1 Bangkok, 25 May 2017 English only INTERGOVERNMENTAL OCEANOGRAPHIC COMMISSION (of UNESCO) Eleventh Intergovernmental Session of the IOC Sub-Commission for the Western Pacific (WESTPAC-XI) Qingdao, China April 2017 EXECUTIVE SUMMARY In accordance with Rule of Procedure 48.3, WESTPAC, as a primary Subsidiary Body of IOC, is required to report to a Governing Body on its sessions. The IOC Assembly at its Twenty-Ninth Session will be invited to consider this Executive Summary. For more detailed information on this session, please refer to the Summary Report of the Eleventh Intergovernmental Session of WESTPAC at 1 The Eleventh Intergovernmental Session of the IOC Sub-Commission for the Western Pacific (WESTPAC) was held at the Shangri-La Hotel, Qingdao, China, from 21 to 23 April 2017 with the Agenda given in Annex I. The Session was hosted by the State Oceanic Administration of China, with participation of close to 100 delegates and representatives from 14 Member States in the Western Pacific and its adjacent regions, and partners from the United Nations Environment Programme/Northwest Pacific Action Plan (UNEP/NOWPAP), World Climate Research Programme/Climate Variability and Predictability (WCRP/CLIVAR), and the IOC Sub- Commission for Africa and Adjacent Island States (IOCAFRICA). 2 Preceding the Session, the 10 th WESTPAC International Scientific Conference (formerly known as WESTPAC International Scientific Symposium ) took place on April 2017, Qingdao, China. This Conference, entitled Advancing Ocean Knowledge, Fostering Sustainable Development: from the Indo-Pacific to the Globe, attracted immense interest, as demonstrated by a record breaking number of participants. Over 700 scientists, governmental officials and resources managers from 21 countries and many international programmes/organizations within and outside the region took part in the event. 3 At the opening ceremony of the 11 th Session, Dr Shan-qing Lin, Deputy Administrator of the State Oceanic Administration, China; Dr Gwang-Jo Kim, Director of UNESCO Regional Bureau for the Asia and Pacific; and Dr Somkiat Khokiattiwong, IOC Vice Chair and Chairperson of the IOC Sub-Commission for the Western Pacific, delivered their opening and welcome remarks. 4 The Sub-Commission expressed its highest appreciation to the Government of China for its tremendous support and excellent arrangement made which ensured the Conference was a great success. The Sub-Commission noted with great pleasure that the WESTPAC Conference has evolved into the largest gathering for marine scientists in the region with a great impact on marine science development and cooperation in the region and even beyond. The Sub-

2 page 2 Commission warmly congratulated these recipients on being awarded WESTPAC Outstanding Scientists 2017 in recognition of their long-term dedication to marine science development and cooperation in the region. The Sub-Commission highly appreciated the trial outreach activity Bringing marine science into schools, and a series of initiatives including WESTPAC Young Scientific Travel Grant and WESTPAC Best Young Scientist Award to nurture young scientists in the region, and further encouraged every Member State to spare no effort in supporting and engaging their young scientists in the future conferences and cooperation. 5 The Sub-Commission highlighted its tremendous efforts made in enhancing IOC and UNESCO s leadership and visibility in the Western Pacific and its adjacent regions. Despite various challenges, WESTPAC has been continuously spearheading marine science development and cooperation, as evidenced by considerable activities across its four key thematic areas, namely: ocean processes and climate change in the Indo-Pacific, marine biodiversity and food security, ocean ecosystem health, and enhanced knowledge of emerging issues. An estimated 2,200 marine scientists, governmental officials and resources managers directly took part in WESTPAC activities during the last intersessional period. 6 The Sub-Commission recognized that WESTPAC has been prospering due to the everincreasing ownership of Member States and the highly dedicated and professional staff at the WESTPAC Office. Notwithstanding, the Sub-Commission expressed its concern over the incompatibility of the current size of the WESTPAC Office and the scope of IOC activities in the region, which results in the increasing difficulty to maintain IOC s visibility and leadership in the region. The Sub-Commission further requested the Executive Secretary IOC to reinforce the Sub-Commissions Secretariat, and follow up on the IOC Decision IOC-XXVIII, Dec which was adopted at the 28 th Session of the IOC Assembly (18-25 June 2015, Paris, France). Programme implementation over the last intersessional period 7 In alignment with the IOC Medium-term Strategy , the Sub-Commission has been developing, coordinating and implementing a number of activities since the last Intergovernmental Session (WESTPAC-X, May 2015, Phuket, Thailand), which include: the 10 th