3 1 Scope This document is a support element for SINCERT assessors in order to evaluate the Inspection Bodies performing activities regarding verification of designs with the purpose of their validation. The final purpose is allow SINCERT to perform homogeneous conductions among Accredited Bodies, as consequence to provide added value and credibility to the accreditation status. 2 Purposes of design verification The design verification performed by an Inspection Body (hereafter named IB) accredited according to UNI CEI EN ISO/IEC (former UNI CEI EN 45004), according to art. 30 indent (comma) 6 of Law 109/94 and subsequent modifications, shall provide all useful and necessary in order to allow the performing of design validation by the Responsible of Procedures (IT= Responsabile del Procedimento). Validation is based on attestation of conformity of the design to the preliminary document and to the current regulations, following up the performed verifications and the possible corrections and integrations. Verification of the design shall be performed by taking into account the following purposes: - Technical feasibility of the work, intended as absence of mistakes or omissions that can jeopardize, wholly or in part, the realization of the work or its use; - Reduction of risk of reservation by the customer (IT=impresa appaltante) and maintaining of costs within the prefixed limits; - Immediate possibility to contract the design and reasonable reliability of the fulfilment time schedules established by the customer; - Meeting of requirements fixed in the intervention program (design preliminary document ) - Meeting of regulatory and contractual standards. 3 Modalities of verifications conduction 3.1 Extension of verifications Usually, verifications conducted by the lb are performed on the overall design documents; however, on voluntary request of the customer, the controls can be limited to particular aspects for which the customer appaltante have not the internal necessary competences.. In this case, the contract between the IB and the customer shall clearly define the object and the extent of the commissioned controls. 3.2 Verification phases The verifications can be performed: - during the performing of a project phase; - at the end of a project phase; - at the end of a performed feasible project (or definitive in case of integrated job order). If the job order to IB is assigned at the same time to the job order of project, as it should be appropriate, IB verifications do not only concentrate after the single phases of project; verification process shall be performed, mainly in parallel to that of project. This is in order to minimize remakes, lost of times and, as consequence, to avoid excessive time extensions of the whole project process. The verification stages need to be planned on the base of the development plan of the project. 3.3 Preliminary project The primary project shall be composed by at least the official documents as specified at art. 18 of DPR 554 of (hereafter named Regulation ) and described as follows: - Explanatory Report Relazione (see art. 19 of Regulation for the contents); - Technical Report (art. 20); - Environmental pre feasibility study (art. 21); - Geological, hydraulical and archaeological investigations ; - Planimetry and graphic schematics (art. 22); - First indications for the preparation of safety plans; - Rough calculation of costs (art. 23). 4 If the preliminary project is part of a base of call of tender or a permission of public works, it shall be integrated by: - Special specification of performance (art. 24) - Provisional economic and financial plan (art. 85) - Reports and graphics of all necessary investigations, such as those geologic, geotechnical, hydraulical, etc.. The first verification consists in the control that project is composed by all prescribed document. In the course of the verification of single documents the following criteria shall be taken into account: a) Explanatory report The reasons of choice of the project as regards locations and functions by taking into account of the analysis of social context and according to the modalities of use specified in the preliminary document to the project (IT= documento preliminare alla progettazione hereafter named dpp ); analysis of other solutions of projects should be included that, in any case, take in consideration the requirements specified by the customer. The verification shall evaluate i, that all aspects the, intended al links or objective, expressed by the customer in dpp are taken into account; the choice of project solution shall be carried out with the criteria to meet in best manner the established parameters. IB shall also verify that are carried out the verifications related to the availability of areas or estates In case of divided by lots works, it is necessary verify that the availability of lot has been examined. b) Technical report The report shall also contain an indication of degree of finishing of the work, of performance requirements of and of qualitative requirements in order that the related realization, management and maintenance can be estimated with adequate approximation. c) Environmental pre feasibility study The verification shall verify that a study of foreseeable effects of the works on the environment and the habitat context has been carried out; solutions of project that can minimize such effects shall also identified. All information that, for a un intervention within environmental impact procedure, allow the selection the topics to be dealt in such study, shall also be reported. In case of foreseen interventions of restoration or environmental requalification, in the financial plan, the related costs shall be foreseen. d) Geologic, geotechnical, hydraulic and archaeological investigations etc.. The extent of such investigations is also correlated, in addition to the intervention types, to the management modalities of the job order In fact, in case of di tender or public works permission, such investigations shall be more extensive and deep in order to allow a better definition of the project. e) Planimetry