3 PART 1 GENERAL 1.01 Description of Work SUMMARY OF WORK A. The Work of this Contract shall include fabrication and delivery of standard railroad shelter structural steel components. All work shall be performed as shown on the drawings and specified herein. B. The contractor shall supply all materials and labor for a complete project, which shall include, but not necessarily be limited to the following: 1. Structural Steel; 2. Fabricator shall be certified by the American Institute of Steel Construction to have the personnel, organization, experience, capability, and commitment to produce fabricated structural steel for Steel Building Structures (STD) or Simple Steel Bridge (SBR) Structures as set forth in the AISC Certification Program Fabricator Responsibilities A. Furnish all materials necessary to furnish and deliver all work described in the Specifications and indicated in the Contract Drawings Submittals A. All submittals shall be provided under the provisions of Section Submittals. PART 2 NOT USED PART 3 EXECUTION 3.01 Packing and Shipping A. The components for each shelter shall be shipped at one time as a complete package, with all

4 components included. B. All components of the shelter(s) shall be packaged and shipped so as to protect the integrity and finish from any damage whatsoever. C. Label and Key all components and or packaging to the installation drawings. D. The Fabricator shall be responsible for any applications/fees/paperwork associated with necessary approvals or permits required for roadway access Delivery A. Site Access Access to the site shall be coordinated through SEPTA. The Contractor shall coordinate delivery one week in advance with SEPTA. B. The fabricator is responsible to obtain any and all permits and approvals required to ship the units Installation A. Site installation shall be done by SEPTA work forces. END OF SECTION

5 PART 1 GENERAL 1.01 Description SECTION SUBMITTALS A. This section covers all submittals including shop drawing submission and concurrence requirements and further complements the requirements of the Agreement. Make submittals required by the Contract Documents and revise and resubmit as necessary to establish compliance with the specified requirements. B. Submittals that are not required will not be reviewed by SEPTA. C. The Fabricator may require subcontractors to provide drawings and similar information to help coordinate the Work, but such data shall remain between the fabricator and the subcontractors and will not be reviewed by SEPTA unless it is required by other pertinent sections of the Specifications Related Work A. Fabricator shall submit shop drawings for SEPTA review and approval. C. Submittals will be reviewed by SEPTA. D. Submittals not in compliance with the Contract will be returned for revision. Any loss of time and additional costs associated with re-submittal(s) will the Fabricator's responsibility. E. Each submission and re-submission shall give specific written notice on the transmittal of each

6 variation that the shop drawings or samples may have from the requirements of the Contract Documents and, in addition, shall cause a specific notation to be made on each shop drawing submitted for review and approval of each such variation. F. Each re-submission(s) shall clearly identify and make specific notation(s) on each shop drawing concerning the: 1. Changes that are made as a result of SEPTA s Project Manager comments on the previous submittal(s). 2. Changes that are not made, but commented on by SEPTA s Project Manager on the previous submittal(s). The Fabricator shall provide detailed explanation and justification as to why SEPTA s Project Manager's comments are not addressed. 3. Changes that are solely made by the fabricator, but not commented on by SEPTA s Project Manager on the previous submittal(s). The Fabricator shall provide a detailed explanation and justification for such changes. G. Submittals that are "Proceed as Noted" by SEPTA s Project Manager are for the purpose of expediting the fabrication of the intended work. The Fabricator shall incorporate all corrections and resubmit to SEPTA the required copies of drawings within 10 days of the "Proceed as Noted" action. PART 2 PRODUCTS A. Provide submittals per Sections and PART 3 EXECUTION 3.1 Timing of Submittals A. The Fabricator shall package and send submittals within 30 days of the Notice to Proceed. B. In scheduling, the Fabricator shall allow 10 working days for review and processing by SEPTA s Project Manager following its receipt of the submittal. C. Continued submission of material and repetitious submittals which clearly fail to meet the requirements of the Contract Documents which may cause delays in the completion of the Contract and any such delays be the sole responsibility of the Fabricator. 3.2 SEPTA s Review A. Review and Processing by SEPTA shall not relieve the fabricator from responsibility for errors, which may exist in the submitted data. B. Revisions: 1. The fabricator shall make required revisions as noted on initial submittal. 2. If the Fabricator considers any required revision to be a change, it shall so notify SEPTA as provided for in the "Agreement". Such notification shall be made no later than 10 calendar days from the date of return of such submittals by SEPTA or its Project Manager to the Fabricator. 3. The review of the shop drawings waives the original contract requirements of the Contract Documents only if the Fabricator clearly states and highlights the proposed deviation in a

