2 Human-like Computing: Call for feasibility studies Summary Call type: Invitation for proposals Closing date: 16 June 2017 Related themes: ICT This is a Call for feasibility studies for research that could lead to the development of human-like computing systems: machines with human-like perceptual, reasoning and learning abilities, which support collaboration and communication with human beings. Human-like Computing goes beyond designing improved AI or machine learning systems, and it is not about incorporating findings in neuroscience. However a key component of the projects we are looking to encourage and support is multidisciplinary research involving cutting edge and state-of-the-art research in both computer and cognitive science. Approximately 2 million is available to support feasibility studies of up to 300,000 and of 18 months duration. ESRC are supporting this initiative and additional funding may be made available if suitable proposals are forthcoming. The application process is in two stages. First, an initial audition to select promising ideas. This will take place in Birmingham and applicants who are unable to travel can deliver their pitch via Skype. The proposers of these will then be invited to submit full proposals which will be assessed by an interview panel in the autumn. This will be held in Polaris House in Swindon. Background Human-like Computing research aims to endow machines with human-like perceptual, reasoning and learning abilities, which support collaboration and communication with human beings. At the same time the research could enrich our understanding of human cognition, both through tests of existing models or development of new ones. The idea of intelligent machines that can interact with humans has been around for many years, and if you count automatons, centuries. In recent times, studies in AI and machine learning have led to advances in computing allowing the deployment of self-driving cars and machines that can take on humans at Chess and Go and beat them. The impressive performance of these machine learning systems relies on computer power to enable them to learn from huge numbers of examples. For Version3 June 2016 Page 2 of 10
3 example, Tesla s Autopilot program is built on 780 million miles of travel data ( and AlphaGo probably played hundreds of millions of games prior to beating Go professional Lee Sedol ( Humans on the other hand can extrapolate from a small number of examples. In addition, these systems cannot explain or justify their reasoning. The inscrutability of statistically-based machines reasoning limits their applications in many areas, particularly when the outcomes have impact on humans. This is the case, for instance, in safety critical areas, law cases, medical diagnosis, job interviews, credit assessment and building or vehicle design. A system that could produce explainable human-like reasoning would have applications in many areas. In contrast to these systems humans are good at drawing on their commonsense background knowledge, they are quick to learn and can apply lessons learned in one situation to instances that occur in different contexts. All things that are well-nigh impossible for today s computers. To explore the opportunities that might be created by humanlike systems and to identify the steps in research that would be needed to realise such systems two meetings were held during EPSRC organised a workshop in February 2016 which reinforced the idea that the development of HLC systems was a timely and worthwhile goal. However, it was not clear what a research programme would look like although a number of challenge areas were identified. The workshop report is available here: Building on the February meeting to attempt to clarify how to initiate a coherent research programme in HLC a second workshop on the topic was organised by Professor Stephen Muggleton (Department of Computing, Imperial College London) under the Machine Intelligence Series A Roadmap setting out a strategy for human-like computing research has resulted from these meetings. The roadmap is available here: iorities/futureintelligenttechnologies/ Scope Human-like Computing goes beyond designing improved AI or machine learning systems, and it is not about incorporating findings in neuroscience. The systems envisaged will be operating in ways unlike current AI or machine learning systems. Those systems are not human-like although they exhibit impressive performance and carry out tasks that could be performed by humans. They rely on computationally-based solutions such as neural nets, they need large datasets and impressive computer power in order to operate. Human-like systems will be informed by biological or psychological models of competence, rather than neural implementations. They will operate in ways similar to humans in that they will not require the level of data resources needed by AI and machine learning systems. They will not be designed to complete a Version3 June 2016 Page 3 of 10
