5 Introduction The 2014 Myanmar Population and Housing Census (2014 Census) was conducted with midnight of 29 March 2014 as the reference point. This is the first Census in 30 years; the last Census was conducted in Planning and execution of this Census was spearheaded by the former Ministry of Immigration and Population, now the Ministry of Labour, Immigration and Population, on behalf of the Government, in accordance with the Population and Housing Census Law, The main objectives of the 2014 Census are to provide the Government and other stakeholders with essential information on the population, regarding demographic, social and economic characteristics, and housing conditions and household amenities. By generating information at all administrative levels, it is also intended to provide a sound basis for evidence-based decision-making and to evaluate the impact of social and economic policies and programmes in the country. The results of the 2014 Census have been published to date in a number of volumes. The first was the Provisional Results (Census Report Volume 1), which was released in August The Census Main Results were launched in May These included The Union Report (Census Report Volume 2), Highlights of the Main Results (Census Report Volume 2-A), and the reports for each of the 15 States and Regions (Census Report Volume 3[A -O]). The reports on Occupation and Industry (Census Report Volume 2-B) and Religion (Census Report Volume 2-C) were launched in March 2016 and July 2016, respectively. The thirteen thematic reports and Census Atlas were released in 2016 and They address issues on Fertility and Nuptiality; Mortality; Maternal Mortality; Migration and Urbanization; Population Projections; Population Dynamics; the Older Population; Children and Youth; Education; Labour Force; Disability; Gender Dimensions; and Housing Conditions and Household Amenities. Their preparation involved collaborative efforts with both local and international experts as well as various Government Ministries, Departments and research institutions. The information presented in this booklet is based on major findings from the above mentioned set of 2014 Census publications. It is a basic reference for those who want to know about the overview of the population of Myanmar. The book is divided into nine chapters. It contains tables and figures of Demographic Characteristics, Social Characteristics, Migration and Urbanization, Education, Economic Characteristics, Fertility, Mortality, Disability and Housing Conditions and Household Amenities. All the census information and reports can be downloaded at and Census Overview 3

72 Definitions and Concepts Population: The population in this report corresponds to the de-facto population of Myanmar on Census Night (see below). Census Night: The night between the 29 th and the 30 th March Every person in Myanmar was enumerated where they spent the Census Night. De-Facto Census: The de-facto census method enumerates persons at the place where they spend the Census Night. The census enumeration could also be carried out using a De jure approach where people are enumerated in their usual or legal place of residence. Although each approach has its own advantages and disadvantages, the de facto approach is easier to implement, it is closer to the reality of daily life and mitigates the possibility of omission and duplication. The 2014 MPHC was conducted based on the de facto approach. Conventional Household: A conventional household includes one or more persons who are either related or unrelated and share living quarters (single quarter or compound) and meals. The household members would be eating food prepared from the same cooking pot. In most cases, there would be one person acknowledged by the household members as the head of the household. Head of household: The head of a conventional household is the household member who makes key decisions and is recognised as head of the household by others. The head of household may be male or female. The person is not necessarily mainly responsible for earning the livelihood for the household. In the 2014 MPHC, if the head of household was not present on Census Night, the next most responsible member was reported as the de facto head. Population Density: The population density relates to the number of persons in a given administrative area to the surface of the area, expressed in square kilometres (Km 2 ). Areas covered by water are excluded from the calculation. Rural area: Areas classified by the Department of General Administration (GAD) as village tracts. Generally these are areas with low population density and a land use which is predominantly agricultural. Urban area: Areas classified by the GAD as wards. Generally these areas have an increased density of building structures, population and better infrastructural development. Sex Ratio: Number of males per 100 females in the population (number of males divided by females multiplied by 100). Dependency ratio: The total dependency ratio is the ratio of dependents (people younger than 15 years and older than 64) to the population of working-age (age 15-64). Data are shown as the proportion of dependents per 100 working-age population. Three different measures can be calculated: total dependency ratio, child dependency ratio and old age dependency ratio Census Overview

73 Child dependency ratio: is the proportion of people younger than 15 years to the working age population (15-64). Old dependency ratio: is the proportion of people older than 64 years to the working age population (15-64). Ageing index: is the ratio of the population aged 65 and over to the population aged under 15. It takes into account the size and changes at both ends of the age distribution, or the shift in the balance between the populations of children and older persons. Median age: is the age at which exactly half the population is younger and half is older than that age. Average household size: The number of persons per household (people living in households divided by number of conventional households). Population growth: is the increase or decrease in population numbers during a particular time interval. Population change is logically more appropriate, since numbers may decline as well as increase, but population change might mean any kind of change, whereas population growth will generally be understood to mean a change in the number of persons. Marital status: Status of the enumerated person in relation to the institution of marriage. The marital status was described by five categories: Single/never married, married, widowed, divorced/separated and renounced. Singulate mean at marriage: refers to the average age at first marriage (average number of years of single life), before a certain age (defined at 50), of the population born in the same year. In-migrant (or immigrant): is a migrant who has moved into a migration defining area. Outmigrant (or emigrant): is a migrant who has moved out of a migration defining area. Recent migrants: in the context of the 2014 Census are persons who changed their place of usual residence during the five years before the Census. Lifetime migrants: in this report are defined as those persons who have moved between Townships at any time since their birth (including those who returned to their Township of birth in the interval from birth to the date of the Census). Urbanization: is taken to mean, in this report, the process of transition from a rural to a more urban society, with an increasing proportion of a population residing in areas designated as urban Census Overview 71