and graphs schematics. The schematics shall be drafted by referring to the typology of the activity intervention and its dimension; in any case, it is essential That such schematics are clear and complete, by offering the necessary intelligibility of the spatial, functional and technological characteristics of the works to be carried out. The preliminary project shall also provide the necessary addresses to the definitive and operative project development, by specifying the official documents to be developed and the related scales. f) Rough costs calculation IB shall verify the criteria by which quantities and price parameters used has been defined, in order that economic estimation of intervention appears reasonably realistic. The costs evaluation, with the inclusion those related to management and maintenance, is performed by referring to, if existing, a complete economic framework of the realization. 5 3.4 Final project Final project shall be at least composed by the documents mentioned in all art. 25 of Regulation and listed below: - descriptive report (for the contents see art. 26 of Regulation); - geological, geotechnical, hydraulical, i seismic reports (art. 27); - specialistic technical reports (art. 28); - plane altimetric measurements and urbanistic settlement study; - graphic documents (art. 30); - environmental impact study, where it is foreseen that is environmental feasibility study (art. 29); - preliminary calculations of structures and plants (art. 31); - descriptive and performance technical specification of technical elements (art. 32); - detailed expropriation plan (art. 33); - estimative metric computation (art. 34); - economic framework (art. 34 e 17). First verification is based on the control that the project is composed by all required documents. Verification refer to the aspects listed in art. 47 of Regulation, of course adapted and interpreted as regards the considered level of project; in case of integrated job order the verification shall be such to support the Responsible of Procedures in project validation. Verification elements of art. 47 are listed below with the indication of criteria of realization of final project: Letter a) the matching of the names project engineers with those of persons in charge of assignment the subscription of documents for endorsement of the related responsibilities. The planned control is purely formal and shall be limited to verification of existing subscription of documents. The verification is aimed to verify existing of formal bases for responsibilities attributions to the subject in phase of the job order assignment by the customer; Letter b) the completeness of the documentation related to technical, administrative and economic of the feasibility intervention occurred verifications. The verification is limited to verify the existence of all documentation established and prepared in the previous phase of preliminary project. Such verification is still the duty of the Responsible of the Procedure, in particular for the administrative and financial (e.g. project approval of the preliminary project, indication of the allocated financial means, transmission to the observatory, etc..); Letter c) the existence of geological, geotechnical investigations and, where necessary, archaeological in the intervention areas and the consistency of the results of such investigations with the choices of the project. The verification shall enter in the merit of the content of the indicated relations, by evaluating the information adequacy, completeness and exhaustibility, in order to allow correct choices of the project; Letter d) the completeness, adequateness and clarity of the official documents project, graphical, descriptive and technical-economical, provided by the regulation. The completeness and clarity control shall refer to the exhaustivity, the communicability, the consistency of the information contained in the project documentation. For the reliability, the aspects to be controlled are related to the validity or consistency of data, of the sources and of verification methods. For this type of verification sampling methods can be used. The control can also foresee the indication of the existence of possible technical standards that can be an useful reference for the project whereof they are not indicated in the official documents of the project. The Safety and Coordination plan mentioned in art. 35 f) of the Regulation, in case of existing uncompleted draft, is not, however, object of verification at definitive level; Letter e) the existence of structures and plans calculations reports and the evaluation of adopted criteria. the control shall enter in merit of the contents of the referred documents and shall verify the definition and the preliminary structures dimensioning and the plants. For example, the loads analysis, classification in seismic zone (if any), the correctness of adopted criteria for the calculations, the plants functional schematics shall be verified; Letter f) The existence of metric-estimative computations of correspondence to graphic and descriptive graphic documents, and to capitular descriptive prescriptions. 6 The control shall analyse, the rough estimation of the intervention in order to evaluate the consistency of described quantities, of foreseen costs for works and for performances according to what established in project. It is important evaluate criteria of measurement of quantities and of prices constitutions, reference price list shall be that is indicated or accepted by the customer and by the regulations. Where existing, a subdivision of the works (in part with grouping criteria and in part with measuring criteria) (IT=in parte a corpo in parte a misura), such subdivision reflects the criteria established by customer. In metric computation costs of such measurements, foreseen in project, aimed to avoid negative effects on environment, on scenery and on historic, artistic, archaeological heritage in relation to works activities, shall also be included. If rough estimation of the intervention is performed by external to external