Recommendation: Response requested The Kalispel Tribe would like to take this opportunity to respond to Independent Scientific Review Panel (ISRP) comments regarding proposals submitted for project numbers (Capital land purchases) and (Kalispel O&M and enhancements). Property or project selection criteria is provided in project ; the capital land purchases project. Additionally, the monitoring and evaluation data for project analysis are found within the O&M and enhancement project The Kalispel response is detailed below for the two ISRP requests for additional information. 1. ISRP request: Provide a summary and interpretation of monitoring data collected prior to In 2001, the Kalispel Tribe began a full array of data collection in direct connection to the Monitoring and Evaluation Plan for the Albeni Falls Wildlife Mitigation Project (M&E Plan) (AFIWG 2001). This data is completely compatible with the Upper Columbia Wildlife Monitoring and Evaluation Project (UWMEP). UWMEP was developed from the M&E Plan. The Kalispel Tribe has the most extensive set of data collected under the M&E Plan and that data is all compiled within the UWMEP database. Data collected by the Kalispel Tribe includes vegetation, small mammals, amphibians and breeding bird surveys. Waterfowl pair counts are also collected to track trends in waterfowl use at each project site. The Kalispel Tribe has been on the forefront of implementation to avoid duplication of effort as well as to refine data collection methods and analyses. The

2 use of Probabilistic Jaccard (Chao) similarity measures will increase the Tribe s ability to detect movement of restoration actions toward the reference condition as it takes into account the fact that the data collection effort is not extensive. The Kalispel Tribe did not include in its response copies of the monitoring reports for Instead, the Tribe submitted summary monitoring data included in Appendix A of this response. It can also be viewed at which is a sample data site that is being redeveloped for the entire UWMEP project data. It is the UWMEP intention to expand this database to include all datasets and information relating to these and all other UWMEP partner projects sites. The Kalispel Tribe encourages the ISRP to visit the terrestrial section of the KNRD atlas website and review the data with respect to sample site location, association with each wildlife mitigation site, related reference sites, and community similarity to related reference site conditions as an example of how the data will be displayed in the future. Please make note of community similarity measures for the sample points on the Pend Oreille Wetlands (Flying Goose Ranch) project (project number ) as those indices represent the project s evaluation of meeting the biological objective of providing replacement habitat for those lost due to the construction and inundation of Albeni Falls Dam. It is the oldest of the projects and is 15 years post purchase and restoration. 2. ISRP request: How will data from the new monitoring plan (UWMEP) that began in 2008 be integrated with data collected in the past? The ISRP asks that the authors to provide details on where this data is stored. All the data is 100% compatible and our data for the five initial reference habitat types are being used for all of the UWMEP partners. All past and future data were and are being collected using the same methods as initially developed as part of the Albeni Falls M&E Plan. The data is being stored in a SQL database and will be available online at (see project response for details). It is also envisioned that we will be redeveloping and expanding the Kalispel Atlas into a more robust and user friendly site to display all UWMEP data.

A trap set consisted of either four funnel traps or a single minnow trap, and we placed five trap sets per site. The catch at each trap set was comparable, and trapnights were calculated on the basis of each trap set. Trapping was conducted for 5 days both in early June and in late August or early September. Ambystoma macrodactylum and Pseudacris regilla were captured most frequently in early summer and Rana catesbeiana was mostly captured in late summer. 57
