3 FSIP - BACKGROUND The fishing vessel Westhaven (AH190) capsized and sank at 10:10 on the 10 th March 1997 with the loss of the lives of all four men onboard The vessel capsized while attempting to pull her port trawl door clear of a seabed obstruction which was later found to be a freespan section of a pipeline The Fatal Accident Inquiry and Marine Accident Report made recommendations, including addressing freespans and vulnerable / hazardous pipelines The FishSAFE Information Project Hydro 14 Wed 29 th October

5 FSIP - GOVERNANCE FLTCS Services Limited took over FSIP in 2007: (UK Fisheries Offshore Oil and Gas Legacy Trust Fund Limited) To enhance the safety of Fishermen in UK waters Provision of information about oil and gas related seabed structures both now and in perpetuity To support projects which preserve the UK fishery or help manage issues relating to oil & gas infrastructure Main Shareholders The FishSAFE Information Project Hydro 14 Wed 29 th October

6 FSIP - GOVERNANCE FLTC received a loan from OGUK An endowment fund exists - payments are expected where consent to decommission has been obtained including a derogation from the requirement to remove all infrastructure Grant funding European Fisheries Fund (EFF) & Scottish Government Representative from the oil & gas industry participate in both the FLTCS Board & Committee meetings The FishSAFE Information Project Hydro 14 Wed 29 th October

7 FSIP SUPPLY OF DATA All UKCS Operators contribute data to the FishSAFE Information Project In the UKCS following the Petroleum Act (1998) the government grant licenses through DECC for petroleum resources Model Clauses of Offshore (Seaward Areas) (Production) Licenses granted by DECC dictate that the licence holder shall nominate a Fisheries Liaison Officer (FLO) OGUK publish Fisheries Liaison Guidelines outlining FLO responsibilities which cover the submission of data The FishSAFE Information Project Hydro 14 Wed 29 th October

12 FSIP DATA COLLECTION Surface Installations - All installations that project above the sea level at any state of the tide - Typically: Platforms, FSO / FPSO or buoys Subsea Installations - Everything except suspended wells which pose a hazard to fishermen - Typically: Anchors, Debris, Manifolds, Teepieces, Towheads, Valves Installations Decommissioned - Can be any of the previously mentioned - Key criteria is abandoned or removed Other automated inputs - Wells data (through WONS portal) - PON2 The FishSAFE Information Project Hydro 14 Wed 29 th October
