Marie-Anne Coninsx en la inauguración del Programa de Capacitación para informar sobre la cooperación en Ciencia y Tecnología y en particular sobre el Séptimo Programa Marco de la UE México D.F., 17 de junio de 2010 UE y MEXICO, DIMENSION INTERNACIONAL DE LA POLITICA DE INVESTIGACION DE LA UE Introducción Es un placer para mí estar aquí con ustedes el día de hoy. Quisiera agradecer a las autoridades de CINVESTAV y de CONACYT por su amable invitación. Yo quisiera compartir con ustedes: 1

2 1) Los resultados de las última Cumbres EU LAC y del plan de acción de la Cumbre UE- MEXICO que va a guiar la asociación estratégica. 2) La importancia de nuestra colaboración en ciencia y tecnología. EU LAC SUMMIT: Towards a new stage in the bi-regional partnership: innovation and technology for sustainable development and social inclusion" (Madrid, 18 May 2010) The Action Plan agreed during this Summit identifies instruments and activities which, if properly implemented should lead to concrete results. The main objective in this area of Science, Research, Innovation and Technology is to develop the EU - LAC Knowledge Area through: 2

3 1. Improving cooperation in research and innovation; 2. Strengthening scientific and technological capacities, and infrastructures; 3. To boost the use of new technologies and technology transfer underpinning sustainable socio-economic development and 4. To foster cooperation between both regions as regards the digital economy and the reduction of the digital divide for improving competitiveness while making social inclusion a cross-cutting issue. The work programme include amongst other activities: Dialogue The parties: will establish a regular bi-regional dialogue on science, research, technology and innovation to 3

4 consolidate EU-LAC cooperation and to update common priorities, encourage mutual policy learning and ensure the proper implementation and effectiveness of cooperation instruments. Regarding Cooperation activities and initiatives Commence the development and implementation of the new mechanism, the EULAC Joint Initiative for Research and Innovation combining instruments at national, regional and bi-regional level as appropriate in a complementary and synergistic manner. Establish or strengthen thematic networks on agreed issues of mutual interest, to facilitate exchanges between EU-LAC universities and research centres and networks and private and public sector institutions. Develop an interface between research and innovation through a knowledge and innovation centres network to facilitate social appropriation 4

5 of knowledge and technology in particular keeping in mind the SMEs. At bilateral level, 2010 is also a defining year for the relationship between the EU and Mexico This year, 2010, we are celebrating the 10 years of the global agreement and we are launching our Strategic Partnership. Strategic Partnership between Mexico and the EU Mexico and the European Union (EU) are global political and economic players. SP has been the natural result of an active role Mexico plays in the international stage. The Strategic Partnership brings added value to the already deep and comprehensive Mexico-EU relationship. 5

6 The Strategic Partnership strengthens coordination on matters of global importance such as - Cooperation at multilateral level - Climate Change. And further intensify bilateral cooperation in different areas including science and technology. EU-Mexico Summit (16th May 2010, Comillas, Cantabria, Spain) Main outcome of the Summit: Joint Executive Plan of the Strategic Partnership (SP) in order to make it truly operational through concrete actions and joint initiatives. In the context of Science and Technology the joint executive plan of our strategic partnership recognises the importance of widening and deepening our collaboration. 6

7 Both parties agreed to: 1. Strengthen our Sectoral Agreement for Scientific and Technological Cooperation signed in We have developed an intensive and constructive dialogue with the Mexican scientific authorities since then. The next bilateral meeting will take place in September (2010) where we will present the results of this training course. 2. Encourage an effective way to promote the joint calls and joint actions for the execution of collaborative projects in selected thematic areas; 3. Promote the participation of the Mexican Innovation System's actors in the EU Programmes. This Training Course for Mexican institutions will help you to improve your participation on our Science and Technology international cooperation programs, particularly regarding the 7FP. 7

8 Mexico and Central America In the EU-Mexico Summit Mexico and the UE also agreed to: Institutionalise the Mesoamerica/EU dialogue on science and technology, with opportunities for triangular cooperation with Central America. Challenges and Opportunities Our joint action plan reflects similarities in our approaches to science and technology. We must both meet global challenges to develop our economies and meet our energy demands, while protecting our environments and dealing with climate change. You are renowned for your scientific and academic excellence. 8

9 Mexico has declared that science, technology and innovation are priorities for economic development. And you are busy raising your investments in research and development. In Europe we continue to pursue what we call the Lisbon Strategy for Jobs and Growth. This requires us to structure and enrich the environment in which European science and know-how can thrive. We need to increase our investment in research and development, with a target of 3% of our GDP. And this means working with the best from around the world. I believe that we will achieve more by working together. Mexico and Europe will go faster and further to achieve these goals, as we work together in the areas of education, scientific knowledge, technological achievement and innovation. 9

10 There is a great deal of scope, and many possibilities for an ambitious agenda and a rich and dynamic exchange. You are here to know better our cooperation instrument in science and technology. 7 Framework Programme for Science and Technology As you all know, International cooperation plays a very important role in the 7 Framework Programme, Europe's current main tool for research funding. With a budget of approximately 8 billion Euros per year, this current Framework Programme funds collaborative transnational research activities among scientists. It is based on excellence, competitive selection of projects and independent peer review. 10

11 It covers research activities in all areas of scientific knowledge and advanced technologies. It promotes cooperation between Universities, research centres and industry throughout Europe and beyond. It is open to international participation in all its components. Mexican researchers participating in the project can get funded, up to 50% of their research cost, just like the European researchers do. With this training programme you can take advantage of these opportunities and disseminate the relevant information among your research communities. The establishment and strengthening of EU-Mexico research networks will further enhance the opportunities to embark on joint research initiatives. Conclusions 11

12 I would like to encourage you to fully benefit of this training course, and deepen your knowledge in our cooperation programmes, in order to have more joint activities and results.
