6 Concluding Remarks (1/2) Improve recognition of fora/consortia EU Regulation 1025/2012, Articles 13 and 14 are vital for the availability of global ICT specifications in Europe Further recognition of global fora/consortia and simplifying the acceptance of their specifications should be considered Differentiate policy making vs. technology work The market benefits from a clear division of labour with governments setting the framework and making requirements and industry and other stakeholders (including government technical experts) being responsible for technical work Rely on market-driven bottom-up The most successful standards are market-driven and developed in bottom-up processes Minimise top-down initiatives to those areas where absolutely required (regulated domain) and avoid over-regulation 26 January

7 Concluding Remarks (2/2) Open up for Open Source Clarify EU policy/guidelines for public procurement of Open Source technologies Support multiple ways for collaboration between standardisation and Open Source Interoperability and implementations Don't try to select winners or losers in standardisation Focus on interoperability and promote implementations, plug tests and pilot projects for driving the adoption of new technologies Recognise differences in IPR Policies Different standards bodies have different IPR rules addressing the respective market needs of their members and of the technologies developed There is no one-size-fits-all approach but good attendance of the topic in IPR policy groups in standards bodies. 26 January
