1 Vienna, 26 th March 2010 Interim report Development of national tools for the codification of occupations according to ISCO 08 Grant agreement No Expected output of the grant agreement on ISCO`08 The output of this project should be explanatory notes of ISCO 08 in German language and the recoded and updated alphabetical index of occupations according to ISCO 08 used mainly for Labour Force Survey (LFS). The project started at the end of October The translation of the English version of the explanatory notes of ISCO 08 Explanatory notes of ISCO 08 are only available in the UN official languages (English, Arabic, Spain, French and Russian). Neither the International Labour Organistaion (ILO), nor EUROSTAT will translate the English version of the explanatory notes into German language. This translation work is very capacious, as the text has about 590 pages. Statistics Austria therefore solicited an offer from a professional translation bureau. This translation bureau had already translated the text of the Statistics Austria homepage into English language. Statistics Austria chose the translation bureau, because they had done the translation work of the homepage s text satisfactorily. So Statistics Austria ordered the translation bureau to translate the English version of the explanatory notes into German language. The database (explanatory notes in English language as word document), which the ILO made available, includes mistakes. Many countries informed the ILO about this.

2 Statistics Austria first corrected the spelling mistakes and submitted subsequently the English version of the explanatory notes of ISCO 08 to the translation bureau in December Two translators worked on the text because of the large number of pages. The translation bureau was not allowed to translate free from scratch. They had following orders: a) to use the terminology of the already agreed German titles of ISCO 08. b) to use the same German translation for the same English terms throughout the text. c) to consult us, when there are doubts on the correct translation. d) not to use specific Austrian terms, as the German version should be used in all German speaking member states. e) to mark translated texts, where they have doubts on the correct translation. Statistics Austria kept in touch with the translators during translation period. Meetings were held with the translators and in some cases (for instance the correct translation of occupations in the armed forces) Statistics Austria obtained expertise from experts. 3. The preparation of the Workshop on ISCO 08 explanatory notes in German language in Vienna At the beginning of February 2010 the work of the translation bureau was finalized and a draft translation version of the explanatory notes of ISCO 08 in German was available. Statistics Austria made numerous quality checks on this draft translation. Statistics Austria also organizes a workshop in Vienna. During the workshop this draft translation shall be finalized in cooperation of the German speaking countries Germany and Swiss as well as Eurostat as a common German language version. To this end Statistics Austria performed following steps: a) The German speaking countries Germany, Swiss, Luxemburg and Belgium - as well as Eurostat were invited to Vienna in order to finalize the explanatory notes. Belgium and Luxemburg will not participate in this workshop, as they said, that their knowledge of the German language is not good enough for this work. b) The countries agreed to hold the workshop on 19 th to 23 rd of April c) Statistics Austria will provide room, laptops, print outs, technical equipment and other meeting facilities as necessary. 2

3 d) After above mentioned quality checks on draft translation Statistics Austria made a working document for the use in the workshop. The word document of the draft translation was transferred into excel format and sent on 10 th of March 2010 as working document to the participants of workshop on the ISCO 08 explanatory notes in German language. Each country should insert their suggested corrections in a dedicated column. Therefore each country is now checking: - whether the translation of the occupations and of the descriptions of the tasks is correct - whether the suggested German terms of the occupations can be used in all German speaking countries without misunderstandings. Each country will submit its working document until 9 th of April to Statistics Austria and Statistics Austria will make one working document with the correction wishes of all concerned countries and send it back to the concerned countries, in order to have a last look on the correction wishes of the other participating countries before the workshop starts on 19 th of April. 4. The workshop on ISCO 08 Explanatory notes in German language in Vienna From 19 th to 23 rd of April 2010 a workshop on ISCO 08 explanatory notes in German language will take place in Vienna. Germany, Switzerland, Austria, as well as Eurostat, will finalize the common German version of the explanatory notes. The German speaking countries have already made common German versions of activity and goods classifications like NACE and CPA. So this capacious work is well known. The participants must try to find terms, that can be used in all concerned countries without misunderstandings. Therefore, discussions will be necessary and if no adequate term can be found, the solution will be the mentioning of two or three terms (.../..) or (../../..). 5. The development of the descriptions of ÖISCO 08 Traditionally Austria has made for the correct implementation of classifications (for instance NACE, CPA, CC and so on) its own descriptions. Explanatory notes and an alphabetical index are part of these descriptions. The descriptions of ÖISCO 08 consist also of two parts: 3

4 Explanatory notes: The next step will be an Austrian version of the common German version of the explanatory notes. Following work must be done in order to elaborate an Austrian version of the common German version of the explanatory notes of ISCO 08: a) Some examples of the occupations listed in the German explanatory notes must be changed into typical Austrian wordings. For instance the chimney sweeper can be translated as a Schornsteinfeger and as a Rauchfangkehrer. In the common German version of the explanatory notes we will use the word Schornsteinfeger, because it can be used in all concerned countries, but in Austria the word Rauchfangkehrer is used mostly. In the examples of occupations listed in the national version of the explanatory notes of ISCO 08 Statistics Austria will use the usual national wordings. The alphabetical index of the occupations will contain both German terms. b) Statistics Austria decided to develop a gender neutral version of the classifications. So the female terms of the occupations must be added. Alphabetical index of the occupations: The alphabetical index of the occupations is very important for the correct implementation of the classification. In Labour Force Survey it is used during the coding process. At the moment around 8500 occupations are mentioned in this index. A detailed recoding plan was finalized in February 2010: The alphabetical index of the occupations will be recoded according to the correspondence table ISCO 88 (COM) ISCO 08. Each alphabetical index term must be examined, whether it can be used in this form in the new classification. The examination of the alphabetical index terms covers several steps: - the alphabetical index term can be coded to ISCO 08 without any addition or specification. - an addition or specification is necessary for the use in ISCO an addition or specification does not solve the recoding problem and the term can not be used for coding in this form, so the term has be deleted and substituted by a new one. Some of these index terms are classified at ISCO 88 (COM) three digit level, for instance laboratory assistant, because the information is missing in what kind of laboratory the assistant is working. So all these index terms classified on the three digit level must be enriched with some additional information, in order to be able to use them for the coding at the four digit level. 4

5 Some of these terms are too general like Beamter (public servant) so that these terms have to be deleted and if possible replaced by a more specific one. It also needs to be checked, whether the occupations mentioned in the alphabetical index are still existing. Index terms for newly evolved occupations must be included, because the world of work has changed and is still changing. Female terms of the occupations have to be added. 6. Work already done Explanatory notes: Statistics Austria so far did all the work as described in this report up to the workshop on ISCO 08 explanatory notes in German language in Vienna. Alphabetical index of the occupations: Until now, Statistics Austria has made this detailed working plan on the recoding of the alphabetical index of occupations. We are in permanent contact with our colleagues from Labour Force Survey. They submitted us information from Labour Force Survey about the terms of the alphabetical index of occupations, which have not be used for coding so far. 7. Position in relation to the projects timetable Statistics Austria is in time with the timetable stated in the grant agreement. In May 2010 the explanatory notes of ÖISCO 08 will be finalized and afterwards the work on the recoding of the alphabetical index will be advanced. From today s point of view, the finalization of the project until October 2010, as stipulated in the grant agreement, will pose no predictable problems. Margaretha Zeller 5
