2 The Decennial Census The purpose is to conduct a census of popula1on and housing and disseminate results to the President, the States and the American People Uses of Census data: Appor6oning representa1on among states as mandated by Ar1cle 1, Sec1on 2 of the US Cons1tu1on Drawing congressional and state legisla1ve districts, school districts and vo1ng precincts Enforcing vo1ng rights and civil rights legisla1on Distribu6ng federal dollars Informing planning decisions of tribal, federal, state and local government and organiza1onal decisions (e.g., where to locate, size of market, etc.) of businesses and non- profits 2

4 LUCA Background Authorized by the Census Address List Improvement Act of 1994 (Public Law ) Provides a voluntary opportunity for designated representa1ves of tribal, state and local governments to review and comment on the addresses used to conduct the decennial census 4

5 LUCA Who Can Par6cipate Federally recognized tribes with a reserva1on and/or off- reserva1on trust land States and Coun1es and Municipios Incorporated places Ci1es, towns, boroughs, villages Townships (Minor Civil Divisions) 5

6 LUCA Confiden6ality and Security Informa1on provided to/from LUCA is covered under Title 13 of the United States Code which: Requires the Census Bureau to ensure confiden1al treatment of census- related informa1on, including individual addresses and map structure points Requires all liaisons, reviewers, and anyone with access to Title 13 materials abide by Confiden1ality and Security Guidelines Requires the Census Bureau maintain the confiden1ality of all informa1on it collects 6

Par1cipants begin review and update of the Census Bureau's address list Census Bureau begins processing 2020 LUCA submissions Census Bureau validates 2020 LUCA addresses Census Bureau delivers 2020 LUCA feedback CENSUS DAY 7

8 Prepara6on Early Tools Address Block Count Files/Lists Census Geocoder Takes individual addresses or a file of addresses and obtains census geography and approximate coordinates Processes files containing up to 10,000 records We offer Geocoding Services for larger files using SWIM 8
