A single programme bringing together three separate programmes/initiatives* Coupling research to innovation from research to retail, all forms of innovation Focus on societal challenges facing EU society, e.g. health, clean energy and transport Simplified access, for all companies, universities, institutes in all EU countries and beyond The 7 th Research Framework Programme (FP7), innovation aspects of Competitiveness and Innovation Framework Programme (CIP), EU contribution to the European Institute of Innovation and Technology (EIT) 2

Excellent science Why: Excellent science World class science is the foundation of tomorrow s technologies, jobs and wellbeing Industrial leadership Societal challenges Europe needs to develop, attract and retain research talent Researchers need access to the best infrastructures Proposed funding ( million, )* European Research Council (ERC) Frontier research by the best individual teams Future and Emerging Technologies Collaborative research to open new fields of innovation Marie Skłodowska-Curie actions (MSCA) Opportunities for training and career development Research infrastructures (including e-infrastructure) Ensuring access to world-class facilities All funding figures in this presentation are subject to the pending Multiannual Financial Framework Regulation by the EP and the Council Excellent Science - European Research Council (ERC) Continuity with FP7. 77% increase in funding. Will continue: to operate autonomously led by a Scientific Council to operate on a bottom-up basis to have research excellence as sole criterion to fund individual teams to provide funding for starting researchers to make transition to independence to support new ways of working with potential to create breakthrough results Scope for continuation of 4 current schemes and flexibility to develop the mix of support measures to respond to emerging needs Excellent Science - ERC By 2020, ERC aims to demonstrate: That the best researchers are participating in the ERC s competitions That ERC funding has led directly to scientific publications of the highest quality & to commercialisation of innovative technologies / ideas That the ERC has contributed significantly to making Europe a more attractive environment for the world s best scientists Excellent Science - Future and Emerging Technologies (FET) FET Expanded from ICT to be used as crosscutting instrument Supports frontier research: alternative ideas, concepts or paradigms of risky or nonconventional nature Supported under three strands: FET Open: fostering novel ideas FET Pro-Active: nurturing emerging themes and communities FET Flagships: tackling grand interdisciplinary science and technology challenges 3

Delivered through three challenges: Resource efficient transport that respects the environment Better mobility, less congestion, more safety and security Global leadership for the European transport industry Societal Challenges Climate Action, Resource Efficiency & Raw Materials Societal Challenges Inclusive, Innovative and Secure Societies Objective: to achieve a resource efficient and climate change resilient economy and a sustainable supply of raw materials Broad lines of activity are: Fighting and adapting to climate change Sustainably managing natural resources & ecosystems Ensuring the sustainable supply of non-energy & nonagricultural raw materials Enabling the transition towards a green economy through ecoinnovation Developing comprehensive and sustained global environmental observation & information systems Objective: to foster inclusive, innovative and secure European societies Three lines of activity: 1. 8 Simplification: Rules for Participation Simplification: Rules for Participation 1. A single set of rules: Adapted for the whole research and innovation cycle Covering all research programmes and funding bodies Aligned to the Financial Regulation, coherent with other new EU Programmes 2. One project one funding rate Maximum of 100% of the total eligible costs (except for innovation actions, where a 70% maximum will apply for profit making entities) Indirect eligible costs: a flat rate of 25% of direct eligible costs 3. Simple evaluation criteria Excellence Impact Implementation (Excellence only, for the ERC) 4. New forms of funding aimed at innovation pre-commercial procurement, inducement prizes, dedicated loan and equity instruments 5. International participation facilitated but better protecting EU interests 6. Simpler rules for grants broader acceptance of participants accounting practices for direct costs, flat rate for indirect costs, no time-sheets for personnel working full time on a project, possibility of output-based grants 7. Fewer, better targeted controls and audits Lowest possible level of requirements for submission of audit certificates without undermining sound financial management Audit strategy focused on risk and fraud prevention 8. Improved rules on intellectual property Balance between legal security and flexibility Tailor-made IPR provisions for new forms of funding A new emphasis on open access to research publications Beyond the Rules: further simplified provisions in the Grant Agreement and implementing procedures to facilitate access to (e.g. common IT platform). Simplification: summary International cooperation Single set of simpler and more coherent participation rules New balance between trust and control Moving from several funding rates for different beneficiaries and activities to just two Replacing the four methods to calculate overhead or «indirect costs» with a single flat rate Major simplification under the forthcoming financial regulation Successful applicants to get working more quickly: time-to-grant of 8 months; exceptions for the ERC and in duly justified cases No negotiation of the grant agreement in future, what is submitted will be evaluated. Potential participants must now be aware of this. International cooperation is crucial to address many objectives Principle of general openness: the programme will remain to be the most open funding programme in the world Targeted actions to be implemented taking a strategic approach to international cooperation (dedicated measures in the 'Inclusive, innovative and secure societies' challenge) Do not view EU grants solely as a source of funding, but as a means to build deep & long-term cooperation. [ ] QWECI - Quantifying Weather and Climate Impacts on Health in Developing Countries to understand the climate drivers of vectorborne diseases (malaria, Rift Valley Fever and tick-borne diseases). Aim: to understand the climate drivers of the vector-borne diseases of malaria, Rift Valley Fever, and certain tick-borne diseases, which affect human and livestock health and have economic implications in Africa, in order to assist with their short-term management and make projections of their future likely impacts.