WESTPAC International Scientific Conference, 11 th Intergovernmental Session, 12 trainings/summer schools, and 39 regional science development workshops/consultative meetings. Among others, its main programmes over the last intersessional period embody: triennial WESTPAC International Scientific Conference and biennial WESTPAC Intergovernmental Session; two regional ocean observing systems: Northeast Asian-Global Ocean Observing System (NEAR-GOOS); Southeast Asian-Global Ocean Observing System (SEAGOOS) with its three pilot projects, i.e., Monsoon Onset Monitoring and its Social & Ecosystem Impacts (MOMSEI), Ocean Forecasting System (OFS), and Monitoring the Ecological Impacts of Ocean Acidification on Coral Reef Ecosystems; twelve marine scientific projects/programmes: Harmful Algal Blooms (HABs); Coral Reef Conservation, DNA Taxonomy and Recruitment Monitoring for Coral Reef Marine Organisms (DRMREEF), Marine Endangered Species, Ocean Remote Sensing for Coastal Habitat Mapping (ORSP), South China Sea Fluvial Sediments and Environmental Change (FluSed), Marine Toxin and Seafood Safety (TMO), Air-sea Interaction in the Kuroshio Extension and its Climate Impact, and Upwelling Studies; a regional network of training and research centers on marine science: two IOC Regional Training and Research Centers in operation respectively on Ocean Dynamics and Climate (RTRC-ODC), and Marine Biodiversity and Ecosystem Health (RTRC-MarBEST); and other RTRCs under development; and Two Working Groups, respectively on Mapping Harmful Jellyfish in Tropical Waters (WG 003); and Marine Renewable Energy Technology Development (WG 004-MRET).

3 page 3 8 The major accomplishments among these programmes and activities include: Fostering and advocating marine science, and strengthening science-policy interface for ocean governance, through its engagement and implementation of UN-ASEAN Plan of Action on Comprehensive Partnership ( ) and UNESCO-ASEAN Cooperation Framework ( ); the enhancement of its 10 th WESTPAC International Scientific Conference (Qingdao, China, April 2017) with more than 700 participants from 21 countries and many international organizations; and the initiation, implementation of a number of regional programmes addressing ocean and climate, marine biodiversity and seafood safety, and ecosystem health; Developing and strengthening sustained ocean observations, data exchange and services underpinning sustainable development, through the development and operation of SEAGOOS Ocean Forecasting System and NEAR-GOOS data and information exchange network, continuous development and strengthening of the regional research and monitoring network on the ecological impacts of ocean acidification on coral reefs, and provision of emergency technical assistance in mitigating effects of HABs in Member States; Bolstering institutional capacity for sound management and governance, through the development of the IOC Regional Network of Training and Research Centers (RTRCs) on Marine Science with two RTRCs in operation, respectively on Ocean Dynamics & Climate and Marine Biodiversity & Ecosystem Health; and conduct of regular topic-specific trainings/summer schools to address national needs in countries on a rotation basis; Engaging in the implementation of Sustainable Development Goal 14, through the identification of Member States priority needs and requirements; a lead role in running a regional roundtable SDG14 discussion in close cooperation with UNESCAP, UNEP, and UNDP at the Asia-Pacific Forum on Sustainable Development (29-31 March 2017, Bangkok, Thailand); and voluntary commitments geared at driving implementation of Sustainable Development Goal 14 and its associated targets. 9 The Sub-Commission noted the increased commitments from its Member States and resources made available by them in support of WESTPAC activities. The Sub-Commission expressed its appreciation to: the Government of Thailand for the provision of office space and facilities for the WESTPAC Office and the secondment of one additional full-time administrative assistant to the WESTPAC Office; the Government of China for having hosted the 10 th International Scientific Conference, April 2017 and 11 th Intergovernmental Session, April 2017, Qingdao, China; the Government of Indonesia, through its Indonesian Institute of Sciences, for hosting the Regional Training and Research Center on Marine Biodiversity and Ecosystem Health (RTRC-MarBEST) with annual trainings having been provided since 2016; the Government of China, through its State Oceanic Administration and First Institute of Oceanography for hosting the Regional Training and Research Center on Ocean Dynamics and Climate (RTRC-ODC) with annual trainings having been provided since 2011; and all other Member States, in particular, China, Japan, Indonesia, Malaysia, Republic of Korea, Thailand, and Vietnam for their continued in-cash and in-kind contribution, such as provision of research vessels and facilities, and hosting of WESTPAC workshops and training courses.

