18 The A3PS Austrian Agency for Alternative Propulsion Systems The market launch of alternative drive trains and fuels requires close cooperation between the energy and vehicle industry in order to overcome the chicken and egg problem. Public authorities can support this process by cooperating with industry and research institutions in a joint mission to develop efficient, competitive and clean vehicles as well as their energy carriers and infrastructure. Therefore, in 2006 the bmvit established the A3PS as a strategic publicprivate partnership bmvit can facilitate the development of new technologies far beyond funding R&D projects by providing a broad portfolio of services for its member institutions 18
