Centre staffing Staff delivering this qualificatin must be able t demnstrate that they meet the fllwing requirements: be technically cmpetent in the areas in which they are delivering be able t deliver acrss the breadth and depth f the cntent f the qualificatin being taught have recent relevant teaching and assessment experience in the specific area they will be teaching, r be wrking twards this demnstrate cntinuing CPD. Physical resurces Centres must be able t demnstrate that they have access t the equipment and technical resurces required t deliver this qualificatin and its assessments. Internal Quality Assurance Internal quality assurance is key t ensuring accuracy and cnsistency f tutrs and markers. Internal Quality Assurers (IQAs) mnitr the wrk f all tutrs invlved with a qualificatin t ensure they are applying standards cnsistently thrughut assessment activities. IQAs must have, and maintain, an apprpriate level f technical cmpetence and be qualified t make bth marking and quality assurance decisins thrugh a teaching qualificatin r recent, relevant experience. Learner entry requirements Centres must ensure that all learners have the pprtunity t gain the qualificatin thrugh apprpriate study and training, and that any prerequisites stated in the What is this qualificatin abut? sectin are met when registering n this qualificatin. Age restrictins This qualificatin is apprved fr learners aged 16 19, Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( )

3 Delivering technical qualificatins Initial assessment and inductin An initial assessment f each learner shuld be made befre the start f their prgramme t identify: if the learner has any specific learning r training needs, supprt and guidance they may need when wrking twards their qualificatin, the apprpriate type and level f qualificatin. We recmmend that centres prvide an intrductin s that learners fully understand the requirements f the qualificatin, their respnsibilities as a learner, and the respnsibilities f the centre. This infrmatin can be recrded n a learning cntract. Emplyer invlvement Emplyer invlvement is essential t maximise the value f each learner s experience. Centres are required t invlve emplyers in the delivery f technical qualificatins at Key Stage 5 and/r their assessment, fr every learner. This must be in place r planned befre delivery prgrammes begin in rder t gain qualificatin apprval. See Sectin 4: Emplyer invlvement fr mre detail. 14 4 Emplyer invlvement Emplyer invlvement is a frmal cmpnent f Key Stage 5 Technical qualificatins. It des nt cntribute t the verall qualificatin grading, but is a mandatry requirement that all learners must meet. As such it is subject t external quality assurance by City & Guilds. Department fr Educatin (DfE) requirements state: Emplyer invlvement in the delivery and/r assessment f technical qualificatins prvides a clear line f sight t wrk, enriches learning, raises the credibility f the qualificatin in the eyes f emplyers, parents and students and furthers cllabratin between the learning and skills sectr and industry. [Technical qualificatins] must: require all students t undertake meaningful activity invlving emplyers during their study; and be gverned by quality assurance prcedures run by the awarding rganisatin t cnfirm that educatin prviders have secured emplyer invlvement fr every student. Extract frm: Vcatinal qualificatins fr 16 t 19 year lds, 2017 and 2018 perfrmance tables: technical guidance fr awarding rganisatins, paragraphs City & Guilds will prvide supprt, guidance and quality assurance f emplyer invlvement. Qualificatin apprval T be apprved t ffer City & Guilds technicals, centres must prvide an Emplyer Invlvement planner and tracker shwing hw every learner will be able t experience meaningful emplyer invlvement, and frm where sufficient and suitable emplyer representatives are expected t be surced. Centres must include in their planner a sufficient range f activities thrughut the learning prgramme that prvide a range f emplyer interactins fr learners. Centres must als plan cntingencies fr learners wh may be absent fr emplyer invlvement activities, s that they are nt disadvantaged. As part f the apprval prcess, City & Guilds will review this planner and tracker. Centres which cannt shw sufficient cmmitment frm emplyers and/r a credible planner and tracker will be given an actin fr imprvement with a realistic timescale fr cmpletin. Apprval will nt be given if emplyer invlvement cannt be assured either at the start f the qualificatin, r thrugh an apprpriate plan f actin t address this requirement befre the learner is certificated. 14 Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( )