4 page 4 WESTPAC Programme and Budget, May 2015 May Despite tremendous accomplishments over the last intersessional period, the Sub- Commission noted much room remains for further improvement. In order to further provide synergies, catalyzing actions and leverage supports from other sources, the Sub-Commission decided to develop a set of guidelines for further improving WESTPAC programme delivery, efficiency and effectiveness to serve the needs of Member States to address their development challenges. 11 In addition to terminating two Working Groups: Mapping Harmful Jellyfish in Tropical Waters (WG 003) and Marine Renewable Energy Technology Development (WG 004-MRET), the Sub-Commission decided to establish the following WESTPAC new programmes and working groups: Distribution, source, fate and impacts of marine microplastics in the Asia and Pacific, given the severe status of microplastic (<5 mm in diameter) pollution and limited scientific knowledge in the Western Pacific. This project aims to establish a regional network of experts on microplastics; review and standardize field sampling and laboratory analyzing methods; understand the distribution, source, transportation, fate and effects of microplastics in the marine environment; and conduct ecologic risk assessment. Enhancement of Sustainable Harmful Jellyfish Research & Networking, in view of everincreasing negative socio-economic impacts as a result of the increasing occurrence of jellyfish in the region. This project aims to initiate and establish a regional research network, develop research protocol, review the historical patterns and project the distribution trend, and publish a Field Guide of Harmful Jellyfish in the Western Pacific. Working Group on Ocean Oxygen Network (WESTPAC O 2NE), given the importance of oxygen to marine ecosystems and decreasing oxygen content (deoxygenation) in coastal and oceanic waters worldwide. The objectives of this Working Group are proposed to: (i) integrate the disparate research efforts on deoxygenation that are undertaken worldwide and to offer a regional and multidisciplinary view of the problem; (ii) stimulate the awareness on the deoxygenation issue; and (iii) promote scientific development and cooperation and identify emergent fields of research. Working Group on Energy and Materials Exchange Between Land and Open Ocean, in view of the importance of marginal seas in understanding energy and materials exchange between the land and the ocean. The Working Group aimed to establish an international framework for interdisciplinary and multi-national collaborative studies in the region. This Working Group is expected to exchange information and knowledge on the phenomena in individual marginal seas, and seek a common understanding of physical and biogeochemical processes in marginal seas. 12 Meanwhile, in view of Kuroshio s environmental, social and economic importance to most of countries in the region and the significance of the Cooperative Study of the Kuroshio and Adjacent Regions (CSK-1, ), the Sub-Commission decided to set up an open-ended Intersessional Working Group on CSK-2 with its Terms of Reference adopted as Recommendation SC-WESTPAC-XI.2, with a view to ensuring the CSK-2 related work could be conducted for a longer time with full engagement of national designated institutions. 13 The Sub-Commission approved the WESTPAC Programme and Budget for May May 2019 (Rec. SC-WESTPAC-XI.4) with an estimated budget of totaling US$ 8.9 M. The Sub- Commission considered that the WESTPAC Programme and Budget for May 2017-May 2019 was used mainly as guidance on the activities that Member States would like to jointly promote and seek funding from various sources in support of their implementation. Based on current information received, only US$ 115 K has been secured from the IOC Regular Budget for the period of In this sense, it can be foreseen that almost all activities of the Sub-

5 page 5 Commission from May 2017-May 2019 will have to be carried out via extrabudgetary support from Member States, either in-cash or in-kind. WESTPAC Implementation of the IOC Capacity Development Strategy ( ) 14 The IOC Capacity Development Strategy clearly specified that Regional Sub- Commissions and Regional Committees will play an essential role in planning, implementation and monitoring of the strategic plan, and given the needs for capacity development varying from one region to another, IOC regional sub-commissions and regional committees shall take an adaptive approach to capacity development for their respective regions while taking into account all activities and actions contained in this strategy. 15 The Sub-Commission will continuously accord priority to capacity development, and employ inclusive, adaptive and self-driven approaches to capacity development with guiding principles to focus on user needs at the regional and national level, to foster North-South and South-South collaboration, and to link trainings to the attainment of research goals addressing critical development challenges in the region. 16 The Sub-Commission decided to intensify it efforts in: (i) development of IOC Regional Network of Training and Research Centers on Marine Science through the establishment of IOC Regional Training and Research Centers (RTRCs) in national marine research institutes and/or universities; (ii) inclusion of capacity development into WESTPAC research programme and conduct of tailored national and regional trainings or training workshops in Member States on a rotation basis; (iii) Training Through Research through the engagement of early career scientists into WESTPAC research programmes; and (iv) establishment of WESTPAC Best Young Scientist Award and WESTPAC Young Scientist Travel Grant to nurture young science leaders and facilitate international exposure of young scientists. IOC Regional Network of Training and Research Centers (RTRCs) on Marine Science 17 This initiative has been widely supported by Member States in the region, as it builds on countries strong ownerships, host institutions specialization areas and international recognition; links closely to national and regional priorities; cross-fertilize the region wide knowledge and expertise; and is based on an open and transparent development process of multi-disciplinary and multi-nation representation. 