3 Article 1- Match rules 1. All union matches will be played on nights decided by the respective units. 2. The duration of play will be 2 hours and 30 minutes, excluding the 15-minute interval. 3. Captains must toss 5 minutes before play. They must inform each other before tossing time, if they are unable to field a team. The captain who wins the toss get the privilege to deal the cards, the losing captain must be seated, 2 minutes prior to the start of play. 4. Should a captain have to leave before the toss, he/she must inform the opposing captain. In the absence of the captain, any other member is allowed to toss however the captain retains his status. 5. A full team shall consist of eight (8) registered players. 6. The captains and referees are to check the playing cards prior to the commencement of play. 7. Cards are to be shuffled at least three times to the satisfaction of the opponents and to be dealt evenly in three rounds. 8. Cards are to be issued in Roemte: 1@ two s; four s; five. 9. No cards may be played before the start of the game. 10. The referee s decision will be final. Any queries may however be entered on the score sheet in order for the matter to be resolved at a later stage. 11. Should a referee not be present at a game than the marker will take his/her duties. 12. Should the final score be of any quarter, semi or final of a knock-out competition result in a draw, the captains will again toss for the cards and an extra 60 minutes will be allowed at board level. Units can decide otherwise for all their domestic competitions. 13. In the event of a club fielding only three (3) tables, the opponents of the defaulters will be awarded twenty (20) points. 14. No player may leave the table without the referee s consent. 15. No player is to leave the table of play in the last 15 minutes of the game. 16. All games will be played strictly without any signs. Any player showing signs to his/her partner will be punished. 3

4 Article 2 - Cutting the Deck 1. It is a (punishable offence) to cut 1 card from the top. 2. When the referee announces interval, players must complete their hand if the deck has been cut. When the fulltime (whistle) is pronounced, all play must stop, unless the settlement of an incident /decision is to be finalized by the particular table. Article 3 -The Trump Card 1..The trump card may not be picked up and placed with the other cards in the hand until the second trick had been closed, unless it is played. It may remain open throughout the game. 2. Jack of trumps need not be played when trumps are called. 3. Every player must play one of the same suit which is called, if he/she has one, unless he/she uses trumps. It is a (punishable offence) if a player plays a different card if he had the same card from the played suit. 4. No player shall be allowed to under - trump (punishable offence) unless he/she uses trumps. 5. All roemte must be closed before the trump-card of a new hand is opened (punishable offence). Article 4 - Playing of cards 1. It is a (punishable offence) to play on a card played closed. 2. Playing more than 1 card is a (punishable offence). 3. A card must be played first lying face up before a player roems - any other form of play is a (punishable offence). 4. Playing out of turn is a (punishable offence), but a player cannot be punish for this offence after that trick has been closed. 5. It s a (punishable offence) should a player play a card in such a way that one of his/her roemte or cards already picked up flips open. It is however a (non punishable offence) should a player s card flips open the opponent s roemte or trick. 6. The slacking of cards in old or new play is a (punishable offence). Only un-played cards shall be considered slacked when placed towards the centre of the table. 4

5 Article 5 - Tapping 1. When any delay is caused during play, the opponents can after a short paused of 2 seconds give 3 delayed taps of 2 second intervals on the table. If no card is played or points called during that time, the opponents can claim points after punishing. The opponents may not tap while the counter is busy counting, unless the delay is for longer than 3 - seconds. (The duration of 1- second shall be equal to the time it takes to say one thousand and one.) 2. Simultaneous tapping by 2 opponents shall be disregarded. Tapping by either one must then resume at the count of one again. Article 6 - Scoring of Points 1. The word points, denotes 2 points. Five strokes clear on the boom denote 4 points. 2. In punishing a counter can claim 4 points if he/she has 3 or 4 clear strokes on the boom but only 2 points if the opponents have already pulled on a stroke on the boom. 3. Either the name of the club/union or points can be mentioned first when points are called. Any counter calling points for the opponents forfeits the points and the cards to the opponent. This is a non-punishable offence. 4. Any counter calling points for non playing teams/clubs loses the points; no points either side, he/she however retains the cards. This is a non-punishable offence. 5. A counter may only claim 2 or 4 points. Should he claim any other number, e.g. 1 or 3, is a (punishable offence) and those points called will be disallowed. 6. Once a counter has claim points and is than punished wrongly, he/she is entitled to another 2 points for over punishing. 7. When punishing in any instance, the word AF must be used before points can be claimed. If the by-speler punished and used the word AF, the counter does not have to repeat it. A player can be punished for any unnecessary knocking on the table. 8. Under no circumstances shall a by-speler punish in connection with counting or with points scored on the boom as it is entirely the responsibility of the counter. He/she may however (punishable offence) for any other infringement of the rules. 5

