Non-IGO partners in SAP implementation may wish to report on indicators relevant to the CLME+, without them being formally adopted as part of the SOMEE reporting mechanism SAP M&E SOMEE There may be IGO reporting needs that fall outside the scope of the SAP, and that need to be incorporated in the SOMEE mechanism (e.g. emerging issues such as sargassum, or fisheries not covered by the SAP, etc.)

5 State of the Marine Ecosystems and Associated Economies in the CLME+ Institutionalize the TDA/SAP approach What is SOMEE? A comprehensive, institutionalized and collaborative regional assessment mechanism of the state and governance of the CLME+ shared living marine resources, its ecosystem goods and services and the socio-economic aspects related to their use. It will inform decision-making and create a bridge between the fisheries and environment sectors and other sectors of society. For whom? Governments IGO Donors NGO and other supporting organizations By whom? UN SDG 14: CBD Strategic Goal B: What is the contribution? Conserve and sustainably use the ocean, seas and marine resources for sustainable development Reduce the direct pressures on biodiversity and promote sustainable use World Ocean Assessment: The regular process would be recognized as the global mechanism for reviewing the state of the marine environment, including socioeconomic aspects, on a continual and systematic basis. Ecosystem approaches would be recognized as a useful framework for conducting fully integrated assessments

6 MANDATE Institutionalize the TDA/SAP approach SAP Action 1.11 Establish and/or enhance the capacity of the regional, sub regional and national governance arrangements for the monitoring, assessment and reporting on the state of the marine environment. CLME+ Project Monitoring & assessing progress of and results from the overall implementation of the CLME+ SAP, and experience sharing with the global LME practitioners community ICM s Member States Instructs the IOCARIBE Secretary to coordinate with the CLME+ Project Coordination Unit IOCARIBE s contribution to the SOMEE. Related mandates: State of the Cartagena Convention Area (SOCAR); State of Habitats in the Cartagena Convention Area State of World s Fisheries and Aquaculture MANDATE ARISING FROM ENVIRONMENT AND FISHERIES, BUT WE WANT TO EXPAND TO LINK UP WITH OTHER SECTORS (SECOND E, BLUE ECONOMY)

It highlights the need for further efforts at the regional level to control pollutant discharges to the CLME+. Climate Change-proofed responses?

16 Examples of contents in SOMEE CHAPTER Region-wide governance arrangements and processes for the protection of the marine environment The line graph allows to easily communicate trends and progress, current status as well as distance to target. It does however not tell us which countries have not yet ratified the Protocol. The map visualizes which countries have ratified the Protocol and where they are located. The map allows to detect subregional patterns and can be used to support decision making on where to focus further efforts. The map also provides an understanding of the extent of marine space that will benefit from better protection through the SPAW Protocol.
