1 I. Integrated Woo Improvement & Deveopment Scheme (IWIDP) C. Angora Woo Deveopment Scheme (AWDS) In India, Angora Rabbit Woo is reared in hiy areas of Uttarancha, Himacha Pradesh and in some other states where cimatic conditions are suitabe for its rearing. The tota Angora popuation in the country is around 50,000 and neary 30,000 Kg. woo is produced annuay. Angora woo has exceent properties such as very fine, soft, white in coour, high therma insuation vaue and impurity free which makes this fiber as a speciaty fiber. The Angora Rabbit Woo can be used by mixing it with other fibres for manufacturing knitwears, shaws and worsted suiting. At present very few mis in north India are processing this fibre on worsted system to produce angora bended yarn. The Angora Woo has very smooth surface which makes its spinning very difficut in pure form. Therefore angora woo is generay bended with Marino woo and other fibers for manufacturing products. India is aso importing woo, siver and yarn of Angora Woo which is bended with woo & sik. The demands of angora products are very high in both nationa and internationa market. Keeping in view the importance of the fibre and the potentia for empoyment generation in hiy area, there is a need to increase its production and productivity by making Angora rearing a popuar occupation. High profitabiity, vast potentia of empoyment generation, huge potentia for earning foreign exchange and roe of Angora rabbits husbandry in ecoogica rehabiitation are few of the many positive factors, which ca for coordinated efforts, so that educated unempoyed youth can take up this profession and traditiona farmers can aso suppement their income. With this view, the Centra Woo Deveopment Board started an integrated approach for the deveopment of Angora rabbit farming in the country from 10 th Pan to support strengthening of Germpasm Centre, angora-rearing activity among farmers through distribution of rabbits as foundation stock aong with necessary training, feed, Medica kit and Charkha for its processing. In the 11 th Pan, the CWDB expanded this scheme and incuded other new components ike estabishing Common Faciity-cum-Training Centre for consumption of angora woo at farm eve and Research & Deveopment project by covering some other hiy areas of the country. Apart from these some other inputs ike product designs and deveopment, ski up-gradation, improved marketing opportunities has aso been incorporated in the scheme during 12 th Pan so that economic benefit can be maximized to Angora rearers. Looking at the economic returns from processed Angora fibre, the potentia for empoyment generation in hiy remote areas, the dearth of sustainabe iveihood aternatives, it is proposed to continue efforts for angora deveopment on arge scae in the country by adopting integrated approach. 1
2 Project objectives The main objectives of the projects are defined as beow i) To introduce the concept of scientific and panned rearing in the fied of Angora rabbit rearing and woo production. ii) iii) iv) To foow integrated approach to increase production and productivity of Angora Rabbits, Angora Woo and Angora wooen products. To provide basic training in Angora rabbit rearing so that women and educated unempoyed youth can take up this profession and can suppement their income. To create opportunities for empoyment and income generation in hiy areas by starting angora rabbit rearing activity. v) Further deveopment of this activity by invoving various Govt. & Non Govt. Deveopment agencies in the fied of Angora rabbit production, woo processing and marketing under existing sma scae, cottage & handoom set up. vi) To provide angora woo processing toos\machines aong with training in weaving/manufacturing angora products Impementing Agency The Project wi be impemented by the State Government Organization, registered Co-operative Societies/Sheep and Woo Boards/NGOs engaged in the concerned State in any of the deveopmenta activities or project impementation. Components of the Scheme The project impementation wi have the foowing components-: 1) Estabishment of Mini Angora Rabbit Farms. 2) Angora Rabbit Germpasm cum processing and Training Centre. 1. Estabishment of Mini Angora Farms (a) Construction of ow cost Shed Since angora rabbit is very deicate anima and angora woo is costy, each rabbit has to be housed in rust proof cages preferaby under shed system to avoid any oss due to improper management. This requires higher investment on quaity Germpasm, cages, housing system & other daiy routine management practices to estabish and run a farm and to get good returns. The high cost of inputs discourages the rearers to provide the required inputs eading to sow progress, poor reproductive efficiency in the fock, high mortaity rate, ow woo production and uncertain/poor returns. Therefore financia assistance is provided under this head. Assistance for construction of ow cost shed for 50 animas (after competion of one year) to the beneficiaries wi be Rs.24,000/-. Rest of the amount wi be contributed by the seected beneficiary. 2