6 Article 7 - THE BOOM (SCORE-BOARD) 1. Any counter can claim the clean side of the boom by scoring there first. If a counter goes on the wrong side of the boom, the opposing counter claim the stroke/s and the cards, it is a (non punishable offence). 2. For cleaning he/her side of the boom before points have been called, a counter can be punished and 4 points claim by the opponents. If however, he/she only cleans part of it, 2 points shall be awarded. A counter can also be punished for cleaning his/her side of the boom before the game is completed. 3. Pulling on 3 or more strokes is a (punishable offence). 4. If all the strokes on a completed boom have not been erased after the first slaggie/trick of the next game is closed, and the counter adds further strokes, the opposition may not punish at a late stage. 5. A stroke starting between lines on the boom is a (punishable offence). 6. When querying a stroke won by the opponents, a counter can write a value on the scoreboard which may or may not include the roemte. 7. It is a not punishable if a counter goes on the same stroke twice. Article 8 - ROEMTE 1. Asking a BYSPELER if ROEMTE is good is permissible. 2. A player must asked an opponent how big the other s ROEMTE is ( if he /she can potentially OVER- ROEM ), and in response, only the highest card must be specified. 3. All overcalled ROEMTE must be closed before the TRICK/SLAGGIE is closed. No ROEMTE must be closed before the opponent s cards have been surrendered. 4. It is not punishable should a player not overcall his partner s or opponent s ROEMTE even after sizing them and even if his ROEMTE is higher. 5. Sizing ROEMTE is not permissible after the HIGHEST ROEMTE has been given. 6. In old or new play there is no need to ask a byspeler twice the size of his ROEMTE is nor is it necessary to ask a counter twice if he plays his card the first time he ROEMS. 7. It is a (punishable offence) if a counter roems 5 TENS, 5 enerse, 5 tieners 4 ACES, 4 KINGS, 4 QUEENS or 4 JACKS and play a card. If however, the abovementioned 6

7 ROEMTE (besides 4 Jacks) is not good, he must play his card and ROEM again. The potential overcaller/overroemte must SIZE him again before over roeming. 8. A suit of five (5) consecutive cards is term as 5 TENS; (5) ENERS/E; or (5) TIENERS. Any other term is a (punishable offence). 9. If in a new hand, a player ROEM twenty (20) and his partner ROEM fifty (50), the counter must first close his twenty (20) ROEMTE CARD and then open his fifty (50). 10. If a player has ROEMTE ace high, e.g. twenty, fifty or 5 tens, he cannot size the other players. 11. The opening of the wrong ROEMTE CARDS while a hand is being played is a (punishable offence). 12. In old play a counter cannot go on with STURK unless he picks up a trick. However, in old play, if there is roemte by a partnership, the sturk being roemed first a counter may go on a stroke or two. 13. A player may ROEM TWENTY- STURK or TWENTY and STURK irrespective of the size of his twenty. The same applies for 50 STURK. 14. Time must be allowed for the opposing counter to cancel overcalled roemte. Canceling overcalled roemte after the first trick/slaggie has been closed is a punishable offence. 15. In OLD PLAY, if a player roems twenty and they have an old twenty, the counter must first open his FORTY ROEMTE CARD and than close his TWENTY. This also applies to STURK in old or new play. Contravening this law is a (punishable offence). 16. ROEMTE must be open in the proper sequence, e.g. FIFTY, TWENTY and all opened ROEMTE-CARDS must be clearly visible ACES, 4 KINGS, 4 QUEENS, 4 JACKS or 5 TENS (5 enerse), allows a counter to go on 2 strokes. However, in old play, and if the opponents counts FIFTY (50), the above roemte (except 4-jacks and 5-eenerse) allows for 1 stroke only. Any other strokes is (punishable offence). 18. It is not necessary to play one of the cards mentioned in rule 8.17 except with due regard to the rules of VERSAK and UNDER-TRUMP. 19. If a counter counts 100 with or without ROEMTE and does not pull on any strokes, then in old play he must pick up a TRICK before pulling on a stroke/s, unless he ROEMS any of the ROEMTE mentioned in ( RULE 8.17 ) with the understanding that the above roemte (except 4 jacks) is good. 20. Should a counter counts 79 or less, ROEMS twenty (20) and asked if it is good, he can be punish immediately. (punishable offence). 7

