Around 100 people (researchers, thematic experts, institutions representatives, Pleiades cooperating countries representatives, etc.) attended the meeting. The minutes briefly summarize the presentations and make a statement of reactions and questions arisen. 4 Page: 4 Preliminary remark: The following minutes make a statement of the reactions and questions of attendees during the meeting. The minutes do not include a summary of each presentation. Only some key-elements are mentioned. For a complete view of the topics addressed, it is therefore highly recommended to get the presentations on the ORFEO Web site: 1. OBJECTIVES OF THE MEETING - giving an up-to-date view of ORFEO gene ral progress: ASI/CNES agreement on data policy and resource sharing, Pleiades progress and data distribution principles, Belgian and French preparatory program progress. (Presentations of Cosmo progress and Italian preparatory activities were scheduled, but couldn t be performed due to ASI last minute defection); - making a synthesis of the work conducted by the various working groups (methodology network and thematic WG) during the phase 1 (mid ); - coordinating the methodology and thematic workplans for progressively increasing relationships and interactions along the phase2; - preparing the ORFEO workplan for , taking into account requirements expressed and methodological feasibility and readiness, for reaching a common objective at the end of phase2. 2. ORFEO GENERAL PROGRESS - ASI/CNES agreement on ORFEO data policy and resource sharing (see pdf file on Web site) Cooperation arrangement It-Fr is being defined: Institutional Authorized Users of the two countries will have access to an allocated % of resources (% TBD, probably from 3 to 5 %). IAU will pay to the Civil Operator the cost of the service with a limited profit. The access to the systems (Cosmo, Spot5, Pleiades) should be provided when at least one system is available. - Pléiades: Progress, Civil operator selected & Data distribution principles (see pdf files) The first Pleiades satellite should be finished on Jan 2009 and launched about 1 month ½ later. The selected Pleiades Civil Operator is Spot Image. A public service delegation has been decided: 40% of the Pleiades resources dedicated to institutional users, divided into class1 = Pleiades programme partners, class2 = European partners having specific agreements with CNES. A specific non-profit price policy will be applicable to Class 1 & 2 users, with the following rules:

5 Page: 5 - Class 1 & 2 users will use data for own internal purpose (no sale or re-sale permitted), - Class 1 & 2 users authorized to make derived products from data. The non-profit prices are being discussed between CNES and Spot Image. At the present time, a roughly and preliminary estimation is: to for a perfect sensor full scene; - 5 to 10 / km² with a minimum of / product. Several options will exist such as multi-licence use, standard or priority programming, rush delivery. Question related to GMES / Class 1 & 2 users: GMES users will they be considered as Class1, Class2 and will they benefit from Cosmo/Pleiades data exchange? For Pleiades, GMES scientific users will be class 1 or 2. Question related to Pleiades civilian mission plan, updated twice a day: For very urgent needs, will it be possible to place orders through additional mission plan? Spot Image:Yes, it will be technically possible at Kiruna. This option is envisaged and being discussed with CNES. - French preparatory program (see pdf files) The CNES program aims at preparing an efficient use of ORFEO by operational and scientific institutions, as soon as data is available. Two complementary sets of actions are being performed: o Methodology network, implicating about 50 researchers in 25 laboratories. The objective is to define and develop tools for operational exploitation of images. The ORFEO ToolBox (OTB) will capitalize the methodological results obtained. It will be available through a free software licence. o Thematic working groups, implicating about 55 users in 7 thematic domains. The objective is to identify users needs in terms of products and services, to test the feasibility of required value-added products on a number of practical cases, and thus to raise institutional awareness about ORFEO capabilities. These actions rely on a number of resources such as optical and radar simulated data, budgets for technical and R&D studies, PhD and PotsDocs, The ORFEO Web sites gives access to the whole images data sets and to detailed information about the actions performed: - Belgian preparatory program (see pdf files) The Belgian ORFEO preparatory programme is part of a larger national research programme: STEREO. Belgian ORFEO activities focus mainly on methodological studies, with 6 Doctoral Researches starting in Several studies will address the issue of optical and radar complementarity s and joint use. In addition, Belgian experts are participating to 5 thematic WG.

