4 Current institutional arrangements Key Legislation: Institutional setup Births and Deaths Registration Act (Chapter 79), 1923 Every live births and deaths occurring in Brunei Darussalam must be registered under the Births and Deaths Registration Act (Chapter 79), 1923 Islamic Family Law, (Chapter 217) Every Muslim marriages and divorces occurring in Brunei Darussalam must be registered under the Islamic Family Law, (Chapter 217) Registration of Marriages Act (Chapter 124) Every Civil, Customary and other marriages and divorces must be registered under Registration of Marriages Act (Chapter 124). Related Government Ministries are responsible for registration of births, deaths and marriages.
5 Institutional setup Main National Stakeholders who engaged in CRVS activities: Birth and Death: Department of Immigration and National Registration, Ministry of Home Affairs Ministry of Health (Causes of Death) Muslim/Civil Marriages and Divorces State Judiciary Department, Prime Minister s Office Customary and Other Marriages and Divorces Attorney General Chambers, Prime Minister s Office
6 Institutional setup There is International Development Assistance received to support national CRVS activities particularly on ICD 10 from the WHO: Continuous conduct of ICD 10 trainings to coders involved in coding hospital records, local civil registry records to ensure accurate, timely and reliable mortality data to be generated Adoption of Principles and Recommendations for a Vital Statistics System, Revision 3 published by United Nations Statistics Division (2014).

8 Vital statistics published annually Vital statistics reports available online ( Sources of vital statistics Source: Statistics on live births and deaths were obtained from the administrative records on births and deaths received from the Department of Immigration and National Registration, Registration of Births, Deaths and Adoption Division, Ministry of Home Affairs. 9 Status of National improvement plan Implementation steps To set up population database (data matching) using different sources of census data and cross checking with relevant administrative data of civil registration, migrations, live birth and deaths etc National Statistical Committee (NSC) is formed consists of members from relevant ministries including Ministry of Home Affairs, Ministry of Health and etc. Some of the objectives of the NSC are: To ensure that the official statistics of Brunei Darussalam is in line with international standards, the To coordinate the collection, compilation and dissemination of statistics by Government agencies.