8 21. In a new play, if two fifties are ROEMED a trick must be picked up before going on the boom/slate. 22. A counter must close all OVERCALL ROEMTE-CARDS before he can asked if it is good, or go on a stroke or two. Failing this is a (punishable offence). 23. It is a (punishable offence) if a counter directly ask those who already played if ROEMTE is good enough. 24. In old play, a counter must first ROEM and then open his ROEMTE-CARDS thereafter asked if it is good before pulling on a stroke on the BOOM/SLATE (the sequence of events must be adhered to). 25. If a counter is the last player and the 3 rd player has already played his/her card, it is a (punishable offence) to ask; if it good. 26. No information shall be sought while the game is in progress; inaudible ROEMTE can however be queried Article 9 - SLAGGIES/TRICKS 1. All tricks/slaggies are to remain in the identical order as picked up until the opposing counter surrender his cards. 2. If a counter picks up and closes his opponents trick, he/she cannot be punished after either opponent has closed another trick. 3. A counter is allowed to look at his/her first trick at any stage of the game provided he/she has not closed any other tricks; also that he has played his card for that round. He/her must however close his/her trick before a round is played. 4. If a counter has pulled on a stroke, he is allowed to glance through his tricks whilst the opposing counter is checking his discards. 5. No counter is allowed to see any of his opposing counter s tricks after it has been closed. The only time that the counter may open the trick is after he punished the opposing counter. 6. No counter shall pick up his opponent s trick or part of a trick and closed it. If he does this, a (punishable offence) is incurred. 7. It is not necessary to pick up or close the first trick/slaggie when 4-Aces,4-Kings,4- Queens,4-Jacks or 5 tens are roemed. 8. Any player who plays his/her card before the counter has closed an entire trick on the table can be punished. 8

9 Article 10 - Discards 1. Once a counter has pulled on a stroke, the opponent s discards can be demanded if necessary. 2. Once a counter has pulled on a stroke or two, he/she must surrender the discards faceup or face down. Article 11 - SUBSTITUTES 1. During half time a player/s can be substituted; a substitute s status i.e. counter or by speler shall be left to the discretion of the captain s. 2. Should a player be called away and no substitute is available. 20 points shall be awarded to the opponents in the 1 st half and another 20 points in the 2 nd half. 3. No partnership may change seating arrangements (counter to by-speler or vice versa) during play or after half-time. 4. A maximum of 3 substitutes may be made at half-time. Article 12 - STOPPING A TABLE 1. In the event of a table being stopped during play by the referee, the opponents of the defaulters will be awarded an additional twenty (20) points, whilst the defaulting table forfeits all points. 2. Should three (3) tables be playing and one is stopped for any reason by the referee, the remaining two (2) tables must complete the match. 3. When the start of the game is announced after half-time, the referee must immediately be informed if all players are not seated at the table. Three (3) minutes grace will be allowed, after which the referee may stop the table. Ten points will be awarded to the non-defaulting team. 9

10 Notes The following rules were taken out of the rule book at the time that the amendments became effective in The number of the deleted ruled is reflected next to the effected rule. Each counter is to wipe his side of the BOOM and also close his ROEMTE cards before the TRUMP card is open. Rule 36 Should both counters forget to clean the board than the counter who punish 1 st will get the points. Rule 37 INCLUSION The following rules are new inclusions as at 2004 Page 4 - Rule 1.15 No player shall be allowed to leave the table in the last 15 minutes of the game. Page 5 - Rule 3.5 All roemte must be closed before the trump-card of a new hand is opened. Page 6 Rule 5.2 Simultaneous tapping by opponents shall be disregarded: Tapping by either one must than resume the count of one again. Page 8 Rule 7.5 A stroke starting between the lines on the BOOM is a (punishable offence). Page 13 Rule 11.3 A maximum of three (3) substitutes may be made at half time. 10

11 GUIDING PRINCIPLES These rules & regulations are to ensure the following: Games are played in a competitive spirit Ensure Fairplay Games are regulated as required Games are played in an understandable manner No member/player is inconvenient by the rules and regulations that governs the game A clear knowledge is develop by the game It is accessible to all that wants to learn the game It can be used to administer a proper league structure Meet new friends and foster long-term friendship/ relationships A good player prepares himself by understanding the rules of the game. This gives him/her more time to control the game and outwit/think his opponent. ** (punishable offence) is an offence that allows points to be deducted from the offended team. The end result is that the non-offending team wins the BOOM. Refer to rule 6.1 for the points. ++ (non-punishable offence) is an offence that do not warrant points to be deducted from the offended team. However other disciplinary measures like losing the dealing of the cards will be applicable. 11