4 narrowly defined task but rather inspired by human cognition which evolved and developed to serve broader goals. They will learn in a way that is compatible with communication of the learned knowledge to human beings they will possess an ability to communicate with humans to explain and describe the processes they have taken that have led to the decisions and actions they take The research that needs to be supported to derive human-like systems will need to be collaborative between cognitive and computer scientists. The research will need to be inspired by cognitive science and may serve to further our understanding of human cognition and its emergence over development and evolution. Models of perception, cognition and development will inspire the technology such that the development of systems is informed by the way humans learn and behave. As part of this call, work by social scientists (for example cognitive, developmental and comparative psychologists) that develops these models could be supported, if in collaboration with computer scientists. Providing an artificial implementation of the model could serve both the goal of developing human-like computing and also deepen our understanding of human cognition Motivation To enable better communication and collaboration between humans and machines, especially in the context of hybrid teams in the workplace. To support the generation by Machine Learning of explicit and debuggable hypotheses and programs which incorporate and support reasoning, which can be understood by humans. To improve our understanding of human cognition via combinations of psychological experiments, analysis of human-derived data, and computational modelling. To inspire new forms of computation based on human cognition, especially on tasks where humans currently exhibit superior abilities. Objectives The aim of this Call is to encourage collaborative research between computer and cognitive scientists that represents the first steps in designing and developing human-like computing systems. The requirements of those systems are: Machines must provide explanations of their suggestions, decisions and actions that are intelligible to their human users. When the underlying processes are too large, complex and/or opaque, appropriate abstracts must be generated. Similarly, machines must be able to understand and act on instructions and information from the human users. Machines must be able to learn from a small number of examples, sometimes just one, using explicit and incrementally generated background knowledge to select appropriate hypotheses. They must be able to learn complex structures and to construct hypotheses that explain their observations. Version3 June 2016 Page 4 of 10
5 Machines must be able to construct their own world models, including models of humans and other machines, and to involve them as the environment, their tasks and their teams change. This includes changes to the language and logic of their models, as well as the beliefs stored in them. This may require exploration of the environment, including designing and executing experiments to distinguish between competing hypotheses. The research carried out must be multidisciplinary and be at the cutting edge and represents the state-of-the-art in both the cognitive and computing science components. A list of eligible organisations to apply to EPSRC is provided at: How to apply There are two stages in the assessment process. 1. Concept audition Initial ideas for potential research projects will be pitched to a panel in what will be an audition-style environment consisting of a short 3-minute verbal pitch (without PowerPoint or visual tools) followed by 10 minutes of questions. This audition will serve as an expression of interest stage for the initiative and so is compulsory for applicants who wish to participate in the initiative. 6 To participate applicants will need to register their intention to participate and pitch by completing the smart survey form here: The survey will open on 15 June 2017 and will close at midnight on 16 June 2017 Please note that places are limited. As submissions to Smart survey are time stamped in the event that more submissions are received than there are places available invitations to participate will be issued on a first-come, first served basis. The registration form on smart survey will only be open for 48 hours. No other applications will be accepted. Auditions will be held in Birmingham on 29 and 30 June Applicants unable to travel to the venue will have the opportunity to deliver their pitches via Skype Successful applicants will be notified of the time and place in the week beginning 19 June. At each audition an EPSRC panel will be present to hear each pitch and to question the applicants. The panel may ask about the potential for the research to develop beyond the initial feasibility study and the methods which might be explored to enhance or optimise the proposed research if the initial concept has merit. Each audition should last approximately 15 minutes, including the pitch and questions. The panel will shortlist the applicants based on how the ideas proposed resonate with the scope of the call and the potential for the research to develop into exciting research. At least 50% of the proposal must be within EPSRC s remit. EPSRC and the audition panel reserve the right to reject proposals that are substantially outside the scope the call or wholly beyond the remit of EPSRC. Shortlisted applicants will then be invited to the next stage where the idea should be enhanced and developed into a research project that will be assessed at the main interview panel. 2. Interview panel After the shortlisting process successful applicants will be notified and invited to submit a short proposal (4 page Case for Support) via Je-S and attend a further interview panel which will determine recommendations for funding. The proposal will need to be submitted via Je-S by 28 September 2017 and the interview panel will take place on 25 and 26 October (to be confirmed) We will send further details on this process, including firm deadlines for the Je-S submission and interview panel dates with the invitations to submit full proposals. Submitting the full application for the October panel You should prepare and submit your proposal using the Research Councils Joint electronic Submission (Je-S) System ( When adding a new proposal, you should select: Version3 June 2016 Page 6 of 10
