BIM: The UK Government Value Proposition David Philp Head of BIM Implementation Cabinet Office, UK Government UK Government Strategy Task Group Arrival of BIM in the UK: An industry awoken We need To talk about BIM 1
Drivers: A need for public sector reform New challenges for a siloed industry 2
What is our UK strategy? Pull (Government) Be good a buying data (as well as assets t and d services) i ) Do it consistently Leave the How to the Supply Chain Creating an intelligent Client Push (Supply Chain) Early Warning to Mobilise Training Methods & Documentation Deliver Level 2 BIM by 2016 IMPROVED VALUE FOR MONEY( ) 2.32 Government will require fully collaborative 3D BIM (with all project and asset information, documentation and data being electronic) as a minimum by A staged plan will be published with mandated milestones showing measurable progress at the end of each year year. 3
What is Level 2? Where do CIOB want to be A simple assertion BIM Value Creating Collaboration 4
A simple hypothesis BIM Government as a client can derive significant improvements in cost, value and carbon performance through p g the use of open sharable asset information Working with industry Core Team & Work Package Managers Steering Group Delivery Supply Chain (UKCG) Operational Supply Chain (GPU) Training, Education & Academia Technology Alliance (CIRIA) Private Sector For BIM Communication & Media Liaison Regional BIM Hubs 5
The investment Just 4million to train Knowledge Strategic What is BIM The Value proposition: Why BIM Strategic Management of change Governance, procedures, policies, standards Contract management Operational Tools, data, standards Skills Technical Skill (Digital Tool Set) 6
BIM Value Proposition Through the Client Lens Largely ignored! The Science of Construction: A resistant industry moves towards changing systems, processes, delivery methods and technology Ӎ Changing paradigms Ӎ New (Digital) Revolution Ӎ Should construction be exempt? 7
Leveraging data (common language) Surety y of investment and decision making through model data drop reviews and improved visualisation (clarity, confidence and de-risking) Ӎ Digital Design Understanding and surety Data for decision making Digital Toolset The B.I.M Prize E PO S E.P.O.S. intelligent data Digital Construct Risk Managed Better business / social outcomes Asset rehearsal / option analysis 8
Mama always said construction projects are like a box of chocolates. You never know what you re gonna get. Ӎ Asset design based on outcomes + performance as well as form! Ӎ Increased predictability of performance through more detailed asset and life-cycle planning Simulate to provide: *Optimally Performing Assets *Predictability OpEx Savings Through early virtual prototyping, simulation and the use of fed-back in use data: reducing asset operational costs. Ӎ Prototype Ӎ Rapid design analysis Ӎ Refine 9
Build it once correctly! Reduces waste in the construction process reducing capital cost of assets eg. Reduced review cycles. Overall, better construction project outcomes Greater understanding of the entire life-cycle process (especially design intent) through the models: data and 3D Better business outcomes through early collaborative decision making 10
Data is beautiful In use data feedback Data set refined Optimal asset performance Need for a common language Re-usability One input, many outputs Checkability One input, many checks Interoperability One format, many paths 11

Programme update The MoJ BIM Departmental Implementation Plan has been completed Recommendations for MoJ Plan included delivery of five Early Adopter Projects and the development of an electronic standards library linked to the BIM library Early Adopter One is Cookham Wood which is also trialling Soft Landings, Project Bank Accounts and Early Contractor Involvement. The project was tendered with a BIM model and the new Employers Information R i t (EIR) t t responded d d wellll. TTwo llessons llearn Requirements (EIR). All fi five contractors papers have been produced Early Adopter Two is Featherstone prison and is trialling the handover of BIM data from delivery to operations. The contractor, Operator and MoJ staff are working together to develop standard links between the two data sets as described in the EIR to standardise this manual process on all future projects with associated savings in time and cost. Early Adopter Three is Chelmsford Prison a Victorian structure due for refurbishment. Laser scanned Early Adopter Four is Aberystwyth Law Court which is currently being evaluated for the same process as EA2 Early Adopter Five is Winchester Prison Kitchen block which is being run by the same MoJ and technical teams that undertook Cookham Wood. This is being delivered by the team virtually solo following the incorporation of lessons learnt. Programme update EfA dept workshops and strategy substantially complete and a number of Early Adopter schools have been identified in the North West.
