3 General Requirements of STS Operation Applicability (Regulation 40 of MARPOL Annex I) Apply to oil tankers of 150 gross tonnage and above - Not apply to platforms - Not apply to bunkering - Not apply to purpose of saving life, combating pollution - Not apply to ship used on government non-commercial service STS operation should comply with approved STS plan The person in overall adviser control (POAC) shall be qualified Records of STS operations are to be retained on board for 3 years Notification - Notify the Party not less than 48 hours in advance of the STS operation - Revised estimated time to be provided for change more than 6 hours - Information of the notification (Regulation 42.2 of MARPOL Annex I) 3 Class Update on Latest Ship to Ship Transfer Plan
4 General Requirements of STS Operation As per Regulation 42.2 of MARPOL Annex I, the information of the notification shall include at least the following: 1. Name, flag, call sign, IMO Number and estimated time of arrival of the oil tankers involved in the STS operations; 2. Date, time and geographical location at the commencement of the planned STS operations; 3. Whether STS operations are to be conducted at anchor or underway; 4. Oil type and quantity; 5. Planned duration of the STS operations; 6. Identification of STS operations service provider or person in overall advisory control and contact information; and 7. Confirmation that the oil tanker has on board an STS operations Plan meeting the requirements of regulation 41 (Approved STS Plan). 4 Class Update on Latest Ship to Ship Transfer Plan
5 General Requirements for STS Plan: Objectives of an STS Plan The STS plan being ship specific, includes all the necessary information and procedures that are required for the safe execution of STS operations. The STS plan is a subset of the vessel s Safety Management System (SMS). Therefore, the objectives of the vessel s ISM would also be applicable to the STS plan. Approval of an STS Plan The STS Plan must be approved by either the relevant flag Administration for the vessel or by a classification society authorized by the vessel s flag Administration for MARPOL Annex I certification. IMO 5 Class Update on Latest Ship to Ship Transfer Plan
6 General Requirements for STS Plan: Re-approval of an STS Plan Vessel s flag is changed. Unless the plan is approved by class society authorized by both flag Administrations and the new flag Administration has no specific requirements. If STS plan is updated to reflect the new operator s specific policies and procedures, updated STS plan is to be re-approved. However, vessel details changes may only request attending Surveyor to endorse the changes without re-approval by technical office. Whenever a vessel is purchased second hand or a DOC management changes, updated STS plan is to be approved. If DOC of the handing over company is identical to the DOC of the taking over company. Existing approved STS is not to be updated and re-approved. An flag Administration may request re-approval STS plan due to change of applicable guidelines. 6 Class Update on Latest Ship to Ship Transfer Plan
7 General Requirements for STS Plan For example (Flag special requirements): The Republic of the Marshall Islands (RMI) Maritime Administrator has issued Marine Notice No requests that STS Plan to be updated in accordance with STS Guide 2013 by the date of first annual, intermediate or renewal IOPP after 1 July Marine Department of Hong Kong Special Administrative Region has issued Notice No.101 of 2016 requests that STS Plan to be developed in accordance with STS Guide 2013 as per Merchant Shipping (Prevention of Oil Pollution) (Amendment) Regulation 2016 came into operation on 1 Oct Crowley Maritime Corporation 7 Class Update on Latest Ship to Ship Transfer Plan
8 General Requirements for STS Plan: A conventional STS plan should address the following sub-items: Ship Particulars - General principles - Conditions and requirements - Safety - Communications - Operational preparations - Maneuvering and mooring - Procedures alongside - Unmooring - Equipment - Emergencies ABS STS Plan 2013 Template has elaborates all above items. 9 Gaps between STS Guide 2013 and 2005 Overall, the STS Guide 2013 includes requirements for STS transfer of chemical, Liquefied gases, and STS in port. We understand STS Guide 2013 was updated based on experience gained over years and revised to reflect current best and equipment development. STS Guide 2013 observably has more specific requirements and is more : Approval from Authorities STS Guide 2005 Chapter 2.2 STS Guide 2013 Section 2.2 The organizer should check local and national regulations and may need to gain appropriate approval. For MARPOL Annex I Cargos, the master or agent of each tanker involved is required to notify the relevant Coastal state authorities not less than 48 hours. Notification details as per appendix A2.2 (MARPOL Annex I Regulation 42) For Chemical cargoes or other cargos, may need approval. 9 Class Update on Latest Ship to Ship Transfer Plan

Details regarding rendezvous location and designated lightering area, relevant risk assessment. Review the operation specific risk assessment, related JPO and ensure all identified preventive and mitigation measures have been implemented. Ensure familiarity with the procedures contained in STS Guide, supplemented by and instructions issued by ship operators or organizers. The miscellaneous duties that are usually performed by lightering support vessels are to be elaborated in the STS plan as per as per Paragraph 5.4 of STS Guide Maneuvering for in port operations, maneuvering with one ship alongside a terminal are to be included in the STS plan as per as per Paragraph 6.4 and 6.5 of STS Guide Class Update on Latest Ship to Ship Transfer Plan