THEMATIC WORKING GROUPS - WG1 Sea and Coastlines - WG2 Risks and Humanitarian Aid - WG3 Cartography, Town and Country planning - WG4 Geology and Geophysics - WG5 Hydrology - WG6 Forestry - WG7 Agriculture Each WG coordinator made a synthesis of the work, including the following points (see pdf files): - WG description (experts, institutional context, links with other WG) - WG requirements (what is awaited from ORFEO, product-sheets proposed, information extraction requirements, objects of interest and related attributes, image acquisition requirements) - WG proposed thematic workplan (product-sheets feasibility studies) Questions about Cosmo: what are the practical applications foreseen (band X characteristics)? It is difficult to answer precisely to this question, as ASI is not represented at the meeting. Nevertheless, CNES has started analysing the Cosmo-like images simulated by ONERA/CNES from Ramses sensor. In order to give a more precise idea of metric band X information content, Philippe Durand makes a short presentation of the Cosmo simulated data. Remark about WG3 work: links with INSPIRE and French RGE (Referentiel Grande Echelle) seem logical Question about Pleiades DEM: what precision in z? 1 m RMSE seems achievable, and probably even better. Remark about thematic studies selection procedure: In some WG, it appears that the procedure has not been not clearly described and understood. CNES will clarify it and update the ORFEO Web site with the list of accepted thematic studies, and the list of proposed thematic studies, not accepted yet (for budgetary reasons or because not fully described, or requiring Cosmo data). It is reminded that the ORFEO Web site is dedicated to informing the participants. CNES updates it regularly, and partners should first have a look at it, when looking for information. Question about links between WG, focusing on joint thematic studies: Some experts would be interested in having access to data and results from other WG studies. CNES encourages such links inter-wg (and further, WG/Methodo ), for developing synergies and new multi-thematic applications. So the share of thematic studies data and results is encouraged.

METHODOLOGIC WORKING GROUP - Methodological needs expressed by thematic WG (see pdf files on Web site) The thematic needs expressed by the 7 WG have been synthesised and presented by JC Favard. They can be split into three major sections: o pre-processing needs: image/image, image/db, image/photo superposition; localisation; orthorectification; conversion to reflectance, etc. o information extraction needs: DEM, DSM, ; VHR interferometry; object detection, identification, characterisation; change detection; etc. o information presentation: interface with GIS, 3D navigation, etc. - Methodologic working group synthesis (see pdf files on Web site) For each major functionality requirement expressed by users, the current methodology workplan presents the state of the art and the most promising and efficient techniques to be developed for reaching an operational stage. J Inglada presented the workplan and some results obtained. The ORFEO ToolBox (OTB) development context was presented (free licence CECILL, as well as the content of the v1.0 (june 2006) and proposal for v2.0 content. Questions about OTB: Will the Diapason radar software be included into the OTB? At the present time, this cannot be envisaged, as a private company owns part of the source code. Nevertheless, possibilities to integrate it into OTB will be analysed (with adaptation to Cosmo data). Question about OTB / SAR geometric processing tools: Will ortho-rectification tools adapted to SAR data be soon available in OTB? At the present time, such tool is not in the v1.0. But this is technically feasible, with SAR image geometrical parameters and DEM. Questions about the links OTB / Pleiades ground segment: Will these activities be integrated into the Pleiades Ground Segment? The OTB uses as input data the perfect sensor images (or level 3) produced by the ground segment. In most of cases, there will be no overlapping between OTB and ground segment fields. 5. WORKPLAN PROPOSITION - Phase 2 objectives and organisation (see pdf files on Web site) The objectives are to demonstrate the capacity of ORFEO data for the development of new services, and to facilitate the ORFEO users tasks, thanks to specific and efficient tools.

