1 Gerlof de Wilde, head of unit at innovative research within the EDA, tells CBRNe World about continuing multinational CBRN research CW: What impact has the changed strategic situation had on the European Defence Agency s (EDA s) CBRN portfolio? Has there been a recognition, in the context of the murder of Drummer Lee Rigby in the UK and ongoing interest in CBRN, that returning Syrian fighters might use CBR devices against military forces in their own home bases? GW: The situation of Islamic State (IS) and returning Syrian fighters is worrying indeed. Although EDA is not working on threat assessments, it is commonly understood that the CBRN threat related to these developments must not be neglected. It reconfirms the need for proper preparedness against possible future CBRN events. CW: What will happen to Joint Investment Programme CBRN (JIP CBRN) when Horizon 2020 ( horizon2020/) starts? Will there be an attempt to harmonise programmes when sensible, and share budget, or will an amicable separation and watching brief be needed? GW: The JIP on CBRN protection was established in 2010 under the European framework cooperation (a coordination scheme in which the European Commission and the EDA coordinate the research under their respective All aboard! 2016 should see some of the fruits of JIP CBRN released to European forces CBRNe World 10 CBRNe WORLD October

3 frameworks) and the programme arrangement was signed at ministerial level in Two calls for proposals have been issued and 14 projects have been selected in total. Seven call one projects have been contracted and the others will be soon. While the projects run and evolve, coordination with the commission will go on and coordination with projects under the civilian research programmes will be continued under the seventh framework programme (FP7) or new ones established in Horizon 2020 (H2020). Being on advisory boards, as I am, is one way of implementing this coordination. The commission is part of our research management groups. Everywhere I speak about CBRN and its related needs I see the activities we do under the JIP reconfirmed as important work. Good examples of this are our bio detection, decon control and next generation personnel and collective protection measures projects. CW: You have released two calls. Will there be another and when might it come out? When will the results from call one be available? Are you hopeful that any of them will be commercialised? GW: JIP CBRN included two calls, both of which have been issued, so there are no new calls to come. Results from call one will come during the conduct of the projects but the final results will not appear until after completion. Most projects last three years so the earliest you would see anything is April As a quick walk through we have: Call one: two stand off detection projects, Amurfocal and Miclid; three bio point detection, Ipods, Rambo, Biotype; one sample handing, Bfree; one modelling architecture, Masc. Call two: one colpro, Riaq; two PPE, Prosafe and Switch Protect; three decon, Dclaw, Raced and Quixote; one sensor network, Censit. In principle the technology readiness level of the JIP is low to medium, so we are working on solutions for the future. I would like to thank the people from the partner member states (pms) who work with us to get the JIP CBRN on track, the contractors who are working hard to deliver the projects and the commission staff who work with us on the coordination and within the new community of users. The latter is a commission initiative based upon the EFC way of working that will bring together policy, science and industrial people from the CBRN community in Europe. CW: In my opinion one of the major failings of FP7 has been its inability to get the good work that has been done into the responder/target community not enough people care about it. Despite the CBRN threat being exceptionally high at the moment, there is an incredible disregard for CBRN among Europe s military. How do you energise the specialists to ensure that the work from the EDA is pulled through senior leadership in pms? There are two decon bids in JIP CBRN Call 2 CBRNe World GW: The reporting of EDA work is through the normal channels, such as steering boards and point of contact meetings. Dedicated to research and technology (R&T), the so called CapTechs are briefed about all the R&T work. For the JIP CBRN, the established management committee (MC) is the most important link pin with pms. The representatives on the MC are informed about the progress of the programme and also on a project level. For all projects we have installed so called executive management groups (EMG) in which experts from contributing member states sit and guide the work and are informed about the details of the projects. Apart from that EDA informs and advertises about the JIP work during conferences and other related events. Next year we plan a few workshops on JIP CBRN exactly for this purpose. 5 The EDA is aligning more research with blue light agencies CBRNe World aligned with the HomeSec event in Madrid. I am travelling a lot for the JIP! CW: When will the fruit from the first call ripen? Which of the first seven will become mature soonest, and have you seen anything that is clearly leading in the art of the possible? GW: The first projects to start were on biological detection, so logically these will give the first results. CW: What has happened to the biological detection identification monitoring equipment development and enhancement programme (BioEDEP see CBRNe World Summer 2010)? There was supposed to be a technology demonstrator in 2015, is this going to happen? Is the budget for it still 100 million Euros? Are Germany and France still taking the leading positions that they intimated at the 2010 BioEdep meeting? It seems that a category A project has run out of steam, how is this possible and what lessons does it offer for the future? GW: The preparation phase of BioEDEP is over. The EDA is now working with the member states on continuation. In December we organised a workshop in Poland, where the need for a biological equipment programme was reconfirmed. Instead of a take it or leave it approach, the complete demonstrator programme, the EDA is working on a more flexible approach in which pms can sign in for projects they would like to join. For the sake of the overview and integration, a management committee will be proposed to manage the overall programme and make sure the various elements fit together. CW: What happened to the EDA s CBRN functional service (FS)? Did it ever move from technology demonstrator to a line item? Nato CBRN FS doesn t seem aware of much of what EDA CBRN FS went through, what lessons learned would you offer? GW: The CBRN FS was a study from the EDA operational budget and showed the feasibility of the concept. pms can use this knowledge in their internal decision making processes on developing FS. No follow-on on a European scale has been identified yet. Developments in JIP CBRN on sensor networks may give rise to new collaboration in this field in future. CW: One of the EDA s strategic aims is to introduce standardisation in European CBRN. How is this going, do you see any success on the horizon? If so how do we manage timescales and expectations? Even the US, with a presidential directive behind it, ran into the sand for this, what do you think needs to happen to allow vigorous standards to emerge? GW: Although the EDA is not a standardisation organisation we are involved in standards work. In terms of CBRN within the framework of EDA, our pms are working together on standards for protocols on testing and evaluation of biological detection and monitoring equipment in the so called T&E (training and evaulation) element of the Bio Dim project. Lack of standards in this field has been identified as a big gap and any developments are clearly beneficial for both pms, wanting a clear view on equipment performance and industry, needing cost savings in testing phases. The EDA is also heavily involved in further activities under the commission s standards mandate to the European committee for standardisation (CEN) on CBRN standards. I think it is high time we generated real common standards in different CBRN areas! The EDA stands ready to be involved in this. CW: Both BioEDEP/BIRD and JIP CBRN came from a period when Europe s military had money to think about CBRN, the financial situation has got much worse since then. What level of engagement are you seeing in future JIP/BioEDEP type projects? What comes next, have we reached the end of cat A CBRN programmes? GW: We live in times when it is easier to generate an idea for a project than to generate funding for it. I am optimistic that the pms will take forward the benefits from the work under our CBRN activities. There is already talk about do we need a follow on JIP CBRN? Something that can integrate the results of the current JIP CBRN and bring certain developments a step further. I am convinced that through H2020 projects CBRN defence capability can be brought forward, especially as many CBRN technologies are multipurpose and available for use by both military and civilian first responders. 14 CBRNe WORLD October