3 (b) Suppy of foundation stocks To start Angora rabbit rearing activity, each seected famiies wi be provided a foundation stock of 20 Angora rabbit (8 Mae + 12 Femae). A committee constituted by the Impementing Agency wi seect the foundation stock of their choice from Govt. Farm/Private Breeders. This component has been taken with the view to improve the production of Angora rabbit woo of specified character undertaking a continuous programme of seection of animas with desired parameters. A provision of Rs.30,000 /- is kept for one unit of 20 rabbits in the Rs. 1,500 per rabbit. It was envisaged that a unit up to 80 rabbits coud be reared in a sma ow cost shed and an average famiy with 8 mae & 12 femae wi grow to a size of 50 by the end of the 1 st year and to a size of 80 in the 2 nd year and wi be maintained by the angora rearers. (c) Suppy of cages The CWDB wi provide 40 cages under one unit of 20 animas to each famiy assuming that a unit of 20 rabbits wi increase to 80 rabbits in two years. Under the project, a provision of Rs /- per unit is kept yeary for suppy of cages for the rabbits to the beneficiaries. In three years tota Rs. 30,000/- wi be provided to Impementing Agency to provide the cages to each beneficiary. (d) Suppy of Medica kit Rabbit is an anima, which is iabe to contract numerous diseases. There is need to deveop management practices in which possibiity of diseases contraction is minimized. Accordingy a provision of Rs. 1000/- per beneficiaries per year for 3 years has been made for medica kit to each beneficiary. (e) Suppy of feed The present system of rabbit rearing requires avaiabiity of most baanced feed. The Board wi provide fund of Rs /- per unit yeary for 3 years for foundation stock of 20 rabbits & for remaining rabbits, farmer wi arrange feed from his own resources. ( 20 rabbits X Kg. X 365 days = Rs. 2200/- Quinta = Rs /- unit per year). (f) Provision of Charkas/ooms/knitting machine It is envisaged that if some of the rabbit rearing famiies have the capabiity or want to utiize part of their own woo to meet their own requirements and to do vaue addition, it woud be essentia to incorporate the concept of processing of the woo produced into yarn as we as finished products. The Board wi provide Rs. 10,000/- for purchasing of Charkas/ ooms/knitting machine for above purpose to each beneficiaries. (g) Training to farmers Training wi be the essentia part of the project. Training to the rura farmers wi be organized at North Temperate Regiona Station (CSWRI-ICAR unit), Garsa, Kuu or by the state anima husbandry dept or at other reputed University/Institute to seected farmers in 3
4 rabbit rearing activities so that they can gain knowedge about atest information in the fied of rabbit husbandry as we as information about the breed, common diseases & their contro. The training wi be aimed to encourage rura farmers to adopt rabbit farming as a profitabe venture. After providing training to seected beneficiaries, other assistance under the project wi be provided by the impementing agency. (h) Overhead Expenses Board has made a provision of 10 % of tota project cost to Impementing Agency to meet out misc. expenses in impementation of the Project incuding transportation, time to time training, inspection etc. 2. Integrated Angora Rabbit Germpasm cum processing and Training Centre: I Estabishment of Angora Germpasm Farm It has been observed during the 11 th pan that avaiabiity of good quaity Angora rabbits is an issue which is affecting timey impementation of the Project. There is ony one Govt. farm run by CSWRI at Garsa, Kuu which can make avaiabe good quaity rabbits but in the past it coud not made avaiabe the required quantity of animas to be suppied as foundation stock for the other project area. Therefore a need arises to deveop angora rabbit germpasm Centre in Govt. as we as in private sector which can suppy the animas for the other projects. This farm wi aso have the angora woo processing machinery