1 Terms of Reference 1. Title Support and Facilitation Work for Japan-India Cooperation for Project on Efficiency and Environmental Improvement for Sustainable, Stable and Low-carbon Supply of Electricity 2. Background India has been implementing the National Program for Renovation & Modernisation (hereinafter referred to as R&M ) of existing thermal power stations, which is aimed at efficiency improvement through Life Extension (LE) and/or capacity upgradation, efforts in parallel with massive new power development including Ultra Mega Power Projects (UMPPs). In April 2010, Japan and India decided to embark on bilateral cooperation pursuing efficiency and environmental improvement of coal fired power stations in India. Central Electricity Authority of India (hereinafter referred to as CEA ) and Japan Coal Energy Center (hereinafter referred to as JCOAL ) were given mandates to implement the Cooperation (hereinafter referred to as CEA-JCOAL Cooperation ) through diagnostic activities and other means such as knowledge and technology exchange program, workshop, etc. Throughout the period of CEA-JCOAL Cooperation, 8 (eight) units out of 7 (seven) power stations have been diagnosed involving 4 (Four) State/Central utilities including NTPC. Also, one of the most potential Japanese Clean Coal Technology (CCT) for power plant that had been promoted under the Cooperation was awarded for R&M of two units of a power plant (MEEP of Rihand STPS) in India. These are added by some new engagements by Japanese companies/experts for new power plant development in India. The on-going cooperation between CEA and JCOAL, officially named as Japan-India Cooperation for Project on Efficiency and Environmental Improvement for Sustainable, Stable and Low-carbon Supply of Electricity and known as CEA- JCOAL Cooperation (hereinafter referred to as the Cooperation ), is expected to further expedite support for efficient and environmentally-compliant coal power generation by extending the scope of activities to new development while addressing 1

2 the relevant needs of the existing power stations remains the mainstay of the Cooperation. In view of the above background and circumstances of the Project, it is highly expected that the Consultant that is to be awarded to engage in the Support and Facilitation Work should be well experienced and highly capable in a set of diagnosis and analytical work that is required for the successful implementation of the study, details of which are described in the following paragraphs of this Terms of Reference (hereinafter referred to as TOR. Working experience under the Cooperation and understanding of the quality and importance of the Cooperation that is based on the shared concern and interest between the two governments is a competitive advantage. 3. Purpose The purpose of the support and facilitation work that is to be commissioned is to support JCOAL and Japanese experts of the JCOAL Team in performing the study for techno-economic viability of R&M/Life Extension of old 210 MW thermal unit(s) versus replacement by more efficient super critical unit(s) and other relevant activities under the framework of the Cooperation, with high quality professional skills and expertise as well as local knowledge and network so that it is ensured that the result of the outcome of the overall activities under the Cooperation will be conducive to addressing the issues of in power sector in India. 4. Activities As aforementioned, the Consultant is to perform support and facilitation activities in cooperation with relevant stakeholders, such as CEA, NTPC, state governments & their corporations, Japanese experts as well as others that will be specified by JCOAL as necessary, mainly on the following work items: a. Implementation of overall survey of techno-economic viability of R&M/LE or replacement for units in India, and specific study for the target thermal power station(s) selected by CEA and JCOAL b. Identification of issues to be addressed regarding both existing and upcoming facilities, and also operation & maintenance at either of them. c. Update on the current and future policy trend in Indian power sector with wide coverage from R&M LE to new power development in India and consideration of the identified barriers to find out those which could be addressed through mutual 2

3 collaboration by CEA and JCOAL. d. Supporting JCOAL for the on-going environmental study under the Cooperation e. Other supporting and facilitation work for the Cooperation upon request and instruction by JCOAL The Consultant is also expected to support JCOAL and advise JCOAL on the local condition and other relevant subjects, and to make arrangements for JCOAL and its team to visit India with regard to any activities under the framework of the Cooperation. 5. Methodology (1) Collection of information 1) Information and data collection through a variety of means, such as walk-down survey, interviews, published information, communication with stakeholders, etc. 2) Utilization of the existing data and/or information, or else that have been obtained through the past experiences to enhance the effect of their activities under the contract (2) Study techno-economic viability of R&M/LE and/or replacement for units in India 1) The Consultant, as part of JCOAL Team, is to collect age profiles and/or R&M profile of units in India as preliminary screening to identification of the target coal-fired power station(s). 2) The Consultant is to conduct site study according to the instructions by JCOAL during and in advance of the site survey. 3) The Consultant is to estimate a techno-economic analysis of both R&M and Replacement case. 4) The Consultant is to consider an environmental measures for both R&M and Replacement case in conducting a techno-economic analysis to meet new environmental norms. (3) Support for events, meetings and visits 1) The Consultant Team is requested to provide support in preparation of venue, handouts, etc. for the following occasions: a. CEA-JCOAL Workshop FY2016 3

4 (Tentatively planned in November 2016) b. Debriefing Meeting on the techno-economic viability of R&M/LE or replacement of existing units (Tentatively planned in early February 2017) c. Annual joint meeting (Tentatively planned in September 2016) d. Support for CCT training/information exchange/knowledge sharing program that will be conducted in Japan Tentatively scheduled in October 2016 onward) e. Support for the gate clearance for JCOAL and associated experts for entering the target power stations for the Study f. Other meetings and visits, if any, in relation to JCOAL s activities for the power sector in India upon request by JCOAL (4) Back-office functions 1) Provision of an office space and daily assistance for JCOAL to conduct business in India 2) Any other relevant task upon request by JCOAL 6. The Consultant Team composition, skills and experience Position Team Leader Coordinator Qualification required Outstanding work experience over 20 years in leading overall work of energy and power projects. Experience with analytical studies with focus on techno-economic viability of R&M/Life Extension or replacement of old thermal unit or similar experiences as well as knowledge, analytical skills and experience in designing, auditing and/or analyzing of coal-fired power stations in India and overseas is required. Experience for communication and coordination for power projects and programs involving Indian central government, state governments and/or relevant utilities as well as with foreign experts in the power sector is a great advantage. Experience of coordination and communication with Japanese organizations and state utilities as well as government institutions is a must. 4

5 Senior Engineer Engineer More than 20 years experience in leading overall work of energy and power projects, including but not limited to more than 5 (five) of relevant studies as well as knowledge, analytical skills and experience in designing, auditing and/or analyzing of coal-fired power stations. More than 7 (seven) years experience in energy and power projects, including but not limited to more than 5 (five) energy and power projects in India and overseas. 7. Outputs The Consultant is requested to make a report on techno-economic viability of R&M/LE or replacement for 210 MW, the contents of which shall be as follows: (1) Executive Summary (2) Main Report covering overall survey of techno-economic viability of R&M/LE or replacement for 210 MW units in India, and specific study for the target thermal power station(s) The Consultant is requested to complete the foregoing report as Draft Final Report with a set of obtained data and information by January 27, The Consultant is to summarize in writing discussions and inputs made at the Debriefing Meeting referred to in the foregoing (3)-1)-b., based on which and instruction by JCOAL Draft Final Report shall be amended. The finalized report will be provided as Final Report no later than February 24, Activity report Furthermore, the Consultant is requested to submit the following activity reports by each designated deadline: (1) Inception Report (Work Plan): in a week from the date of contract (2) Draft Final Activity Report: no later than February 13, 2017 (3) Final Activity Report: no later than February 27,
