3 Pending Census activities of the 2000 round Although formally we are already in the 2010 round of censuses, there are still activities of the 2000 round which have been delayed or postponed: Postponed censuses to 2005 or 2006 (Nicaragua, Colombia, Peru and El Salvador) Census data processing pending finalization (several Caribbean countries) Further census data dissemination and analysis are required but pending in several countries ECLACCELADE CELADE

6 Evaluation of the 2000 round of censuses At the regional and subregional level several evaluation activities have been organized (December 2003, Stgo), are ongoing (MercoSur( MercoSur+, and Andean region) or underway (Caricom( Caricom). Outcomes of the seminar held in Stgo and a survey among 12 countries can be summarized in the following way: ECLACCELADE CELADE

7 Evaluation: some changes with respect to the 1990 round More and new questions (disability, indigenous pop., intern l migration) More alternatives (relation to chief of household, econ. activity), wider age groups (econ.activity( econ.activity,, fertility) and new questions (disability, indigenous pop., intern l migration) More relevance and questions related to households More diverse questionnaire design (related to data capturing, particularly because of the introduction of scanning) Introduction of scanning (in general it did not lead to gain in time) for data capturing Specific postcensus surveys (disability, maternal mortality, indigenous populations) ECLACCELADE CELADE

8 Evaluation: Positive changes Websites widely used for dissemination of census results (and metadata) Democratization of access to microdata Several countries allow for census data processing online via internet More countries are providing census data bases to decentralized institutions (like municipalities), using REDATAM applications to facilitate its use (and allowing for thematic mapping) Pending: further promote census analysis More subregional coordination and cooperation (particularly Mercosur plus Bolivia and Chile) ECLACCELADE CELADE

9 Challenges for 2010 and beyond (based on 2000 experiencies) Secure resources (financial and human) Lack of financial resources let to several postponements of censuses (IDBloans were needed in several countries to assure census taking); further awareness creation is needed ( the cost of not holding a census should be considered) Lack of human resources for census undertaking, but specially for census analysis ECLACCELADE CELADE

10 Challenges for 2010 and beyond (based on 2000 experiencies) Improve census coverage and data quality Several countries are considering to undertake census not in one day but over longer periods (weeks or months) Less enumerators required Better trained enumerators Implying change to de jure More frequent census data are required Intercensal counts Need for complete vital statistics Alternative census taking (also to solve problem of financial resources) Colombia and Peru are undertaken new ways of census taking Exchange of information with new experiencies (US, France) are taking place in the region since last year.
