
3 Costa Rica Felipe de Leon, is an international climate change and renewable energy consultant who specializes in monitoring, reporting and verification (MRV) system design and the application of market-based tools to climate change mitigation. His recent work has focused on advising the Costa Rican Climate Change Directorate in matters relating to transparency, MRV and Article 6 of the Paris Agreement. He is the Technical Coordinator for the Partnership for Market Readiness in Costa Rica where he works mostly with the National Climate Change Metrics System (SINAMECC) and the Costa Rican Offset Mechanism (MCCR), Article 6 negotiator for Costa Rica and Article 6 Coordinator for AILAC. He is also a member of a variety of specialized working groups and associations related to climate change and renewable energy and has collaborated with a variety of international organizations including the World Bank, GIZ, UNDP, CAF, CBIT, the Latin American National GHGI Network as well as private and public sector entities throughout Latin America. Grenada Hugh Sealy, is the Director of the Environmental and Occupational Health Track and a Professor in the Department of Public Health and Preventive Medicine in the School of Medicine at St. George s University in Grenada. As a consultant with over 25 years of experience as a project manager, a professional engineer and an environmental scientist, he has managed numerous development projects, particularly in relation to energy, integrated solid waste management, water supply and wastewater treatment. Dr. Sealy has influenced policy and legislation related to sustainable development throughout the subregion. He has acted as a consultant to the Organisation of American States (OAS), the United Nations Development Programme (UNDP), the United Nations Industrial Development Organisation (UNIDO), the United Nations Environment Programme (UNEP) and the World Bank (WB), along with numerous government and private sector clients throughout the Caribbean. Dr. Sealy is the former Chairman of the National Commission for Sustainable Development for the Government of Barbados. Dr. Sealy is an experienced negotiator at international fora on sustainable development issues. He has represented Barbados, Grenada, and more recently Nauru and the Maldives (Chair of the Alliance of Small Island States AOSIS) at numerous conferences, including those under the auspices of the International Energy Agency (IEA), the International Renewable Energy Agency (IRENA), the United Nations Commission on Sustainable Development (UNCSD) and the United Nations Framework Convention on Climate Change (UNFCCC). In December 2007, 2008 and 2011, Dr. Sealy was elected as a Member of the Executive Board of the Clean Development Mechanism (CDM) under the UNFCCC. Germany Anke Herold, Research Coordinator for International Climate Change within the Energy & Climate Protection Division at Oeko-Institut. Oeko-Institut is a leading European research and consultancy institute that works for a sustainable future by developing principles and strategies for realizing the vision of sustainable development globally, nationally and locally. The focus of the Energy & Climate division is to mitigate the environmental and nuclear risks arising from energy use and they work to craft an energy system that relies on energy efficiency and deployment of low-carbon and renewable sources. Ms. Herold is 3
4 an expert in public policy, legislative studies, and international relations. Her work has focused on measuring emissions and UNFCCC reporting guidelines for Parties, including: upfront information for emissions reduction contributions in the 2015 Agreement under the UNFCCC, greenhouse gas emissions inventories for the EU, UNFCCC reporting guidelines for annual inventories, and verification of methods used for carbon dioxide emission estimates. Herold is a graduate of University of Bayreuth in Germany. United States Andrew Rakestraw, Coordinator of the negotiations on the post-2020 climate change regime for the US and lead negotiator on capacity building, and more recently on transparency. Andrew also manages the Climate Action Report and the biennial U.S. submission to the United Nations Framework Convention on Climate Change. He is a Juris Doctor on environmental law from the University of California, Hastings College of the Law. UNFCCC Ruta Bubniene, is a Programme Officer at the Mitigation, Data and Analysis Programme of the UNFCCC working on the Mitigation, Data and Analysis Programme. She has worked for UNFCCC for 11 years. Ms. Bubniene has a PhD in Environmental Economics, and a Bachelor in environmental science and biology. OECD Jane Ellis, Secretary of the Climate Change Expert Group (CCXG) at Organisation for Economic Cooperation and Development (OECD). With the CCXG, Ellis works with government delegates and experts from developed and developing countries to promote dialogue and enhance understanding of technical issues in the international climate change negotiations. Ellis has been heavily involved in shaping the dialogue around climate finance. In 2014 she co-authored a paper on The Role of the 2015 Agreement in Mobilising Climate Finance and, more recently, Assessing Options to Increase Climate Support. She has also worked at the International Energy Agency (IEA) as an energy and environment policy analyst. Ellis has a Master s degree in environmental technology, with a specialization in energy policy from Imperial College London. Private Sector David Wei, drives Business for Social Responsibility s climate policy work with partners in the We Mean Business coalition, and through research on the interface between business and government for climate change practice. Before joining BSR, David was a climate diplomat for the Marshall Islands with the advisory group Independent Diplomat, and led on transparency issues in the UNFCCC climate negotiations for the Alliance of Small Island States. As an international lawyer with the Foundation for International Environmental Law and Development, David built up the environmental treaty expertise of countries across the globe. David holds a LL.M. in International Law from New York University, a J.D. and M.A. in International Relations from the University of Toronto, and a B.A. in Ethics, Politics, and Economics from Yale University. 4
5 GEF Chizuru Aoki, is Lead Environmental Specialist for the GEF Programming Unit. She is responsible for leading GEF s strategy and representation in multiple global environmental agreements for which the GEF serves as the financial mechanism. She also manages GEF s engagement in the post-2015 framework and plays a leading role in the climate change policy and finance arena. Chizuru joined the GEF in 2010 as Senior Technology Transfer Officer and served as the Coordinator of the Climate Change Mitigation Focal Area since Prior to joining the GEF in 2010, she was Senior Programme Officer at the United Nations Environment Programme (UNEP), where she coordinated one of the largest UN-led environmental interventions in Iraq to facilitate ecosystem management and technology transfer. She was also a Fulbright Fellow at the Massachusetts Institute of Technology (MIT), receiving her Ph.D in Technology, Management and Policy in Earlier in her career, she managed a program to promote cleaner production in developing countries. NGO Sebastien Duyck, is a consulting attorney at the Center for International Environmental Law. He is also a researcher at the World Trade Institute, University of Bern and a visiting fellow at the Arctic Centre, University of Lapland. Much of Mr. Duyck s work focuses on integrating human rights, public participation, and access to information in the UNFCCC. Mr. Duyck is also a member of the IUCN Commission on Environmental Law, a facilitator of the European Eco-Forum Working Group on Public Participation in International Forums, a fellow with the Earth System Governance Project, and a coordinator of the NGO Participation in Climate Negotiations Working Group with Climate Action Network. Through these diverse memberships and experiences, he has significant experience empowering stakeholders and channelling the inputs from civil society constituencies to international environmental processes. Duyck recently published MRV in the 2015 Climate Agreement: Promoting Compliance through Transparency and the Participation of NGOs in Carbon and Climate Law Review. He received his Master of Law (LLW) specializing in public international law from the University of Helsinki in 2006 and has been pursuing his doctorate degree on the procedural rights of stakeholders in the international climate change regime at the University of Lapland, Finland since Observer Jae H. Jung, has been the Deputy Director of Greenhouse Gas Inventory & Research Center of Korea (GIR), Office for Government Policy Coordination, Prime Minister s Office, since Furthermore, Mr. Jung is Head of International Cooperation Unit at GIR and a member of the Government Delegation of UNFCCC Negotiation. In December 2015, he was the lead negotiator for Article 13 of the Paris Agreement. Mr. Jung graduated in 2011 with a master's degree in Department of Environmental Planning from the Graduate School of Environmental Studies in Seoul National University. 5