18 The Sub-Commission highly appreciated the operation of the IOC Regional Training and Research Center on Ocean Dynamics and Climate (RTRC-ODC) at the First Institute of Oceanography (FIO), State Oceanic Administration of China. Since its inauguration in 2011, the ODC Center has been organizing regular training annually with a total of 274 young scientists from 38 countries having participated. The regular training at the ODC Center attracts great interests from young researchers in the fields of ocean dynamics, air-sea interaction and numerical modeling, as demonstrated by the ever-increasing number of applicants from a growing geographical coverage. 19 The Sub-Commission warmly congratulated on the inauguration of the IOC Regional Training and Research Center on Marine Biodiversity and Ecosystem Health (RTRC-MarBEST) which was established at the Indonesian Institutes of Sciences in October 2016 through an Agreement between the Intergovernmental Oceanographic Commission of UNESCO and the Indonesian Institute of Sciences, the Republic of Indonesia. The Sub-Commission extended its high appreciation for the unwavering commitments of the Government of Indonesia, its Indonesian Institutes of Sciences and National Commission for UNESCO, to enhancing national and regional capacity for marine biodiversity conservation and ecosystem health. The Sub-Commission further called on all research institutions, and Member States in the region to lend their support to this Center with a view to synergizing the efforts, catalyzing actions, and scaling up benefits.

6 page 6 20 The level of backing to this initiative was indicated by the strong willingness expressed by a wealth of delegates at the Session. Japan highlighted the importance for IOC and its WESTPAC to develop the capacity of its Member States for sustainability science, and informed that Japan will establish a RTRC on Sustainability Science on a trial basis. Philippines informed the meeting of its willingness to establish a RTRC on Marine Protected Area. Vietnam expressed they are preparing for the establishment of a RTRC on Marine Toxins and Seafood Safety. Thailand briefed the meeting that they are checking its internal approval protocols for the establishment of a RTRC. 21 Taking into account previous discussions, the Sub-Commission adopted the Recommendation SC-WESTPAC-XI.3 relating to the IOC Regional Network of Training and Research Centers on Marine Science. WESTPAC contribution to IOC Roadmap, BBNJ and Sustainable Development Goal IOC and its WESTPAC should embrace the new development of various international frameworks with a bearing on ocean, such as the 2030 Agenda for Sustainable Development, the 2014 SIDS-SAMOA Pathway, the Sendai Framework for Disaster Risk Reduction, the COP-21 Paris Agreement, and the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ). 23 The Sub-Commission appreciated the recognition of IOC Executive Secretary on the pivotal role of IOC Regional Subsidiary Bodies in achieving IOC s roadmap, which include: (i) translating sustainable development policies into concrete action at national level, (ii) implementing sub-regional and regional programmes relevant to sustainable development, (iii) identifying gaps in ocean research capacities for sustainable development of marine resources, (iv) facilitating capacity building, especially through the IOC Regional Research and Training Centers, and (v) sharing best practices and lesson learned to address regional needs. 24 In terms of BBNJ, the Sub-Commission stressed the need for IOC to engage in its preparatory process, and further suggested that IOC Executive Secretary establish close communications with the Sub-Commission about IOC conducted activities related to BBNJ, in order to ensure the IOC wide strengths, particularly on capacity development and transfer of marine technology, could be properly reflected. 25 With respect to SDG 14, the Sub-Commission decided to make voluntary commitments in response to the call of the UN Ocean Conference, which included: (i) develop research capacity and transfer of marine technology through the UNESCO/IOC Regional Network of Training and Research Centers (RTRCs) on Marine Science in the Western Pacific and adjacent regions in support of the SDG 14.a; and (ii) development and strengthening of the regional research and monitoring network, as part of global efforts, on the ecological impacts of ocean acidification on coral reef ecosystems in the Western Pacific and its adjacent regions in support of the SDG The Sub-Commission further expressed its commitments to assisting Member States in the implementation of SDG 14, which will be fulfilled through: (i) strengthening regional collaborative research on marine challenges, especially marine pollution and ocean acidification; (ii) bridging knowledge gaps for addressing the SDG 14 targets; (iii) disseminating scientific knowledge and facilitating information sharing and science-policy interface; (iv) transfer of marine technology and capacity development; (v) provision of technical assistance to address specific needs of its Member States; and (vi) forging a regional platform for countries to share their progresses, lessons learned, technology innovation and best practices in SDG 14 implementation.

