3 REGULATION IN MYANMAR Myanmar Airports are regulated in accordance with the Myanmar Aircraft Act 1934 and Regulation Prescribed in Myanmar Aircraft Rules Myanmar Civil Aviation Requirements Part 139 stipulated the International Airports and Domestic Airports to comply the certification requirement. MCAR Part requires aerodrome operator to establish wildlife hazard management program. 3

4 REGULATION FOR WILDLIFE HAZARD The Union of Myanmar Aircraft Act,1934 ( Latest amendment- 15 October 2013 ) 5. Power of the President of the Union to make rules._. 5 (2) (qq) the prohibition of slaughtering and flaying of animals and of depositing rubbish, filth and other polluted and obnoxious matter within a radius of ten kilometers from the aerodrome reference point; 4

5 MYANMAR CIVIL AVIATION REQUIREMENT PART 139 MCAR Part Wildlife hazard management Each applicant for the grant of an aerodrome operating certificate shall, where any wildlife presents a hazard to aircraft operations at their aerodrome, in areas within their authority, establish a Wildlife Hazard Management Program (WHMP) to minimize or eliminate any such wildlife hazard. 5

6 WILDLIFE HAZARD MANAGEMENT PROGRAM Minimize the hazard to aircraft operations created by the presence of wildlife on or in the vicinity of the airport. othe program addresses : Hazard assessment Environmental management suitable dispersal methods an ongoing strategy for bird and animal hazard reduction Warning Notice in the AIS if it is the ongoing Hazard liaison and working relationship with land use planning authorities Wildlife strikes report shall be collected and forwarded to ICAO 6

7 WILDLIFE HAZARD MANAGEMENT PROGRAM AT YANGON INTERNATIONAL AIRPORT WHMP has been established in 2010 Airport Operations Department is responsible to carry out WHMP Wildlife Hazard Management Team Managerial Group Watch men group Mitigation Group Monitoring Wildlife Activity During routine daily inspections By bird counts carried out 3 times a month Annual safety inspection 7

8 WILDLIFE ACTIVITIES AT YIA Wildlife Attractants in the vicinity of the Airport Attracted to airport by sources of food,water and shelter. Agriculture land at the approach area, a few pond are situated in the airport compound and some trees along the fence. Birds Species ( Hawk, Eagle, Crow, Pigeon, Myna, Egret, King Crow, Barn Owl, Night Heron, Small birds like sparrow) Dogs, Snake such as Python 8

9 WILDLIFE ACTIVITIES AT MIA Presence of wildlife on and in the vicinity of the Airport There is a small pond at the South East Part of Runway To shelter and food for medium birds as wild ducks, moorhens and small birds as Pigeon, Common Myna. Also birds are sheltering at Passenger Boarding Bridges. A small amount of eagle and hawk. 9

10 WILDLIFE CONTROL AT YIA AND MIA Method Protection Mitigation Protection Issuing directives, fence and barrier, conducting Inspection, cutting bushes & trees, watch man, report Mitigation Wildlife Dispersal is used by nets, trap cases, catapults & bows Birds using nets, trap cases, catapults & bows Dogs - using catapults & bows, lethal action Communication Reporting ( by fax, phone, walkie talkie) 10

11 DEFICIENCIES OF WILDLIFE HAZARD IMPLEMENTATION AT YIA & MIA Only daily Inspection is done but not yet done routine inspection Wildlife survey haven t been done yet Wildlife dispersal method is not sufficient ( Only local equipment for dispersal of wildlife ) Insufficient man power and no training program Reporting procedure has not developed covering all aspects No records of wildlife activities Poor coordination with land use authorities 11
