1 OFFSHORE WIND ACCELERATOR (OWA) Expression of Interest to use data collected during the OWA Measurement Campaign at Rødsand II to improve wind farm design and efficiency Executive Summary - The OWA steering committee consists of 9 key energy developers with a shared interest in offshore renewable power in addition to the Carbon Trust which acts in a managerial role. The consortium includes DONG Energy, E.ON, Mainstream Renewable Power, RWE Innogy, ScottishPower Renewables (acquired by Iberdrola), SSE Renewables, Statkraft, Statoil and Vattenfall which together represent more than 72% (31GW) of the UK s licenced energy capacity - Set up in 2008, the main goal of the OWA programme is to reduce the cost of offshore wind by 10% in time for Round 3 through innovation in 6 key areas including Access Systems, Cable Installation, Electrical Systems, Foundations and Wake Effects and Wind Resource, and, through the OWA s ancillary offshore renewables joint industry project (the ORJIP), Environment. Further details may be found on the Carbon Trust s website: - The Wake Effects work stream of the OWA programme aims to reduce the cost of finance for wind farm developers by reducing the uncertainty in output forecasts. Measurement data campaigns and wind field modelling also help to optimise the array layout and provide improved wind farm yields. - The OWA has recently completed a ~ 2m, one-year measurement campaign at the Rødsand II wind farm. This consisted of measurements collected from four short range nacelle mounted LIDARs on two turbines, two scanning pulsed LIDARs on the meteorological mast and the substation as well as 3D sonic anemometers fitted to the meteorological mast. - The objective of the campaign was to measure the flow field inside a large offshore wind farm to enable more detailed validation of wake effects models and it is the OWA partners belief that in sharing this data with more organisations further insights and commercial value from the campaign Offshore Wind Accelerator (OWA) members
2 Dear Sir/Madam, Expression of Interest to use Data Collected during the OWA Measurement Campaign at Rødsand II to Improve Wind Farm Design and Efficiency You are invited to complete the attached Expression of Interest Questionnaire to request use of the data collected during the Rødsand II measurement campaign which is being offered as part of the Offshore Wind Accelerator (OWA) programme. The key objective of this work is to use the data collected at the Rødsand II to reduce cost of energy through improved wind farm design and efficiency. It is anticipated that the research carried out will be relevant to the offshore wind industry and directly contribute to an improvement in wind farm design and efficiency. Although it can be expected that the OWA technical working group will be involved in steering the project, no financial contribution is anticipated at this time. The OWA s list of preferred research areas include wind shear, turbine controls, mesoscale and coastal effects, wake model validation and improvement, wake meandering, turbulence fatigue and asset lifetimes. Interested Parties are invited to consider any research proposal that can be related to these key areas or can otherwise be demonstrated to have near-term commercial impact. The Carbon Trust will be assisting the OWA technical working group in the management and administration of the initial Expressions of Interest and subsequent communications. This questionnaire is the first phase of a two phase process of selection, the second phase will be a more detailed request and possibly interview on the research project proposed. Unless informed to the contrary, all clarification questions, completed Expression of Interest forms and any further communications should be sent by to Megan.Smith@carbontrust.com. Please note that responses to clarification questions will be posted on our website on an ongoing basis. Should you wish to submit a proposal for use of the Rødsand II data please submit your completed Expression of Interest Questionnaire by 17:00 GMT on 8 th September 2015 to Megan.Smith@carbontrust.com otherwise your application may not be considered. After receipt of all questionnaires the Carbon Trust and the OWA technical working group will consider each proposal and respond to the preferred applicants with a more detailed request on proposed research to be undertaken with the Rødsand II data. 3 Expression of Interest to use data collected during the OWA Measurement Campaign at Rødsand II to improve wind farm design and efficiency 1. Introduction 1.1. The OWA is a collaborative R&D programme between Carbon Trust, DONG Energy Wind Power, E.ON, Mainstream Renewable Power, RWE Innogy, Iberdrola, SSE Renewables, Statkraft, Statoil and Vattenfall (the latter 9 collectively referred to in this document as OWA Partners ) that aims to reduce the cost of offshore wind by 10% The focus is on improving the economics of offshore wind farms in UK waters through developing innovative technologies that can be deployed in Round 2 extensions, Round 3 and Scottish Territorial Waters projects The Offshore Wind Accelerator currently covers six research areas: Offshore Foundations Wake Effects and Wind Resource Access Systems Electrical Systems Cable Installation Environmental Impact (through the OWA s ancillary ORJIP programme) Figure 1. Research areas 1.4. Contractors receive technical direction and data from OWA Partners through the Carbon Trust management team and through their respective Technical Working Group (TWG) This project will fall under the Wake Effects and Wind Resource research area.