7 page 7 11 th WESTPAC International Marine Science Conference, and 12 th and 13 th Intergovernmental Sessions 27 The Sub-Commission welcomed with great appreciation the kind offer of the Government of Indonesia to host the next WESTPAC International Scientific Conference (renamed as WESTPAC International Marine Science Conference ) in 2020, and adopted the Recommendation SC-WESTPAC-XI The Sub-Commission accepted with great appreciation the offers by the Government of Philippines to host the Twelfth Session in 2019 (Rec. SC-WESTPAC-XI.5), and the Government of Indonesia to host the Thirteenth Session in 2021, subject to the final endorsement by their relevant authorities. The Sub-Commission noted with appreciation the strong willingness expressed by Bangladesh to host WESTPAC future sessions or other events. Election of WESTPAC Officers 29 The Sub-Commission elected, by acclamation, Dr Vo Si Tuan from Vietnam as the Chairperson; Drs Fangli Qiao from China, Kentaro Ando from Japan, and Zainal Arifin from Indonesia as Vice-Chairpersons of the Sub-Commission for the next intersessional period. 12 Annex II page 2 Recommendation SC-WESTPAC-XI.1 WESTPAC International Marine Science Conference The IOC Sub-Commission for the Western Pacific (WESTPAC), Recalling the decision of its 1st Session in 1990 that a major multi-disciplinary symposium should become a principal inter-sessional activity of WESTPAC, Further recalling that the WESTPAC International Scientific Symposium (renamed as Conference in 2017) is the only scientific series to enhance exchange of marine scientific knowledge in the region, Having reviewed the outputs and results of the previous conferences, particularly the 10th WESTPAC International Scientific Conference entitled Advancing Ocean Knowledge, Fostering Sustainable Development: from the Indo-Pacific to the Globe, held in Qingdao, China, April 2017, Expressing its great appreciation to the Government of China, through its State Oceanic Administration (SOA), for having hosted the Conference, and its First Institute of Oceanography (FIO) for having co-organized the Conference, Having formulated the WESTPAC Programme and Budget with the Conference adopted as a key activity, Bearing in mind the need for presentation and exchange of scientific results in an interdisciplinary forum, Appreciates the generous offer of the Government of Indonesia to host the 11th WESTPAC International Marine Science Conference in 2020; Decides to establish an international scientific steering committee to provide guidance in the formulation of the Conference Themes, Sub-Themes, and Programme, including the scope, contents and structure; Recommends that pertinent regional and international organizations be invited to support and participate in the Conference; Encourages all Member States and related international organizations to actively participate in and contribute to ensuring the success of the Conference. Recommendation SC-WESTPAC-XI.2 Establishment of an Inter-Sessional Working Group of the Feasibility Study on the Second Cooperative Study of the Kuroshio and Adjacent Regions (IWG-CSK2) The IOC Sub-Commission for the Western Pacific (WESTPAC), Recalling the decision at the 10th Session of WESTPAC (WESTPAC-X, Phuket, Thailand, May 2015) setting-up an open-ended International Task Force on Feasibility Study of the Second Cooperative Study of the Kuroshio and Adjacent Regions (CSK-2),

13 Annex II page 3 Having considered the report of the Task Force (IOC/SC-WESTPAC-XI/11.7) presented at the 11th Session of WESTPAC (WESTPAC-XI, Qingdao, China, April 2017), Expressing its appreciation to the Task Force for the work done during the inter-sessional period, Noting the recommendations from the 10th WESTPAC International Scientific Conference held in Qingdao, China, April 2017, in particular a recommendation by the Session A04 Western Boundary Current: Dynamics, Variability and their Impacts on Climate and Marine Ecosystem, which strongly suggested to establish CSK-2 project, Decides to establish