(4) 300 Ex Lot *W A/A 'POSTAGE & REVENUE' Perf 11½-12½ 2/6d to 20 SG 195a-208a (missing the 5 brown) complete with 12½mm 'SPECIMEN' Overprint, the 50/- & 20 with no gum, the others with large-part characteristically streaked o.g. [These stamps were specially reprinted for overprinting 'SPECIMEN' for UPU distribution] (13) 321 P A Lot 'POSTAGE & REVENUE' Perf 11½-12½ 5/- plate proof in carmine on ungummed unwatermarked laid pink paper with the Value Printed Three Times and additionally with the Value Printed Twice at the Top (Inverted), imperforate at the sides. A striking proof. [NB: 'FIVE/SHILLINGS' is printed five times!, three times in the value tablet and twice (inverted) - not once as stated by Williams - at the top of the stamp. Williams at page 8 states: "About ten copies are known to the writer, including one pair and a strip of three". The strip sold for $2875 at our auction of 10/4/2010] 850

[The cancelling device was the 'MELBOURNE' datestamp with no inscription at the base that was used to cancel Victorian stamps for collectors' sets. Very occasionally an example with a fragment of the 'M' or second 'E' appears. Superb! Ceremuga Certificate (2002). [The high values exist in very small numbers. Of the 15, we are aware of two mint examples. There are probably about 30 CTO examples, making this stamp scarcer than the oveprinted 'O.S.' 2/6d & 5/- SG O Ed Williams' example sold for $1624] 2, 327 V A A2 Lot 'POSTAGE & REVENUE' Perf 11½-12½ 20 claret SG 208a, rich colour, exceptional centring, some iregular perforations, CTO with large-part o.g., Cat Ceremuga Certificate (2002). [Ed Williams' example sold for $2352] TASMANIA - Revenue Stamps - Newspaper Duty We are pleased to present the award-winning exhibit formed by Michael Blake from Adelaide. 3, L B Lot (Nov 22) complete "Hobart Town Gazette" with largely very fine strike of the 'NEWS PAPER DUTY/VAN DIEMENS LAND/[crown]/TWO PENCE' handstamp in bright red, the paper endorsed "Lieut Fortescue", some aging & internal strengthening with archival tape, Elsmore Online Cat $200. [A tax on newspapers of 2d per sheet was introduced by Lieutenant-Governor Colonel George Arthur on 15/10/1827. It remained in force for only two years] 200

Under the Act, postage stamps could be used for fiscal purposes. 518 OC A/B Ex Lot Imperforate Issues 6d slate-violet horizontal strip of 3 with full margins, 1/- vermilion strip of 4 with virtually full margins, 1d x2 from different printings on receipts, 6d with virtually full margins on a bill of exchange, 1/- strip of 4 & block of 4 - both with clipped corners & margins in places - on bills of exchange. The first proof on laid paper that we have seen. 150 Ex Lot W Imperf 2/6d carmine (cut-into at top & base), 5/- brown (cut-into at right, with a chunk of the adjoining unit at left) & 10/- sage-green (margins just touching to large, very fine) plus New Colours 10/- salmon (margins just shaved - at the base - to large) SG F2 4 5 & 7, unused, Cat 2475 (Elsmore Online Cat $1560). Revenue Stamps - Proposed Queen Victoria Designs & 1 Tablet 2, E A Lot hand-drawn essay inscribed 'STAMP DUTY TASMANIA/ONE PENNY' in pencil on tracing paper (80x106mm), '22 MAR 77' handstamp at upper-right. Ex De La Rue Archives. [This design was abandoned when, only three days later, De La Rue was advised that the new stamps should feature a platypus] 1, E A Lot /6d hand-drawn essay inscribed 'TASMANIA/POSTAGE & REVENUE' in pencil & violet ink & highlighted with Chinese white on tracing paper (38x50mm), endorsed "D" at upper-left & with a small "X" at the right indicating the design was rejected. [All designs were eventually rejected because of the quoted cost of preparing the new plates] 2, 544 P B Lot ink recipes for proposed 8d & 2d values with 'DE LA RUE & Co' pattern stamp blocks of 4 in brown-purple (described as "chocolate") or grey-green affixed, somewhat aged & reinforced with archival tape on the reverse. Ex De La Rue Archives. [These shades were close to the intended colours for the 2/6d & 10/- respectively. On the reverse are similar blocks in grey-black for the 1d Platypus & in brown-red for the 3d Platypus] Lot ** A+ B keyplate designs with blank colony & value tablets in doubly-fugitive dull violet overprinted 'TASMANIA/ POSTAGE & REVENUE/TWO SHILLINGS/AND SIXPENCE' or in grey-green similarly overprinted '.../10 SHILLINGS' upper-left corner blocks of 8 (4x2) each with Plate Number '2' on Wmk 'TAS' Paper, full unmounted o.g. Superb! Ex Australia Post Archival Sale Number One (March 1987): Lot 67. The largest blocks in private hands. [Because of the delays approving the final designs, De La Rue supplied these emergency surcharges to Tasmania. However, the stamps were never issued, and the St George designs that they were intended to replace were reissued. A pair of corner singles from the same archival source sold for $4370 at our auction of 12/6/2010] 20,000 Ex Lot *O A/C 1900 Tablets overprinted 'REVENUE' 1 green & yellow-orange SG F39, very lightly mounted, another with Double Overprint One Vertical SG F39a (creased & stained, Cat 485), also a superb fiscally used example. A very interesting lot. Acquired for $470 at our auction of 19/7/2003. [The Perf 11 values were issued after Federation and were therefore not valid for postage] VICTORIA Ultra-High Values Local collector Nick Holness formed by far the most extensive collection of this highly visual series. His Gold Medal winning exhibit was sold intact for $38, at a Melbourne auction in June The buyer has removed only 6 of 76 pages so what is offered here again, 23 years later, is essentially Nick's beautifully presented Gold Medal exhibit, which was also awarded Felicitations of the Jury for Research. Dr Geoff Kellow RDP, at page 246 of his exceptional work on the stamps of Victoria states "The three high values are a fascinating and quite complex study. This complexity arises from two causes (i) the use of three different printing processes; and (ii) printings were small and frequent to maintain as small a stock as practicable to safeguard against theft." To put the face value of these stamps into perspective, in 1913 the Commonwealth Stamp Printer, JB Cooke, was paid 170 for a year of service, which was 5 less than the face value of one set of the Ultra-High Values! Although not a single postally used example exists - or even could exist - these stamps that were first issued in 1879 were valid for postage from 1/1/1884 and so are listed in the Stanley Gibbons catalogue. We have adopted their arrangement, supplemented by Geoff Kellow's more detailed record of the printings, and Nick Holness's personal researches. We believe this is the first time that a collection of these stamps has been offered at auction on a specialised basis. Consequently, catalogue values from Gibbons & Elsmore Online have been ignored as both listings - especially Dave Elsmore's - are too simplistic.