7 Council EPSRC Document type Standard Proposal Scheme Standard On the Project Details page you should select the Human-like Computing call. Note that clicking submit document on your proposal form in Je-S initially submits the proposal to your host organisation s administration, not to EPSRC. Please allow sufficient time for your organisation s submission process between submitting your proposal to them and the call closing date. EPSRC must receive your application by 16:00 on 28 September 2017 Guidance on the types of support that may be sought and advice on the completion of the research proposal forms are given on the EPSRC website ( which should be consulted when preparing all proposals. Guidance on writing an application The proposal should follow the standard EPSRC proposal structure with the exception of a shorter four page limit on the Case for Support (which should include up to 2 pages for the track records of the applicants and two pages for the description of the research proposed). Applicants should use the Ethical Information section on the Je-S form to demonstrate to peer reviewers that they have fully considered any ethical issues concerning the material they intend to use, the nature and choice, current public perceptions and attitudes towards the subject matter or research area. EPSRC will not fund a project if it believes that there are ethical concerns that have been overlooked or not appropriately accounted for. All relevant parts of the Ethical Information section must be completed. If the research will involve human participation or the use of animals covered by the Animals (Scientific Procedures) Act 1986 it is recommended that applicants pay particular attention to the guidance highlighted below. EPSRC reserves the right to reject applications prior to peer review if the Ethical Information sections are not completed correctly. Other relevant guidance includes: EPSRC s policy on animal use in research ( and the Responsible Innovation Framework ( Please note that on submission to EPSRC all non-pdf documents uploaded onto Je-S are converted to PDF, the use of non-standard fonts may result in errors or font conversion, which could affect the overall length of the document. In addition, where non-standard fonts are present, and even though the converted PDF document may look unaffected in the Je-S System, when it is imported into the Research Councils Grants System some information may be removed. We therefore recommend that where a document contains any non- Version3 June 2016 Page 7 of 10
8 standard fonts (scientific notation, diagrams etc), the document is converted to PDF prior to attaching it to the proposal. Assessment Assessment process The full proposals will not be assessed by reviewers, but will be assessed directly by the interview panel. The panel will assess the project on the information given in the proposal and further scientific and management criteria determined by interview which will include: scientific quality and excellence creativity of approach management of risks cost-effectiveness and justification of resources what measures have been put in place as recommended by the audition panel (if applicable) Please note that EPSRC reserves the right to reject a proposal where the details are substantially different from those indicated in the audition or where there have been unsolicited changes to the project. ESRC are supporting this initiative and additional funding may be made available if suitable proposals are forthcoming. Suitable proposals will be supported via the cross-council funding route This arrangement will not affect how applicants should write their proposals: the level of any shared funding will be decided in discussion between the Councils once the full applications have been received. EPSRC reserve the right to apply additional selection criteria in the event of the call being so substantially oversubscribed as to be unmanageable as initially planned. Assessment criteria The panel will assess the project on the information given in the proposal and further scientific and management criteria determined by interview which will include: scientific quality and excellence creativity of approach management of risks cost-effectiveness and justification of resources what measures have been put in place as recommended by the audition panel (if applicable) Version3 June 2016 Page 8 of 10

Feedback No feedback will be provided to unsuccessful applications at the Concept Audition stage. Feedback will be given following the consideration of the full proposals by the interview panel. Moving forward Successful projects will be expected to take part in community events aimed at furthering research in this area. Details of the mechanisms of this coordination are still being discussed but we hope will be clear by the time of submission of the full proposals.