an inter-sessional working group of CSK-2 (IWG-CSK2) in accordance with the outline contained in the annex to this recommendation; Encourages WESTPAC Member States to actively participate in the IWG-CSK2. Annex to Recommendation SC-WESTPAC-XI.2 (IWG-CSK2) I. Objectives and Outputs/Outcomes Objectives Following the outputs from the International Task Force, the Working Group will: (i) (ii) (iii) (iv) Complete the review report of CSK and its related research projects; Identify gaps for conducting CSK-2; Consider the potential future coordination with on-going relevant national and international projects, requirements from Member States of WESTPAC, CLIVAR and GOOS, and take into account capacities available for the implementation of the project; Develop the implementation strategy of CSK-2 if feasible; and (v) Submit a report to the 12th Session of WESTPAC in Expected Outcomes (i) (ii) II. 14 Annex II page 4 Noting United Nations General Assembly (UNGA) resolution 70/1 of 25 September 2015 on the Agenda 2030 for Sustainable Development and Sustainable Development Goals (SDG) that include a dedicated SDG for the ocean (SDG 14), UNGA resolution 69/15 of 14 November 2014 on SIDS Accelerated Modalities of Action (SAMOA) Pathway, and UNGA resolution 69/292 of 19 June 2015 on the Conservation and Sustainable Use of Marine Biological Diversity Beyond Areas of National Jurisdiction (BBNJ), Recognizing the urgent need of Member States for high quality training in specialized fields of marine science in the WESTPAC region in the implementation of these international frameworks, Bearing in mind the IOC Capacity Development Strategy ( ), which was adopted at the 28th Session of IOC Assembly in 2015, Recalling that: (i) (ii) the self-driven and sustainable regional capacity building initiative entitled UNESCO/IOC Regional Network of Training and Research Centers on Marine Science, together with corresponding guidelines and procedures were adopted by the WESTPAC at the 7th Intergovernmental Session (WESTPAC-VII, Sabah, Malaysia, May 2008) and subsequently endorsed by the IOC at the 41st Session of its Executive Council (IOC/EC-XLI, Paris, France, 24 June 1 July 2008), the regional network will be formed through the establishment of regional training and research centers within the national oceanographic institutes or universities of WESTPAC Member States that are willing to provide regular training and research opportunities to the trainees from all WESTPAC Member States, Expressing its great appreciation to: (i) the First Institute of Oceanography (FIO) of the State Oceanic Administration (SOA), China, for hosting the Regional Training and Research Center on Ocean Dynamics and Climate (RTRC-ODC) and having organized six regional training courses at the RTRC-ODC during on ocean dynamics, air-sea interaction and numerical modelling with a great success as demonstrated by the ever-increasing number of applicants from a growing geographical coverage, (ii) the Indonesian Institute of Sciences (LIPI), Indonesia, for hosting the Regional Training and Research Center on Marine Biodiversity and Ecosystem Health (RTRC-MarBEST), and having organized its first regional training course in 2016 on crustacean taxonomy, Acknowledging the renewed commitment of FIO and the Government of China to RTRC-ODC for the period of , and the Government of Indonesia to RTRC-MarBEST for the period of , Further acknowledging the willingness expressed by, and positive response received from Japan, Malaysia, Vietnam, Thailand, and Philippines to contribute to the network through the establishment of IOC Regional Training and Research Centers (RTRCs) on their areas of expertise, Urges Member States to encourage their respective national oceanographic institutes, and universities to actively participate in the Regional Network; Requests the Executive Secretary of IOC to follow up with those Member States initiatives to establish RTRCs and take necessary actions to further promote this regional capacity building activity.