7 prominent fashion on the shop drawing itself, and only as specially stated in writing by SEPTA, that the Contract Document requirements are waived. END OF SECTION

8 PART 1 GENERAL 1.01 Description SECTION STRUCTURAL STEEL A. This section includes the detailing, fabrication, and delivery of structural steel for standard railroad shelter(s) in accordance with the drawings and these specifications. B. All steel shall be shop finished with a duplex coating system of paint over hot dip galvanizing per Section after fabrication References A. 9 B. Shop Drawings 1. Provide detailed, dimensioned shop drawings and data for all structural steel fabrication referenced by this section and shown on the Project drawings. Shop drawings shall include design and detail information, plan and elevation, shop details, erection drawings, and bill of material. 2. Indicate on the drawings all dimensions and clearances, profiles, sizes, connection attachments, connections, anchorage, size and type of fasteners, and accessories. Bill of material shall include the number, kind, size, length, weight and assembly mark of each member including bolts, anchor bolts, and all fittings. 3. Indicate welded connections using standard AWS welding symbols. Indicate welding procedures and net weld lengths. Provide welding sequence when important. 4. Provide detailed drawing(s) showing the location of all holes required for galvanizing. C. For Information 1. Provide certification of compliance for all material referenced by this section. 2. Certified copies of mill test reports including chemical and physical properties, for structural steel, structural bolts, nuts, washers, weld filler material, and other related structural steel items D. Qualifications 1. Submit certification for welders employed on the Work, verifying AWS qualification within the previous six months. 2. Welding Inspectors: Submit certification for welding inspectors employed on the Work, verifying AWS qualification within the previous 12 months. 3. Submit welding procedures and welding inspection records. The contractor shall develop and submit the Welding Procedure Specifications (WPS) for all welding, including welding done using pre-qualified procedures. Pre-qualified procedures shall be submitted for information only; however, procedures that are not pre-qualified shall be submitted for approval. E. Quality Assurance/Quality Control 1. Provide with the bid proposal: a. Contractor's Quality Assurance/Quality Control (QA/QC) and Inspection System Manual. b. A copy of the AISC certificate indicating that the fabrication plant meets the specified structural steelwork category Quality Assurance A. Workmanship, fabrication, and shop connections shall be in accordance with AISC. B. The fabricated structures and components shall be inspected by a Certified Weld Inspector that is qualified under the AWS QC-1 program. This inspection shall include as a minimum requirement the following: 1. Review of shop drawings, weld procedures, welder qualifications and weld testing reports; 2. Final visual inspection of all single pass fillet welds > 5/16"; 3. Continuous weld inspection of all complete and partial penetration welds, multiple pass fillet welds, and single pass fillet welds > 5/16"; 4. Magnetic Particle or approved alternate NDE weld inspection of all complete and partial penetration welds; 5. Verification of overall dimensions and geometry; 6. A report shall be produced indicating the above items were reviewed. The report shall be