where angora woo can be processed to make the raw materia for angora woo bended products. Under the project, a provision of Rs /- per unit is kept for suppy of cages for the rabbits to the beneficiaries. (d) Suppy of Medica kit Rabbit is an anima, which is iabe to contract numerous diseases. There is need to deveop management practices in which possibiity of diseases introduction is minimized. Accordingy a provision of Rs. 5000/- per project has been made. (e) Suppy of feed The present system of rabbit rearing requires avaiabiity of most baanced feed. The quaity and quantity of woo is aong with the heath of anima are directy reated to the feed suppied to the animas. The Board wi provide fund of Rs /- per unit for foundation stock of 100 rabbits. (Suppy of feed (150gm/rabbit/day for 100 rabbit for 365 day) 100X0.150X365= or say Quinta. (f) Overhead expenses Board has made a provision of 10 % of tota project cost to Impementing Agency to meet out misc. expenses in impementation of the Project. II Angora Woo Processing Center This germpasm center wi produce woo in quantity and provision of processing machine wi have advantage in vaue addition and further processing of angora woo of other project beneficiaries and making avaiabe hand spun/machine spun yarn to make diversified angora products. Provision of Rs akh (Maximum) has been made for procurement of Angora woo processing machinery ike- carding, gi box, combing machine, spinning machine, spinning whee, dyeing etc. This component wi be not sanction as a separate project to impementing Agencies. It wi be sanction either with Estabishment of Angora Germpasm Farm or with Training Center for manufacturing of angora products. Machineries under this activity woud be procured as per guideine of Quaity Processing of Woo scheme for estabishment of Common Faciity Centre. III Estabishment of training center for manufacturing angora product The germpasm and processing machine wi produce angora yarn at one pace. The angora rearers do not get much profit in seing angora woo or yarn and if they se angora products they can earn more profit. To keep this point in view CWDB has added training cum production center so that interested farmers can get training in manufacturing the angora products aso. 5
6 (i-iii) Provision for Stipend\Master honorarium\office assistance During the training the trainees wi get the Rs.100/-per day for 3 months period per batch. There wi be 4 batches in a year. During training honorarium to the master wi be Rs.10,000/- per month aong with an office Rs.5,000/- per month. (iv) Provision of Charkas/ooms/knitting machine Under the training center component to utiize the farm woo for manufacturing the products and vaue addition into their earnings, it woud be essentia to incorporate the concept of processing of the woo produced into yarn as we as finished products. The Board wi provide Rs. 10,000/- for purchasing of one Charkas/ ooms/knitting machine etc. to each beneficiaries. (v) Support services for product deveopment, Design Deveopment and product diversification- Quaity product and their diversified design is essentia to compete in nationa and internationa markets. However the technica know-how for quaity products manufacturing and designing is acking for this speciaty fibre. Production of quaity angora bended yarn, vegetabe dyeing and product designing are the fieds, which need serious intervention. The Board wi support the seected organization ike NIFT, NID, TRA s, CSWRI, WRA etc. to give technica knowhow for product deveopment and diversification to the center & trainees. Provision for purchasing computer aided design software with computer and printer has aso been made under this component. For this financia assistance upto Rs akh wi be provided under the scheme. (vi) Overhead Expenses-: Board has made a provision of 10 % of tota project cost to the Impementing Agency to meet out misc. expenses in impementation of the Project. The approva of the individua project woud be done by the Executive Committee of the CWDB. It s decision on awarding the project incuding modification/ ateration in project proposa/guideine and any reaxation/ concession required by Impementing Agency or in the interest of impementation of the Scheme or for growth/ deveopment of woo sector or for deveopment in North East Region sha be fina and binding. If suitabe project proposas are not received from new NGOs then projects may be sanctioned to those Agencies who had impementing the projects during 11 th Pan, successfuy. 6
