2 THE LOOK EAST POLICY SECRETARIAT MAJECA had mooted the formation of a private-sector led Look East Policy (LEP) Secretariat to work alongside our Government in an attempt to catalyse economic growth and FDI investments needed for Malaysia to achieve its targets of high income status by year

3 THE LOOK EAST POLICY SECRETARIAT The LEP Secretariat is a direct response and outcome to the Malaysian and Japanese governments support and endorsement of the second wave of the Look East Policy (LEP) that was affirmed by the Right Hon. Prime Minister of Malaysia at the JAMECA-MAJECA Joint Conference in Tokyo on 13 December

4 THE LOOK EAST POLICY SECRETARIAT Objectives: 1. To establish and coordinate programmes for the Second Wave of the Look East Policy (LEP) that will result in the systematic and smooth transfer of knowledge and technology to Malaysia. This will enable Malaysian stakeholders to participate in the resultant upgrade of the supply chain linkages. Malaysian stakeholders will then be able to move up the value chain. 4

5 THE LOOK EAST POLICY SECRETARIAT Objectives: 2. To identify like-minded partners in Malaysia and Japan to realize objective (1). 3. To identify appropriate sector and level of technology that can be transferred from Japan to Malaysia, especially SMEs. 5

6 THE LOOK EAST POLICY SECRETARIAT Objectives: 4. To initiate and undertake linkage programmes (B to B) to achieve objective (1) above. 5. To get feedback and to make suggestions / recommendations to the Government of Malaysia on policy matters affecting the resultant FDI inflows from the above objectives. 6

7 LEP 2 The Secretariat will focus its activities in the following areas, which has been announced under the LEP 2: 7

8 LEP 2 1. Cutting-edge technologies and new innovations with industry tie-ups to increase the flow of research and innovation from Japanese institutions, in everything from nanotechnology to bio and environmental technology 8

9 LEP 2 2. High-tech skills development new knowledge-based skills development; to accompany new technologies 3. High-end services development building on Japan s know-how in services such as hospitality and health-care, and opening up new collaborations 9

10 LEP 2 4. Managing eco-systems with safe, reliable and renewable energies tackling overdependence on fossil fuels and improving water supply management by tapping into Japanese sustainable energy expertise 5. Modernising small and medium sized enterprises, with technology transfers and management input; encourage tie-up with selected Malaysian SMEs with high-growth potential to move them up the value chain 10

11 LEP 2 6. Senior Citizens - Embark on a study and implementation of programmes to avert future problems of an aging population with issues of healthcare and livable life-style for the aged. 11

12 LEP 2 - Innovation and Technology Showcase An Innovation and Technology Showcase will be organized to bring high-technology, high value-added supply chain producers from Japan for exposure to the Malaysian SMEs. 12

13 LEP 2 Japan Innovation and Technology Showcase This will start with a Japan Innovation & Technology Showcase or JITS. This will be co-organised with established exhibition events such as INTRADE and SMIDEX organised by MATRADE and SME Corporation respectively every year. 13

14 LEP 2 Japan Innovation and Technology Showcase This platform can provide possible formation of strategic partnerships and business networkings for JITS participants to meet Malaysian counterparts for the purpose of technical collaboration, joint ventures and/or partnerships. 14

15 LEP 2 Japan Innovation and Technology Showcase JITS has been mooted in recognition of the fact that the Japanese companies can offer the latest innovation and technology in the various business sectors that Malaysian SMEs could adapt/adopt/expand/apply to leapfrog their developmental path. 15

16 LEP 2 Japan Innovation and Technology Showcase The objective would be to bring together Japanese companies that have innovative or better technology to offer Malaysian SMEs to enhance their marketability, upgrade their technology and build their capacity through various ways such as direct acquisition of technology, partnerships & JVs. 16

17 LEP 2 Japan Innovation and Technology Showcase The following sectors have been identified: Automotive parts and components Electrical & Electronics Agri-processing & food processing including biotechnology Environment and waste management 17