10 signed by the CWI, signifying compliance with AWS D1.1 codes. C. All structural elements shall be identified by heat number of the steel member used. Specific mill test reports and individual welder certificates shall be tracked and kept on file to be provided to SEPTA. D. Fabricate structural steel members in accordance with AISC Code of Standard Practice for Steel Buildings and Bridges, latest edition. E. All shop bolted connections shall be 100% inspected. F. To assure fit, shop fit-up key components of the structures prior to shipment and delivery to SEPTA. G. Submit a complete written report of all inspections and include all mill reports and material certifications and all required special inspections per IBC. H. SEPTA shall be notified (5) days prior to completion of the steel frame fabrication and prior to shipping for galvanizing to arrange a shop visit and inspection. PART 2 PRODUCTS 2.01 Materials A. ASTM A6 Standard Specification for General Requirements for Rolled Structural Steel Bars, Plates, Shapes, and Sheet Piling B. ASTM A36 - Structural Steel for Plates, and Structural Shapes Except for Wide Flange (W) Shapes C. ASTM A53 Type E Grade B - Seamless and Welded Black and Hot-dipped Galvanized Steel Pipe D. ASTM A500 Grade B - Round, Square, and Rectangular HSS (structural steel tubing) Sections E. ASTM A992 Standard Specification for Steel for Structural Shapes for Use in Building Framing (W Shapes) F. ASTM A325 Type 1 Galvanized - High Strength Bolts for Structural Steel Joints. G. ASTM A563 Grade DH Galvanized - Carbon and Alloy Steel Nuts H. Provide finishes per Section PART 3 EXECUTION 3.01 Detailing A. Detailing shall be in accordance with the AISC Steel Construction Manual and the AISC Code of Standard Practice for Steel Buildings and Bridges. B. The details shown on the Drawings do not indicate the required weld sizes unless specifically noted. Use standard practice in detailing, accounting for all loads and eccentricities in both the connection and the members. C. The minimum fillet weld size is 3/16" except for seal welds. D. The open end of all HSS and pipe sections shall be closed with a ¼" thick (minimum) closure plates. E. Seams in the HSS members shall be rotated to be hidden to the greatest extent possible. F. If the Fabricator proposes any modification to the design and connections, these changes must be reviewed and sealed by a professional engineer registered in the Commonwealth of Pennsylvania. SEPTA must review and approve any and all changes and has sole responsibility for determination of the acceptability of any proposed changes. Field welding is not acceptable. G. Provide vent holes as needed for hot-dip galvanizing, including the inside of tube and pipe members. Exposed vent holes shall be located as to not permit ponding inside of erected members and to permit drainage. H. Provide 5/16" thick plate washers for all oversized holes and slotted holes in exterior plies of

12 connections. I. All welding shall utilize E70 or E80 series electrodes. The weld process used shall be Flux Core Arc Welding (FCAW) or Gas Metal Arc Welding (GMAW) or Shielded Manual Arc Welding (SMAW per ANSI/AWS D1.1) "Structural Welding Code." J. Drain Holes - When the collection of water inside a structural tube is a possibility, either during construction or during service, the tube shall be provided with a drain hole at its lowest point to let water out. K. Special attention shall be given to developing sufficient weld throats on tubular members. 1. Welded connections shall develop 100% of the HSS section strength. 2. Fillet weld details shall be in accordance with AWS D1.1, Section 3.9 (See AWS Figure 3.2). 3. Unless determined otherwise by testing, the loss factor "Z" for heel welds shall be in accordance with AWS Table Fillet welds which run onto the radius of a tube shall be built up to obtain the full throat thickness. 5. The maximum root openings of fillet welds shall not exceed 3/16" in conformance with AWS D1.1, Section Weld size or effective throat dimensions shall be increased in accordance with this same section when applicable (i.e. fit-up gaps> 1/16") Fabrication A. Fabrication shall be in accordance with the applicable provisions of AISC ASD Manual and AISC Code of Standard Practice for Steel Buildings and Bridges. B. Welding shall be in accordance with AWS D1.1. C. All steel members shall be shop assembled progressively and piece marked prior to shipping and delivery to the site. D. All materials shall be shop leveled or straightened, as required, before layout of fabricating work is started. E. All pieces must be straight, square-cut, and burr-free. F. Compression joints depending on contact bearing shall have a surface roughness not in excess of 500 micro inches as determined by ASME B46.1, and ends shall be square within the tolerances for milled ends specified in ASTM A 6/A 6M. G. No holes shall be punched in members within 4 inches of a point of bending until the member has been bent. H. The use of a burning torch is permissible for cutting members, provided all irregular edges are trimmed smooth. Stresses shall not be transmitted into the metal through a burned surface. The material shall not be considered a part of the net section for tension members. The use of a burning torch for cutting bolt holes will not be allowed