8 Page: 8 The main outputs will be twofold: the ORFEO ToolBox (OTB) ; the thematic studies results (test of product sheets feasibility). Links will exist between the two components, as OTB will be tested and validated through thematic studies. From practical point of view, the global organisation remains the same (7 small thematic WG, one methodological network), with a possible slight enlargement of the WG with introduction of experts from cooperating countries such as Spain, Sweden, Austria. - Proposition for ORFEO Workplan (see pdf files on Web site) The thematic section of workplan mainly focus on the Thematic validation studies (17 studies started since 2004; a few additional ones can be envisaged if the budget allow it). These studies will be used for testing and validating the OTB. Another activity will be the preparation of post 2015 users needs. The methodology section of workplan mainly focus on the OTB development, with yearly version at least (or twice a year). The OTB development will be done on priority functionalities, resulting from several parameters: functionality required by users, technical feasibility, technology readiness, compatibility with OTB perimeter, and financial and human means. The priority functionalities and their readiness level, as identified by CNES at the present time, have been presented as a support for discussion. The links between thematic and methodology sections will be established mainly through joint technical work in the framework of thematic studies. Question about OTB: Will there be atmospheric correction module in the OTB? At the present time, there is not in the v1.0. But this can be studied and achieved if users require it. Input from thematic experts for the algorithm specification would be useful. Question about formats in OTB: Is there a format recommendation in OTB? OTB encapsulates several image input/output libraries which make it compatible with most of the remote sensing image formats (GeoTIFF, CEOS, ENVI, etc.). Question about laboratories / OTB links: What is precisely awaited from laboratories? Laboratories must only do research. If they accept to give their source code to the OTB, their algorithms will be tested, validated and improved through the OTB. CNES also invites researchers to adopt OTB for their own developments in order to be able to compare the performances of their methods to the existing ones. Question about Readiness 9 technologies in OTB: Who will fill the gap between R7 and R9 level, for integration into OTB? The R7 R9 gap will be filled through the various tests and validations of the R7 techniques introduced into the OTB (ORFEO thematic studies and any other studies). Considering users feedbacks, CNES will improve the technology until it reaches a R9 level (confirmed by further use without negative users feedbacks). Such process will be done all along the OTB life.

9 Page: 9 Question about final cost of ORFEO processed data for users: What will be the final global cost of the ORFEO derived product, including input image and data processing costs? Will there be a benefit compared to traditional information currently used? At the present stage of the preparatory program, it is not possible to answer this question. But the following elements can be taken into account: - The cost of images for institutional users will be as low as possible, due to public service delegation decided by CNES. - The processing cost cannot be known now but OTB will be completely free. So the processing costs should be much lower than the present ones. - In this cost-benefit evaluation, it is indispensable that users assess the actual global cost of their traditional information. This assessment may be very complex. To conclude, it is reminded that the whole ORFEO preparatory program aims at lowering significantly the cost of data and processing for institutional users, at each stage of the process. 6. CONCLUSIONS OF THE TWO DAYS MEETING AND ACTIONS Between 90 and 100 people attended the meeting, and could react to the presentations and workpla n propositions. It can be noted that first day presentations arose several questions, when the second day presentations generated fewer ones. From CNES point of view, this is easily understandable as the proposed phase 2 working-plan is a dense document, on which experts could not react in real time. Such document requires a more precise analysis by experts. Therefore, the conclusions of the meeting are the following: - Attendees agree with the objectives of ORFEO Preparatory Programme, phase 2. - The main lines of phase 2 functioning rules and organisation are OK for participants. More precise functioning and time planning description will be provided by CNES and sent to ORFEO participants before end of May In addition to the few remarks and questions on the last presentation during the meeting, further reactions to the Proposition for ORFEO workplan are strongly awaited by CNES ORFEO team. Thematic WG are invited to give input about functionality priorities and methodology labs are expected to contribute on the readiness levels of the different technologies. All contributions from methodology and thematic experts will be examined and, as far as possible, taken into account for the final version of the workplan.
