Question 1: I work with artist, <Redacted - PII>, here in Minneapolis. We have successfully completed our share of public art installations across the country over the years, and as such, I review RFQs and RFPs as they come in. I couldn't help but notice clause under Section IV. Contract: Financial Requirements The Owner s contract language includes the following summarized terms and conditions which responders should understand when preparing their response. A. Compensation will be paid after services are performed. The Owner does not make regular payments based upon the passage of time, but only pays for services performed or work delivered after it is accomplished; and B. Payment is only made after the submission of an authorized invoice. As I'm reading this, they have underlined those two words to make it crystal clear that they only intend to pay upon completion of the installation/sculpture. Am I to take it that they are expecting the selected artist to cover all costs and not be reimbursed until after completion and final install? i.e. they're expecting artists to somehow borrow $160,000 to fabricate a piece? If this is the case, it's hard to fathom them receiving too many submissions, to be honest. I've never seen a clause like this since we've been making public art over the past 17 years. The services and deliverables that the City of Rochester expects the contractor to provide before it will issue payments are outlined in Section 2: Compensation and Payment Schedule of the sample contract. There are five points at which an artist would be expected to issue an invoice for payment. Question 2: My name is <Redacted - PII>. I'm a storyteller, a writer, an educator, etc.so much of my work involves "story circles" of authentic engagement. I would really like to propose there be space for people to just stop and share and listen to stories. The space would also have a built in recording that profiles some interesting stories from the past and possibilities into the future that 1 of 5

2 people can stop and listen to as they go from point A to point B in the center. So often storytelling is not brought into the mix when people thing of public art. I'm so glad that poetry has arrived on the scene. I would like to submit an application for such a project to be worked in partnership with an artist who would design the "story circle" where people could convene. Does this sound like something you'd be interested in receiving? Answer 2: Please refer to Section I. Project Overview of this RFP, under the heading Public Art Intent & Goal which outlines the goals of the public art project at Mayo Civic Center. These goals were identified by the Art Task Force appointed by the City of Rochester. For more information about the role and the makeup of the Art Task Force, refer to Section I. Project Overview under the heading Selection Process of this RFP. Also refer to Section I. Project Overview of this RFP under the heading Opportunities for Artwork Placement. This public art opportunity is open to a range of possibilities to be proposed by contractors during Phase II of the RFP. Question 3: Are applicants required to residents of Minnesota? Answer 3: Please refer to Section I. Project Overview under the heading Eligibility. Minnesota residency is not a prerequisite to be considered for this opportunity. Review Section II. Proposal Content. under the heading A. Eligibility Questionnaire for additional eligibility prerequisites. Question 4: Will there be better drawings or plans of the three particular sites available for art? Please provide a link. Answer 4: Additional floor plans, elevations, renderings, and sections of the spaces available for artwork placement are located at under the heading Construction Docs. Refer to Section I. Project Overview of this RFP under the heading Opportunities for Artwork Placement. The spaces are listed below, along with a color key to more easily identify the areas in the construction documents: 1. The Prefunction Gathering Area is highlighted with orange shapes on sheets G-001.2, A- 312, AP126; 2. The Skywalk Lobby is highlighted with blue shapes on the interior rendering and sheets A-324, A-302, AP124, AP11; and 3. The Patio Area is highlighted with yellow shapes on sheet AP of 5

3 Question 5: I am very interested in participating in this call for artist. I have a current bronze design which will be completed at the foundry any day now. It is a table top size bronze, but I designed it specifically to be scaled up to a monumental size... Will I be able to submit this concept with photos of the finished maquette bronze? Answer 5: Please refer to Section II. Proposal Content under the heading G. Work Samples and Section VI. Instructions for Submitting Proposals under the heading Guide to Application Forms and G. Work Samples for information on preparing work samples to CaFÉ requirements, as well as submitting complete work sample descriptions. If the project associated with the work sample is a self-initiated model that could potentially become a larger piece, please provide the actual dimensions of the model, write self-initiated in the work sample description field, and explain that the maquette can be scaled to larger sizes. Question 6: I was reading the RFP for the new Mayo Civic Center and realized it is calling for one large installation. I am wondering if there are plans to install smaller art works in other areas of the building. I have placed work in venues that include Princeton University and the Philadelphia Convention Center, and think my work, or my husband's, would be of interest to this project. There are links below that will give you a sense of our work. If you think there would be interest, who is the appropriate person to approach with more information? <Redacted - PII> Answer 6: Refer to Section I. Project Overview of this RFP under the headings Purpose of RFP and Opportunities for Artwork Placement. The purpose of this two-phase RFP is to retain a contractor to design, fabricate, and install a permanent, site-specific public artwork within the newly expanded Mayo Civic Center. The opportunities for artwork placement are the Prefunction Gathering Area, the Skywalk Lobby, and the Patio Area. Contractors may propose their artwork in one or more of the areas suggested in the RFP, or in other available space in the new convention center expansion or the patio to the south of the expansion. Refer to Section I. Project Overview of this RFP under the heading Information Contact. The information contact for this RFP is Ben Owen, Percent for Art program officer at the Minnesota State Arts Board. Other personnel are not authorized to discuss this RFP. 3 of 5

4 Question 7: I am a Photographer and composite image designer. <Redacted - PII> I would be hugely honored to have my work in the new Mayo Civic Center! One of the pre-requisites is that I be able to show/demonstrate that my work has previously sold for an amount greater than $50,000. I can't comply with this RFP guideline. Could I still be considered for this RFP or other artistic visual opportunities the Mayo Foundation may have???? Answer 7: Question 8: The RFP was sent to me for considering through applying via CaFÉ. I have a question and that is does this project open for two-dimensional art? I am a a painter. Can you please let me know as soon as possible? Answer 8: Refer to Section I. Project Overview of this RFP under the heading Opportunities for Artwork Placement. This public art opportunity is open to a range of possibilities to be proposed by contractors during Phase II of the RFP. Question 9: I'm interested in responding to the Mayo Civic Center RFP, but I have a question. The RFP says it's mandatory that the artist has successfully completed at least one publicly-funded commission project with a $50K+ budget. I've completed many projects under $50k (hospitals, school, community centers, etc.), and I am currently fabricating my first $50K+ commission. It's a $100K+ commission for the Mpls/St. Paul airport. Can this project "qualify" me, even if I won't have it fully installed until this summer? Also, the airport is weird public-government entity. 5 Question 10: I see the RFP insurance requirements include workers comp. We are a small Arizona Collective and don t have employees. Can this requirement be waived? Answer 10: Refer to Section V. General Requirements under the heading Insurance Requirements, for a list of all insurance policies that the contractor will be required to maintain and furnish satisfactory evidence of throughout the term of the contract. Question 11: Will a performance bond be required? Answer 11: Please refer to Section IV. Contract of this RFP. Question 12: We have just been brought to the attention of the upcoming RFP at the Mayo Clinic, and we have one question. As Ghost of a Dream we have made many very large works, but none have been publicly financed. They have all been part of the gallery of museum world, and funded by these places as well as ourselves. We see that you are requesting that applicants have 1 previously publicly funded work. Does this put us completely out of the running, and as such, should we refrain from submitting a proposal?