74 Adult literacy rate: is the ability to read and write in one or more languages with reasonable understanding. Adult literacy rates are based on the total enumerated population aged 15 years and above. Youth literacy rate: is the ability to read and write in one or more languages with reasonable understanding. Youth literacy rates are based on the total enumerated population aged 15 to 24 years. School attendance: Attendance at any regular educational institution or systematic instruction at any level of education during the 12 months prior to the 2014 Census. This included schooling at pre-primary, primary, lower secondary/middle, upper secondary/high school, and tertiary institutions of higher learning. The corresponding response options in the 2014 Census questionnaire were: (a) Currently attending; (b) Attended previously; (c) Never attended. Labour force participation rate: The ratio between the labour force and the overall size of the total population of the same age range. This is an important indicator as it measures the proportion of the population that is economically active. Unemployment rate: The percentage of the total labour force that was unemployed but actively seeking employment and willing to work. These are people who were without work, looking for jobs and available for work. Employment-to-population ratio: A statistical ratio that measures the proportion of the country s working-age population (usually aged 15-64) that is employed. Age-specific ratios can, however, be calculated for any particular age-group. Occupation: Occupation refers to the kind of work an employed person did in the establishment during the 12 months (reference period) before the census date. Put differently, occupation is the kind of work done during the last 12 months by the person employed, regardless of the industry of the establishment. Industry: Industry refers to the main activity of the establishment where an employed person usually worked during the 12 months (reference period) before the census date. Primary sector: Industries covered by the agricultural, forestry and fishing sections. Secondary sector: Industries covered by the following sections: Mining and quarrying; Manufacturing; Electricity, gas, steam and air conditioning supply; Water supply, sewerage and waste management and remediation activities; and Construction. Tertiary sector: Those industries not covered by the primary and secondary sectors Census Overview

75 Total fertility rate: A summary measure of the level of fertility in a population. It is the average number of children per woman that would be observed for the reproductive age span for a birth cohort of women who experience given age-specific fertility rates. When the reproductive age span is taken to be years, and birth rates are given for five-year age-groups, total fertility is calculated as five times the sum of the age-specific fertility rates for ages through to Total marital fertility rate: A summary measure of the level of marital fertility in a population. When the reproductive age span is taken to be years, and birth rates are given for fiveyear age-groups, total marital fertility is calculated as five times the sum of the age-specific marital fertility rates for ages through to It is interpreted as the average number of children per woman that would be observed at the end of the reproductive age span for a birth cohort of women where all women marry at exact age 15 years and experience the given age-specific marital fertility rates. Age specific fertility rate (ASFR): The age-specific fertility rate measures the annual number of births to women of a specified age or age group per 1,000 women in that age group. Unless otherwise specified, the reference period for the age-specific fertility rates is the calendar year. Adolescent fertility rate: The age-specific fertility rate for women aged years, typically multiplied by 1,000 for more convenient presentation. Life expectancy at birth: The average number of years that a newborn baby is expected to live if the mortality conditions of the year corresponding to the life table remain constant. Infant mortality rate: The number of deaths of infants aged under one year per 1,000 live births (and sometimes referred to as the probability of death from birth to age 1). Under-five mortality rate (U5MR): This is an approximation of the probability of dying before the age of five. It is the number of children who die before reaching five years of age (numerator), divided by the total number of live births in a given one-year period (denominator), multiplied by 1,000. Maternal mortality ratio: the number of maternal deaths divided by the number of live births, multiplied by 100,000. Disability: is a condition where a person is at a greater risk than the general population of experiencing restrictions in performing routine activities (including activities of daily living) or participating in roles (such as work) if no supportive measures are offered. The types of difficulty (referred to in this report as domains ) identified in the 2014 Census included: (a) Seeing difficulties (b) Hearing difficulties (c) Walking difficulties (d) Remembering or concentrating difficulties Census Overview 73

76 Improved drinking water: is drinking water from a source that is defined as one that, by nature of its construction or through active intervention, is likely to be protected from outside contamination, in particular from contamination with faecal matter. The 2014 Census identified the following sources as Improved : Tap/piped water; Tube well/borehole; Protected well/ spring; and Bottled/ purified water. All other sources of drinking water identified in the Census were classified as Unimproved. Improved sanitation: is a toilet facility that hygienically separates human excreta from human contact. The 2014 Census identified the following toilet facilities as Improved : Flush, and Water seal (improved latrine). All other types of toilet identified in the 2014 Census were classified as Unimproved Census Overview
