The number of rounds and time controls for tournaments are listed in the schedule. 2. The three events (2 nd Fiji International Open, 1 st Fiji International Rapid Open, and 1 st Fiji International Blitz Open) shall be FIDE rated with FIDE Laws of Chess to be followed including variations as stated below. 3. The Swiss Manager program will be used for pairings. 4. There is a 30 minutes default time for the standard event. 5. The FIDE August 2016 Rating Lists will be used for appropriate player ratings. 6. Organisers reserve the right to refuse entry to a player. 7. There is no smoking in the playing hall, analysis/lecture area or any other part of the premises under the control of the tournament organisers. 3 8. Analysis can be done on the balcony adjoining the venue. 9. Players are eligible for one prize ONLY per event. 10. Organisers reserve the right to modify the stated regulations, however we will endeavour to minimize any disruption to the events. 11. Organisers reserve the right to expel any player / spectator from the event in breach of the stated regulations, Players Rights and Responsibilities including FIDE Code of Ethics. Oceania Titles 1. To be eligible for the Oceania Seniors title and the Oceania Juniors title, the participant must be a member of a Federation within FIDE Zone 3.6 (Australia, New Zealand, Fiji, Papua New Guinea, Guam, Palau, Solomon Islands). 2. For the Senior s title, the players must reach age 50 or over in 2016 (i.e. born in the year 1966 or earlier). 3. For the Junior s title, the players must be under age of 20 in 2016 (i.e. born in the year 1996 or after). Tie Break When required for the tournament (titles only), the tie-break systems in descending order of priority are: 1. Direct Encounter. 2. Greater number of wins. 3. Greater number of games with Black (unplayed games shall be counted as played with White). 4. Buccholz - Sum of opponent scores. 5. Sonneborn-Berger - The sum of the scores of the opponents a player has defeated and half the scores of the players he has drawn with. Player Pairing and Sign-in All players are expected to arrive prior to the sign-in closure times for each tournament. No entries will be taken for the events after 7pm, 13 August 2016 for the Standard tournament, and 12pm, 18 August 2016 for the Rapid and Blitz tournaments. 4 Late Entries The organisers reserve the right to accept entries beyond the Entries close time. The organisers cannot cater for every contingency but will attempt to be as flexible as possible whilst still aiming to begin each round at the scheduled start time. Policy on Short Draws Players must not have agreed draws in under 30 moves during any round of the tournament in the three events, however this does not include claims of 'draws by repetition of position'. Policy on Byes If a player is unable to play a round (for any reason), they may request a bye from the organisers. Such a request must be made before the start of the previous round to the round concerned (i.e. A request for a bye in round 4 must be made before the start of round 3). If such a request is approved, a player will receive half a point (0.5) for that round with the following exceptions: In the final three rounds a player shall receive no points (0) for that round. A player may only receive a maximum of two (2) half point byes. A player may only receive a total of one (1) point in byes. If a player has previously received a full point bye (or a point by default), they shall receive no (0) points for that round. The organisers reserve the right to refuse any request for a bye. Appeals and the Appeals Committee In the case of an appeal against an arbiters decision, the tournament director will form an appeals committee consisting of 3 players from any of the events tournaments. These players will be chosen for their impartiality and their knowledge of the rules of chess. The player lodging the appeal shall lodge a F$50 bond, which will be refunded if the appeal is successful, or if the appeal committee decides to refund the bond in the case of an unsuccessful appeal. 5 Mobile Phone Usage Players are reminded that there will be a strict No Mobile Phone usage during the event policy enforced. All mobile phones and other communication devices are to be switched off in the tournament hall. This includes tablet computers, PDAs, MP3 players and any other devices that can receive external transmissions. A breach of this rule will result in the automatic loss of the game in the case of a player (if a game is in progress), or the exclusion from the tournament hall until the start of the next round (in the case of player who has finished their game), or for the rest of the day (in the case of a spectator). Refunds and Player Withdrawal Any player who withdraws after the start of the event forfeits their registration fee. A partial refund less administrative costs may be possible if withdrawal from the event occurs due to exceptional circumstances and Organisers reserve the right to refuse refunds. Players Rights and Responsibilities All players have the right to expect: 1. The tournament directors are reliable and have a knowledge of the laws of chess, as per FIDE standards. 2. That all prizes will be awarded as advertised. 3. That any special rules pertinent to this tournament will be announced and/or posted. 4. The starting times of the rounds will be posted, and that the rounds will start reasonably on time. 5. The tournament director (or assistants) will be available at all times in the event of questions or problems. 6. The round results will be posted in a timely manner. 7. That upon request the tournament director will initiate the appeals process. All players are expected to: 1. Conduct themselves in an orderly fashion. 2. Compete in the spirit of good sportsmanship. 3. Be present at the start of every round, if possible. 4. Refrain from analysis or audible talking in the playing hall while other games are in progress. 6 5. Notify the director in advance if they are unable to play a round or rounds. 6. Promptly report results in a manner required by the tournament director. 7. Read all the pertinent information posted by the tournament organisers. 8. Obey the current FIDE Laws of Chess. Fiji Chess Federation 2016 Fijian Chess Festival Page 6 of 7
7 Changes to the Laws of Chess Please note that a new version of the Laws of Chess applies for tournaments commencing on or after 1st July The full version of the new Laws is at Players should take some time to familiarise themselves with the new Laws. The most important changes are: 1. Players explicitly have the right to ask the Arbiter for an explanation of any points in the Laws of Chess. 2. Unless the rules of the competition state otherwise, a player who is found to have brought a mobile phone into the playing venue shall lose the game. For this event, if you bring your phone, you must leave it in the box provided by the Chief Arbiter. If you fail to do so, you risk losing the game even if your phone makes no sound. 3. The Arbiter will declare the game drawn if a position is repeated five times in a row or if 75 moves are played without a pawn move or a capture. Players can still claim a draw for threefold repetition or the 50-move rule, the new rule simply allows the Arbiter to step in when the players fail to claim the draw. The process for claiming a draw is unchanged. If the conditions for a draw have already been met, stop the clocks and call the Arbiter. If your move will result in the conditions for a draw being met, do not make the move. Instead, write it on your scoresheet, stop the clocks and call the Arbiter. 4. If you push your pawn to the last rank and fail to exchange it for a piece before pressing your clock, the pawn is replaced with a queen and your opponent gets 2 minutes for the illegal move. 5. A player shall lose if they complete (including pressing the clock) two illegal moves in a game. 6. The touch-move rule states touches with the intention of moving or capturing, instead of deliberately touches, so if someone clearly simply forgets to say j adoube, they do not have to move the piece they adjust. You should still state your intention to adjust pieces, as you do not get the benefit of the doubt if you pick up a piece then claim you were just adjusting.