4 2. Description 2.1. The OWA Wake Effects and Wind Resource work stream has recently completed a yearlong measurement campaign hosted by E.ON at the Rødsand II offshore wind farm. Located in southern Denmark, the farm consists of 90 Siemens 2.3W turbines with hub heights of 68.5 m above sea level and a water depth of 6 to 12m. A plan of the wind farm layout is included below The aim of the measurement campaign was to gather new data to validate wake effects models to increase the reliability of their predictions. Three campaign projects were delivered covering the characterisation of unsteady flow, bulk flow and turbulence with the anticipated outcome of a reduction in the cost of finance for wind farm developers To further build upon the work that has been completed and provide valuable insight for the industry, the OWA is looking to share the data it has acquired with other interested organisations. The projects will involve close collaboration with key industry players and focus on driving the development of offshore wind energy The intention is that through this Expression of Interest process, up to 3 organisations will be selected at this point to share the data. There could also be further opportunity to share the data with further organisations at a later stage. 5 3. Project Outline 3.1. In order to best direct the focus of the research efforts, the Carbon Trust has assembled a list of suggested key areas for interested parties to consider. These have been identified and highlighted by the OWA committee as having the potential to offer useful insight for the offshore wind development community. - Wind shear - Turbine controls - Mesoscale and coastal effects - Wake model validation and improvement - Wake meandering - Turbulence fatigue and asset lifetimes 3.2. Proposed projects will ideally be within or related to one of these fields, however, projects outside of this scope may be considered if they can be demonstrated to have commercial relevance Data available from the Rødsand II measurement campaign is listed below: Due to technical, practical and legal restrictions: Production data is not currently available No fatigue related data is currently available Data format ASCII data files and Excel tables, in time-stamped record form. Nacelle-mounted LIDARs: Four Avent WindIris nacelle-mounted LIDARs, arranged in pairs: for two turbines, one LIDAR is forward-facing and one aft-facing mounted on the nacelle. The WindIrises's set-up varies between a 1s and a 2s accumulation time during the trial. Wind speed data Wind direction data Scanning LiDAR data: Two Leosphere WindCube 200S scanning LIDARs, one mounted on the met mast and one mounted on the substation (see diagram above) The WindCubes accumulate data at 2Hz. The scanning LIDAR provide some information on upstream conditions Wind speed data Wind direction data Met mast instrumentation: Cup anemometers at 68.5m (top spike), 66m and 22m above mean sea level (MSL) Vector W200P/WR wind vanes at 63.5m and 22m above MSL A temperature & humidity probe and a precipitation sensor at 10m above MSL One ADCP logging current speeds and sea water temperature Sonic anemometers at 57m, 40m and 14.6m above MSL Temperature gradient sensors, incorporating temperature sensors at 63.5m, 45m and 14.6m above MSL. Met mast data: From each cup anemometer: o Wind speed data at 1Hz o 10-minute mean and standard deviation of wind speed From each wind vane: o Wind direction data at 1Hz
6 o 10-minute mean and standard deviation of wind direction From each 3D sonic anemometer: o Three components of wind velocity at 20Hz; and, o Air temperature at 20Hz Applicants should note that additional data, for example production data, may be made available if the applicants can demonstrate a clear commercial benefit. Due to the commercially sensitive nature and legal and practical considerations regarding this data, the data providers require clearly beneficial proposals to support the case for the release of additional data Applicants may choose to highlight, e.g. under paragraph 7.5, the additional value to the OWA in achieving its objectives of seeking to make further data available. Details should be made as specific as possible. The release of additional data will be strictly subject to commercial and legal negotiation, resource implications and technical availability. No reliance should therefore be placed on the availability of additional data in formulating any proposal, since no guarantees are given that additional data can or will be made available. 4. Submission Process 4.1. The submission process is designed as a two stage process, the completion of this form being the first stage. Applicants successful in the first stage will then be invited to submit a response for the second stage, which will be a slightly more detailed process As part of the first stage of the process, the Carbon Trust is inviting applicants to complete and return the attached Expression of Interest Questionnaire by to Megan.Smith@carbontrust.com no later than 17:00 GMT on 8th September During this process only questions regarding the Expression of Interest procedure will be accepted. These should be directed to Megan.Smith@carbontrust.com and will be posted on the Carbon Trust website on an ongoing basis 4.4. Following the submission deadline, the OWA technical working group will evaluate the responses. Applicants successful in the first stage of the process will then be invited by the Carbon Trust and required to sign full non-disclosure agreements and provide further information on their project proposal. 5. Disclaimer 5.1. Any information provided is provided in good faith and is solely for the purpose of aiding the Interested Party to complete the questionnaire. The Carbon Trust and the OWA Parties (whether jointly or individually) do not accept any responsibility or liability whatsoever for the accuracy or completeness of or any errors and/or omissions contained within the documents A submitted Expression of Interest form does not constitute a right that the Interested Party will be given the opportunity to access the data and carry out the research The costs of submitting this Expression of Interest are the full responsibility of the applicant The Carbon Trust reserves the right not to accept any proposal whatsoever No contractual rights, expressed or implied, arise out of the completion of this document.

The Expression of Interest process may be suspended or terminated by the Carbon Trust and/or the relevant OWA Parties at any time without any liability at all to the Carbon Trust or any of the OWA Parties for any costs incurred by the Interested Party The Carbon Trust and/or the relevant OWA Parties reserve the right to exclude any Interested Party for the reasons stated within this document For the avoidance of doubt the Carbon Trust and the OWA Parties (and each of them) shall not be liable for any loss or damage whether direct, indirect, incidental or consequential, arising out of access to, use of, application of, or inability to use or reliance upon any of the contents of this document regardless of whether such contents has been accurate or complete, nor will they pay any damages whether for loss, punitive or otherwise because of any such access to, use of or reliance upon any of the contents. 6. Expression of Interest 6.1. The OWA programme invites Interested Parties to complete the following questionnaire as expression of their interest for the LiDAR data analysis project. The questionnaire has been designed to assess the eligibility of Interested Parties and their proposals. Should you feel that there is further information regarding your organisation s expertise or experience that would help inform the committee, please provide this in answer to the final question The submission of a response to the questionnaire shall be deemed as acceptance of the conditions set out in this document Please note that the Carbon Trust reserves the right to exclude a proposal from further consideration based on incomplete or inaccurate information provided in response to these questions.

Please provide any further information you feel would support your application. 500 words maximum Please give brief details of any other relevant expertise or experience you would bring to this project.
