2 Offshore wind energy deployment can significantly contribute to increasing the share of renewable energy in Europe s energy mix. However, competing uses of the sea, costs, grid integration and other barriers are important challenges to the development of offshore wind. Windspeed aims to assist in overcoming these obstacles by developing a roadmap defining a realistic target and a development pathway up to 2030 for offshore wind energy in the Central and Southern North Sea (Belgium, Denmark, Germany, the Netherlands, Norway and the UK). The roadmap will also identify barriers and potential surplus conditions in the North-European electricity grid along with policy recommendations on how to tackle these. Windspeed will deliver a decision support system (DSS) tool using geographical information system (GIS) software. The DSS tool will produce overlaying maps, showing spatial representation of offshore wind energy potentials in relation to non-wind sea functions and environmental aspects. The tool will also facilitate the quantification of trade-offs between electricity generation costs from offshore wind and constraints due to non-wind sea functions and nature conservation. This tool aims to provide a better foundation for decision making by policy makers in terms of prioritising and allocating space of the development of offshore wind in the Central and Southern North Sea. Windspeed will also contribute towards : An Improved decision making process for offshore wind development The project will trigger solutions, approaches and structural cooperation between parties and Member States to overcome existing obstacles to the development of offshore wind power in Europe. New offshore wind installed capacity The project will provide a set of assumptions and calculation rules for assessing the impact of offshore wind on other sea uses that are broadly supported by the relevant stakeholders and specialists, and will therefore facilitate a smooth process in developing and implementing wind energy projects. 2 3

The techno-economic work packages are: Scroby Sands Uk - Courtesy of Vestas Inventory of current Inventory of offshore wind potential and related infrastructure and future presence of other sea functions and indentification of interactions Methodology and tools Scenario development and roadmaps More specifically, the project will: Establish inventories of (i) wind potential, location specific wind energy costs, related infrastructure, and marine planning and regulatory regimes (ii) current and future presence of other sea functions and their interactions. Establish a methodological framework for the quantification of spatial marine interactions and the economic impacts of these interactions on the deployment of offshore wind farms. Establish a GIS-based decision support system that combines the results of the inventory as well as the interactions. Identify barriers for offshore wind deployment, with focus on grid integration, and to define a set of policy recommendations to tackle these. Develop scenario forecasts for offshore wind energy. Define a realistic target and development path for offshore wind energy for the Central and Southern North Sea basin up to Run training courses for policy makers and other influential organisations using the GIS-based decision support system. The Windspeed project will run in three phases: Phase 1: This project phase will consist of developing the methodological framework for the DSS and the technical definition of its inputs, outputs, and capabilities. Stakeholders will be invited to participate in co-defining the inputs, outputs and functionality of the DSS tool through national workshops. Wind and non-wind functions will be defined, prioritised and presented in the DSS input format. Phase 2: During this phase, the DSS tool will generate GIS-based offshore wind maps for the Central and Southern North Sea based on various development perspectives and allocation priorities. Case studies will be carried out and discussed with stakeholders at national or regional workshops. The spatial allocation priorities, associated costs, power grid scenario s, other outputs and general lessons learnt will be integrated into the roadmap. Phase 3: This final phase will be spent completing the roadmap, carrying out DSS training courses and disseminating results from the project. 4 5