designers of customer with informatics management programs, evidence of the acceptance by customer of such calculation programs shall be provided. Numeric controls, object of this verification, shall be performed with sampling method ; Letter g) the meeting of project choices to maintenance and management needs. The verification shall check thee indications contained in the descriptive report about the functional and economy aspects of the management of work are in compliance with established by the customer; Letter h) Performing the evaluation of environmental impact, that is the verification of exclusion from the procedures, where prescribed. Verification shall ascertain that the indications contained in the study of environmental impact are in conformity with the current regulations and with technical standards that regulate the matter and, in any case, that results are consistent with the economic estimations of intervention; Letter i) the existence of the declarations regarding to compliance with prescriptions of standards, of technical nature and of laws, in any case applicabile to project. It is a only formal control in order to ascertain the existence of requested declarations. The verification that applicable technical standards or the prescription of laws have been met, is performed in the course of adequacy analysis of project documents mentioned at letter d); Letter l) the acquisition of all approvals and laws authorizations, that are necessary in order to assure the immediate readiness into works of project. These controls remain, in charge to the Responsible of Procedures, because they regard evaluations that are beyond the mere verification of the project and it is not possible to perform them only on the base of the official project documents. Only the Responsible of the Procedure has the visibility about the status of some approvals requested by law or by other public administrations interested to the work. However IB has the right, where it is suitable considered, to request to the Responsabile del Procedure evidence of some authorizations that can have technical relevance on the project development (e.g. Fire Brigade- VVF approval of, ASL, etc..). IB shall instead verify the completeness and adequacy of the detailed expropriation plan; Letter m) the coordination among project prescriptions and clauses of the scheme of the contract and the special technical specification of the job order, as well as the verification about meeting of these aspects to the laws. These verifications are to be performed only in case of integrated job order, in that case refer to the modalities indicated in art. 45 of Regulation. In this case technical specification shall also foresee the clauses related to the final project, with indications of times and modalities of control as regards prescriptions of final project; 3.5 Feasible project Feasible project shall be composed by at least by documents listed in art. 35 of Regulation and, for sake of easiness, listed below: - General report (see contents in art. 36 of Regulation); - Specialistic reports (art. 37); - Graphic documentation also comprehensive of those of structures, of plants and of environmental restoration and improvement (art. 38); - Execution calculations of structures and of plants (art. 39); - Maintenance Plans of the work and its parts (art. 40); Technical Regulation RT-10 Page 6 of 8
7 - Safety and coordination Plans (art. 41); - Final metric estimative computation and economic framework (art. 44); - Chronological programme (art. 42); - Unit price list and analysis, if any (art. 43); - Framework of percentage impact of the manpower quantity for different categories related to the composition of the work or job order; - Scheme of job order contract and special technical specification (art. 45). The first verification consists in the control that the project is composed by all prescribed documents. For the performing of the verifications listed in art. 47 indent comma 2 of the Regulation the following criteria shall be taken into account: Letter a) the matching of designers names with persons in charge of assignment and subscription of documents for the assumption of related responsibilities. Control is only merely formal and shall be limited to the verification of existence of subscription of the documents. Verification is aimed to ascertain that formal assumption for the attribution of responsibilities to the subject in phase of assignment of the job order by the customer; Letter b) the completeness of documentation related to technical, administrative and economic of intervention feasibility occurred verifications. Verification is limited to ascertain the existence of all documentation established and prepared in previous phase of preliminary project. (preliminary and final). Such verification is still the duty of Responsible of Procedure, in particular for administrative and financial aspects. Possible prescriptions established by technical-administrative bodies (conference of services, construction commission, etc..) Shall be taken into account during the development of final project and verified in phase of control; Letter c) the existence of geological, geotechnical and, where necessary, archaeological investigations in intervention area and the consistency with results of such investigations with choices of project. Verification shall enter in the merit of the content of the mentioned reports, by evaluating the adequacy completeness and exhaustivity of information as regards choices of project; Letter d) the completeness, adequacy and clarity of the project nature, graphical, descriptive and technicaleconomic documents foreseen by regulation. Verification of completeness shall regard the exhaustivity and, the communicability, the information consistency contained in project documentation. For reliability, the aspects to be controlled are related to the validity or correspondence of data, of the sources and the methods of verification. For this type of verification sampling methods can be used. Control can also foresee indication of existence of possible technical