3 Introduction Cabinet approved IKS Policy (2004) overarching objective to enable the recognition, affirmation, promotion, protection and development of IK in South Africa 4 Key policy drivers namely: Affirmation of African cultural values in the face of globalisation Development of the services provided by traditional healers Contribution of indigenous knowledge to the economy Interfacing with other knowledge systems. NIKSO established by DST in 2006: 3 Directorates established in DST to implement the Policy. Policy implementation in DST focuses on 4 th driver: Interfacing IK with other knowledge systems 3

Institutional Collaboration National: Interdepartmental Committee Regional: SADC except Mauritius International: India, Indonesia, Brazil, China Multilateral: World Intellectual Property Office ii. Policy Development Research Ethics Policy Database Protection Policy iii. Advocacy Strategy - aimed to disseminate information targeted at audiences to enhance public understanding of SA IK. 5 National IKS Expo s held IKS part of National Science Week 5 SADC Biennial Workshops International Conference: Value of IKS in 21 st Century 5

IKS Research Chairs (i) Indigenous Health Systems at UKZN (ii) Traditional Medicines/Phyto medicine at Tshwane University of Technology; and University of Johannesburg v. IKS Ring fenced funding for IKS research is annually transferred to the National Research Foundation [NRF]. Following the IKS Fund review, IKS Programme piloted and implemented the New Research Management System as an IKS Policy imperative. 6

7 IKS Knowledge Generation & Policy Development (3/3) vi. IKS Centre vi. DST-NRF Centre in Indigenous Knowledge established (UKZN) vi. Bachelor of Indigenous Knowledge Systems (B IKS) developed and registered through South African Qualifications Authority (SAQA). vii. In addition to Bachelors qualification, IKS Honours, Masters and PhD qualifications registered with SAQA. viii. In 2013 B IKS launched at North West University (54 students are supported) and University of Venda ix. In B IKS first intake of 20 students at the University of Venda 7

8 IKS Information Infrastructure (1/2) A National Recordal System (NRS) has been launched (2013) Documentation Centres established in 8 provinces ( ): KZN, Limpopo, North West, Eastern Cape, Western Cape, Northern Cape, Free State, Mpumalanga; Over a period of 4 years, a total number of 1871 IK holders registered, 9248 catalogues committed and 1245 recordings documented and validated; 56 Communities participating in NRS initiative. A Digital database (Pharmacopoeia) developed (2014/15) which gives access to 1536 open access journals, 269 South African theses, 32 digitised books, 185 updated monographs including conference papers. 8

9 IKS Information Infrastructure: Accreditation & Certification (2/2) IKS Policy (2004): address the elements of IK that are not accommodated in the NQF and to explore existing opportunities for the accreditation and certification of IK holders in the current NQF. A Regulatory Policy Framework for the Accreditation and Certification of IK holders and practitioners (2015) The framework establish competence based designations that could be applied to IK holders in their own right; Focus on recognition of indigenous knowledge disciplines of practice through experience. A competence based accreditation and certification system within the NQF prescripts giving recognition to prior learning. 9 9
