1 MPA Project No. M495-C1 Refrigerated Container Storage Improvements Project Location: Conley Terminal, Boston, MA RESPONSES TO QUESTIONS and/or RFI s Date: 12/7/2017 The attention of Contractors submitting General Bids and or Filed Sub-Bids for the above referenced project is called to the following Responses to Questions and/or RFI s. Responses to Questions and/or RFI s: Item #7.2 Summary of Question: Spec section section 4 called for (1) LS low voltage duct bank and feeder but pay item # 82 & 83 called for underground feeder & conduits for Row D & E. Please clarify Design Team Response: Specification section , Part 4 indicates what is to be bid. Pay item #83 & #84 (on ADDENDUM NO. 03 BID PROPOSAL FORM) indicate how this is to be sub-divided. Bid per pay items #83 & #84 (on ADDENDUM NO. 03 BID PROPOSAL FORM). Item # Revised Summary of Question: Also, please clarify the quantity of the 8 bollards shown on S-502. On Reefer Rack Foundation Plan 1/S-502, there is a note that states Steel pipe bollard to be added at exterior racks only. What is an exterior rack and how many are there? Design Team Response: There is a total of 18 eighteen (8) inch diameter pipe bollards required on this project. These will be installed at the NE and NW corners of the reefer rack foundations adjacent to the reefer rack columns as shown in detail 2 on sheet S-509 and detail 6 on sheet S-510. There are also 18 eighteen (12) inch diameter pipe bollards required on this project. These 12-inch diameter bollards will be installed around the electrical gear pads as shown in detail 6 on sheet C-502 and detail 5 on sheet S-510. DRAWING S-510 to be re-issued with ADDENDUM NO. 03.

2 Item # Revised Summary of Question: Reference drawings E-103 and E-104. There are conduits labeled BB and BBC which run in the east-west direction. Also there are conduits labeled BBA which run in the north-south direction. Please clarify the purpose of these conduit. Also, what pay item are these conduits to be included with? Design Team Response: ADDENDUM NO. 03. Will re-issue the BID PROPOSAL FORM. Please refer to new BID PROPOSAL FORM when reading answer below. The pathway/manhole system is for future use by Massport but are used for the high mast lighting feeders and fiber optic cabling as shown on the drawings. Reference Unit Price Bid Form item numbers 30, 31 & 88. Item 88 is a new item on the amended bid form. Item #24.1 Summary of Question: Drawing CG103 shows bollards at all four corners of reefer rack foundations, drawing S-501 shows them at one end only. Please confirm the quantity of 8" bollards required for each reefer rack Design Team Response: There is a total of 18 eighteen (8) inch diameter pipe bollards required on this project. These will be installed at the NE and NW corners of the reefer rack foundations adjacent to the reefer rack columns as shown in detail 2 on sheet S-509 and detail 6 on sheet S-510. There are also 18 eighteen (12) inch diameter pipe bollards required on this project. These 12-inch diameter bollards will be installed around the electrical gear pads as shown in detail 6 on sheet C-502 and detail 5 on sheet S-510. Item #24.2 Summary of Question: Please provided an installation detail for 8" bollards in the 4'-0" thick reefer rack foundation, detail 6 S-501 does not cover this situation. Design Team Response: The thickness of the concrete foundation shown in detail 6 on sheet S-510 should be 4-0 to match the reefer rack foundation depth. The bollard and the 10-inch diameter insert pipe should extend the full depth of the foundation (4-0 ). Page 2 of 6

3 Item #24.3 Summary of Question: Please confirm steel edge armoring plates shown on drawing S-511 are installed at both ends of all reefer racks and bearing pads. Also that their 1-6" dimension is consistent regardless of concrete thickness. Design Team Response: DRAWING S-510 to be re-issued with ADDENDUM NO. 03. Detail 2 on sheet S-511 will be altered on Adjust thickness of the reefer rack foundation from 1-6 to 4-0 Change the 3/8 thick steel plate to a 4 x4 x 1/2 thick angle Add 6 long embedded headed stud (head towards angle) at 12 on center Headed stud to be welded to interior radius of steel angle for anchorage Item #25.1 Summary of Question: Can you please tell me where Detail 5 on C-503 is located on CG101 and CG102? It does not seem to be on the plan. Also where does it get paid if relevant to project Design Team Response: The drawing reference for Detail 5/C-503 is Drawing C503 itself and not CG101 or CG102. Please refer to Detail 4/C-503. Detail 5/C-503 is the concrete paving around the electrical and communication vaults to facilitate paving operations. Item #25.2 Summary of Question: Can you please tell me where the specification for the sub-base material for Detail 3 on C-503 is? Also where/what unit cost item on the bid form does it get paid from? Design Team Response: Sub-Base material as illustrated on the drawings is suitable material as defined in the specifications. The cost of this material is part of the overall earthwork operations quantified by the unit prices for: Excavations above Top of Subgrade, Borrow Material, and Fill and Backfill. Page 3 of 6