13 I. Fabricate items with joints tightly fitted and secured. J. Seal joined members by continuous welds. K. Grind exposed joints flush and smooth with adjacent finish surface. Make exposed joints butt-tight, flush and hairline. Ease exposed edges to small uniform radius. L. Prepare the faying surfaces of all bolted connections (hand wire brush galvanized surfaces) in accordance with AISC 348. M. Provide 10% extra bolts, nuts, and washers for each size and length used but not less than 6 additional of each item. N. For delivery, shelter(s) shall be separated at designated splice and/or field connection points only, as indicated on the Drawings. O. Fabrication Tolerances: 1. Maximum bow ¼ inch per 4 feet 2. Maximum out of plane 1/16 inch per 4 feet 3. Maximum misalignmen 1/8 inch per 4 feet END OF SECTION

Submit under the provisions of Section Submittals. B. The Contractor shall supply all manufacturer s technical data and MSDS (Material Safety Data Sheets) sheets on all galvanizing and paint products used. Submissions shall be complete and include all required items for the galvanizing and paint finishes. C. The Contractor shall include, in steel fabrication shop drawings, vent hole layout which indicates vent hole spacing and sizes required for a complete galvanized product both inside and out. Vent holes shall be placed so as not to be visible on the finished product; typically on a surface that faces downwards or is covered or set tight against another object once assembled. Vent holes shall be closed off after the galvanizing process has been completed and prior to painting. Vent holes shall be

15 capped with nylon plugs. D. The Contractor shall supply (2) steel tube samples that includes (1) 6 long leg welded at 90 degrees to a 3 long leg. The ends of both legs shall be welded closed. (1) sample shall be galvanized to show the quality of paint ready galvanized steel and proper vent hole locations. The other sample shall be galvanized, vent holes plugged, and painted per the paint specification. These samples shall be used as a quality acceptance baseline for the finished product. E. The Contractor shall submit a letter of certification which outlines and identifies the process and standards to which the fabrication was galvanized to. It shall be the Contractor s responsibility to assure that Subcontractors (fabricator, galvanizer, and painter) satisfy the specification PART 2 PRODUCTS 2.1 Steel A. Galvanizing 1. Galvanizing process shall be suitable for paint finish work. a. Warpage, splatters, or drips from galvanizing are unacceptable. All galvanized steel shall be paint ready. 2. Thickness: a. Provide 2.0 oz/sq ft (610 g/sw m) zinc coating. i. Galvanized assembly to receive a shop paint system shall not be quenched. B. Paint System 1. Surface Preparation: Surface shall be smooth and clean with all welds ground flush. a. Surface prep shall be brush blast on newly galvanized steel before priming. b. DO NOT QUENCH galvanized steel, which shall receive paint finish. 2. Paint System: The following Sherwin Williams paint systems shall be used for steel assemblies: a. (1) coat Corothane I - MIO Aluminum Primer B65S14 b. (2) coats High Solids Polyurethane B c. Dry Film Thickness: i. Prime to 3.0 mils DFT ii. 1st and 2nd coats to 4.0 mils DFT per coat iii. Total system thickness = 8.0 to 11.0 mils DFT 3. When steel is welded after galvanization - Grind, Flush, Clean and Spot Prime Over Welded Areas and Finish. a. (1) coat Corothane I - MIO Aluminum Primer B65S14 b. (2) coats High Solids Polyurethane B c. Dry Film Thickness: i. Prime to 3.0 mils DFT ii. 1st and 2nd coats to 4.0 mils DFT per coat iii. Total system thickness = 8.0 to 11.0 mils DFT 4. Steel Assembly Base Plates a. (1) coat Corothane I - Galvapac Zinc Primer B65G11 b. (1) coat Corothane I - MIO Aluminum Primer B65S14 c. (2) coats High Solids Polyurethane B d. Dry Film Thickness:

16 i. 1st Prime to 4.0 mils DFT ii. 2nd Prime to 3.0 mils DFT per coat iii. 1st and 2nd coats to 4.0 mils DFT per coat iv. Total system thickness = 11.0 to 15.0 mils DFT 5. Paint Color per drawings or to be selected from Sherwin Williams standard colors during shop drawing review. PART 3 EXECUTION 3.1 Paint shall not be applied to field bolts or to the faying surfaces of bolted connections. 3.2 Examination and Inspection A. SEPTA reserves the right to shop inspect at any time during the finishing process. B. The contractor must notify SEPTA 5 days prior to beginning galvanizing and painting, to determine if SEPTA shall require a shop inspection prior to allowing the product to move forward to the next phase.
