17 P38 Reserve Manpower Since the Navy doesn t have a research- technical career path, Program 38 draws talent from all 1xxx designators. Program 38 recruits officers with advanced technical degrees and relevant military and/or civilian S&T experience in areas that align to command directed S&T focus areas. ONR has over 200 Navy Reservists, with the largest concentranon of uniformed PhDs in the US Navy. Every year, each Reservist has funding for: 14 to 17 days Annual Training (AT) including travel, 48 drill periods of 4+ hours, AddiNonal man- days as budget permits. 17