4 Item #25.3 Summary of Question: There is a noticeable quantity difference of 8" water pipe on the plans and the 8" water pipe on the bid form. If the items runs over will we be paid the plan quantity at the unit price provided? Design Team Response: Price bid based on the quantity shown on the unit price bid form. Additional required work will be based on the unit price for this item in the unit price bid form. Item #26.1 Summary of Question: On Drawing E-503, Details A,B,F & G indicates 6 #5 rebar continuous. The cross sections depict bar quantities different than shown in the labels. Please clarify. Design Team Response: Longitudinal reinforcing steel in these details shall be number 5 bar. The quantity shown in the details (rather than the call out) is correct. Specifically: 1. Detail A: nine (9) #5 bar 2. Detail B: nine (9) #5 bar 3. Detail F: eight (8) #5 bar 4. Detail G: sixteen (16) #5 bar Item #27.1 Summary of Question: There is discrepancy among drawings CU101/CU102 and E103/104. Where the E drawings shown more duct bank route than CU drawing. Please clarify Design Team Response: Whereas the E drawings sometimes have the communication and electrical duct banks illustrated together as one duct bank, the CU drawings always illustrate these two duct banks together. The preferred routing on duct banks are provided on the CU drawings (which considers water mains and other possible conflicts). The contents of duct banks whether illustrated together or separately are always defined by the E drawings. Page 4 of 6

5 Item #27.2 Summary of Question: It is unclear if 8-ay or 16 way duct bank run through drawing CU101. Please clarify Design Team Response: See response to question 27.1 Item #30.4 Summary of Question: After work at the new container yard site is complete, will there be a significant amount of time that the GC will have to wait to begin work at the reefer rack site, while MassPort relocates containers to the new container yard site? Design Team Response: Selected contractor shall maintain close coordination with Massport terminal operations as the new container yard site is approaching completion. Contractor shall notify Massport two weeks prior to anticipated completion date of the new container yard. Massport will take a maximum of four days to move containers from reefer rack site to clear the area for selected contractor. There shall be no additional mobilization demobilization charge for this four day period. Item #31.1 Summary of Question: Plan sheet C-503, detail 5 shows a 14 unreinforced pad adjacent to the communication and electrical vaults. Under which item is the pad paid? Design Team Response: The drawing reference for Detail 5/C-503 is Drawing C503 itself and not CG101 or CG102. Please refer to Detail 4/C-503. Detail 5/C-503 is the concrete paving around the electrical and communication vaults to facilitate paving operations. ADDENDUM NO. 03. Will re-issue the BID PROPOSAL FORM. Please refer to new ITEM #89 on the ADDENDUM NO. 03 BID PROPOSAL FORM. Page 5 of 6

6 Item #31.2 Summary of Question: Please refer to Cast-In-Place Concrete specification section , page 18. Under measurement and payment, the demolition of existing pavements is incidental to the item. Item C DEMOLITION OF PAVEMENT (NON CONTAINER YARD) includes the removal of pavement. Please clarify under which item the pavement removal is paid. Design Team Response: Payment clause number C, is payment item 5 in the unit price bid sheet. Item #31.3 Summary of Question: Plan sheet C-504. Detail 6 shows new standard concrete barriers with a note when directed by the engineer. Under which item is the barrier paid? Design Team Response: These barriers are on site and will be supplied by Massport. Contractor shall move these 12 barriers into position as directed by Massport. Include this cost in Mobilization fee. BIDDERS, PLEASE NOTE: 1) Massport is planning to mail via UPS Overnight Mail ADDENDUM NO. 03 on Thursday (12/7/17) evening. Plan Holders should receive on Friday, 12/8/17. 2) Also please submit all questions to CP Bid Questions by Noontime of Friday, 12/8/17.
