15 Central Statistics Office Census of Industrial Production Background Notes Scope and Coverage This release presents provisional overall results for the Census of Industrial Production which covers manufacturing industry, mining and quarrying, together with electricity, gas and water supply. This inquiry is conducted under SI 17/1998. Results are presented for industrial local units with 3 or more persons engaged and industrial enterprises with 3 or more persons engaged. The activity classification used in this release is the Rev. 1 classification. Definitions An Enterprise is defined as the smallest combination of legal units that is an organisational unit producing goods or services, which benefits from a certain degree of autonomy in decision making, especially for the allocation of its current resources (e.g. company, partnership, individual proprietorship, etc.). An enterprise may be a sole legal unit. A Local Unit is defined as an enterprise or part thereof (e.g. a workshop, factory, warehouse, office, mine or depot) situated in a geographically identified place. Persons Engaged relates to a week in September and proprietors, directors and family members working in the business together with full-time and part-time employees are included while outside piece-workers are excluded. Wages and Salaries is defined as the gross amount paid to employees before deduction of income tax, employees contributions to social security, etc. It includes the earnings of outside piece-workers. Other Labour Costs includes employers contributions in respect of social welfare, superannuation, lump-sum redundancy payments, insurance premiums covering sickness or injury, benefits in kind, training costs, social expenditure, etc. Turnover is the net amount (excluding VAT) invoiced to customers after deductions for trade and quantity discounts and allowances for returns but not cash discounts. Purchases covers the actual cost (excluding VAT), after deduction of discounts and allowances, of materials and fuels, goods for resale without further processing and all services purchased. Gross Value Added is the production value (i.e. total turnover adjusted for changes in own-account capital assets and stocks of finished goods and goods for resale without further processing less purchases of goods for resale without further processing) less intermediate consumption (i.e. total purchases adjusted for changes in stocks of materials and fuels less purchases of goods for resale without further processing). Gross Output is the net selling value of all goods manufactured in the year, whether sold or not, including work done and capital assets manufactured for own use. Operating subsidies related to the production or sales of the output are included in the value of gross output; excise duty and VAT are excluded. Industrial Input covers the cost (excluding VAT) of the industrial materials, industrial services, fuel and power used in the production of the output. Net Output is the difference between gross output and industrial input (it is a better measure of the relative economic importance of the different sectors than gross output). Remainder of Net Output is the difference between net output and wages and salaries. It is the fund from which dividends, depreciation, labour costs (other than wages and salaries), interest, taxes and all other expenses are paid. Stocks are valued, excluding VAT, on the accounting basis used by each enterprise; excise duty is included. Additions to Capital Assets covers land, buildings, plant and equipment with an expected useful life of more than one year and is valued at total cost including installation charges but excluding VAT and financing charges; assets acquired under finance leasing or hire purchase agreements are included but assets acquired under operational leasing or rental arrangements are excluded.