standards can constitute an useful reference for project where not indicated in project documents. As far safety and coordinator plan is concerned as per art. 35 f) of the Regulation, verification shall take into account the aspects on the costs and on the actual readiness of the work; Letter e) the existence of calculation reports of structures and plants and evaluation of the adopted criteria. Control shall enter in the merit of the contents of the recalled documents and verify, in addition to adopted criteria, also the definition and the dimensioning of structures and plants. For this type of verification sampling methods can be used. In controlling it is also necessary take in due consideration reductions of defects that can have impact on durability of the work, in order, that work can maintain its functionality during the established time in the established use conditions and maintenance ; Letter f) The existence of metric-estimative computation and the verification of correspondence to the graphic, descriptive documents and to capitulary prescriptions. Control shall analyze, with a sampling method, the metric-estimative computation in order to evaluate the consistency of listed quantities, of costs foreseen for the works and for the performances according to what established by the project. It is important to evaluate the criteria of measurements of the quantities and of composition of prices; the list of reference prices shall be that has been indicated or accepted by the customer. It is also necessary to verify that, where existing, a subdivision of the works (in part with grouping criteria and in part with measuring criteria), such subdivision reflects the criteria established by the customer. In the metric computation the costs of those measurements foreseen in the project, aimed to avoid negative Technical Regulation RT-10 Page 7 of 8
8 impacts on the environment, on the scenery and on historical, artistic and archaeological in comparison to the yard activities shall also be included.; Letter g) the meeting of project choices to the maintenance and management needs. Verification shall ascertain that indications contained in maintenance plan of the work are in compliance with what established by the customer, in particular, as regards the use and maintenance modalities, the frequency of controls, the type of the intervention to extend the useful life cycle of the work; Letter h) the conduction of the evaluation of environmental impact, that is of the verification, where prescribed, of exclusion from the procedures. Control shall be limited to a formal verification about existence or not of obligation of issuing the presentation of environmental impact study, that, where existing, shall be considered as an input data in project executive and in related verifications; Letter i) the existence of related declarations as regards the technical standard and legislative prescriptions meeting applicable to the project. It is only a formal control in order to ascertain that the requested declarations exist. The verification that the applicable technical standards or the prescription of law have been met is performed in the adequacy analysis of the project documents mentioned in letter d); Letter l) the acquisition of all approvals and authorizations of law, necessary to assure the readiness of works of the project. These controls are in charge to the Responsible of Procedure because they regard evaluations that are out of the mere project verification and are not simply executable on the base of project documents. Only the Responsible of Procedure has the visibility on the state of some approvals requested by law and by other public administrations interested in the work. IB has in any case the right, where it is suitable considered,. to request to Responsible of Procedure evidence of some authorizations that can have technical significance on project development (e.g approval - VVF. Fire Brigade, ASL, etc..); Letter m) the coordination among prescriptions and clauses of scheme of the contract and the special technical specification of the job order as well as the verification of the meeting the rules of law. The scheme of contract, because is aimed to regulate relationships between customer and enterprise, contains elements that are beyond a project technical verification, but that are within an administrativecontractual sphere that always refers to habits of customer; as consequence the verifications are in charge to the Responsible of Procedure. IB shall, on the contrary, verify that the content of the special job order contract is complete and meet what foreseen in art. 45 of the Regulation. It is important that, in addition, to contain all elements for a due technical and economical definition of intervention, are present all those integrative prescriptions of the project that can better specify the aspects not clearly deducible from the graphic documents, in particular with the purpose of precise quantification of economic and performance aspects. In case of complex works mentioned in art. 2 indent comma 1 letter h) of the Regulation, verification shall also include that the works are correctly subdivided in the three classes of importance established and that, in the technical specification,it is foreseen, by the entity has been adjudged, the preparation of a quality plan for execution phase; it should also useful about the existence of indications how to prepare the quality plan and about the contents that shall be present. 4 Verification methods Verification shall be usually performed on the whole project documentation. In some cases, where it is foreseen in the verification modalities mentioned in point 3, sampling methods, can be used where the following criteria are applicable: - High repetitiveness. of project elements; - Existence of objective evidence of similar cases already verified, through a comparison with them, on the base of the experience. Sampling method foresees in any case the analysis of the conceiving of all basic considered elements, with the exclusion of those that don t meet to criticity criteria.