Mnitring and reprting learner engagement Emplyer invlvement is a frmal cmpnent f this qualificatin and is subject t quality assurance mnitring. Centres must recrd evidence that demnstrates that each learner has been invlved in meaningful emplyer based activities against the mandatry cntent befre claiming the emplyer invlvement cmpnent fr learners. Centres must recrd the range and type f emplyer invlvement each learner has experienced and submit cnfirmatin that all learners have met the requirements t City & Guilds. If a centre cannt prvide evidence that learners have met the requirements t achieve the cmpnent, then the learner will nt be able t achieve the verall Technical Qualificatin. Types f invlvement Centres shuld nte that t be eligible, emplyer invlvement activities must relate t ne r mre elements f the mandatry cntent f this qualificatin. This des nt mean that emplyer invlvement in the ptinal units is nt valuable, and centres are encuraged t cnsider this wherever apprpriate. As the aim f emplyer invlvement is t enrich learning and t give learners a taste f the expectatins f emplyers in the industry area they are studying, centres are encuraged t wrk creatively with lcal emplyers. Emplyers can identify the areas f skills and knwledge in their particular industry that they wuld wish t see emphasised fr learners wh may apply t wrk with them in the future. Centres and emplyers can then establish the type f input, and which emplyer representative might be able t best supprt these aims. T be f mst benefit this must add t, rather than replace the centre s prgramme f learning. Sme examples f meaningful emplyer invlvement are listed belw. Emplyer invlvement nt related t the mandatry element f the qualificatin, althugh valuable in ther ways, des nt cunt twards this element f the qualificatin. The DfE has prvided the fllwing examples f what des and des nt cunt as meaningful emplyer invlvement, as fllws 1,2 : The fllwing activities meet the requirement fr meaningful emplyer invlvement: students undertake structured wrk-experience r wrk-placements that develp skills and knwledge relevant t the qualificatin 3 ; 1 As extracted frm: Vcatinal qualificatins fr 16 t 19 year lds 2017 and 2018 perfrmance tables: technical guidance fr awarding rganisatins 2 This list has been infrmed by a call fr examples f gd practice in emplyer invlvement in the delivery and assessment f technical qualificatins - Emplyer invlvement in the delivery and assessment f vcatinal qualificatins 3 DfE wrk experience guidance Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( ) 15

students undertake prject(s), exercise(s) and/r assessments/examinatin(s) set with input frm industry practitiner(s); students take ne r mre units delivered r c-delivered by an industry practitiner(s). This culd take the frm f master classes r guest lectures; industry practitiners perate as expert witnesses that cntribute t the assessment f a student s wrk r practice, perating within a specified assessment framewrk. This may be a specific prject(s), exercise(s) r examinatin(s), r all assessments fr a qualificatin. In all cases participating industry practitiners and emplyers must be relevant t the industry sectr r ccupatin/ccupatinal grup t which the qualificatin relates. The fllwing activities, whilst valuable, d nt meet the requirement fr meaningful emplyer invlvement: emplyers r industry practitiners input t the initial design and cntent f a qualificatin; emplyers hsting visits, prviding premises, facilities r equipment; emplyers r industry practitiners prviding talks r cntributing t delivery n emplyability, general careers advice, CV writing, interview training etc; student attendance at career fairs, events r ther netwrking pprtunities; simulated r prvider-based wrking envirnments e.g. hairdressing salns, flrists, restaurants, travel agents, small manufacturing units, car servicing facilities; emplyers prviding students with jb references. Types f evidence Fr each emplyer invlvement activity, centres are required t prvide evidence f which learners undertk it, e.g. a candidate attendance register. The types f additinal evidence required t supprt a claim fr this cmpnent will vary depending n the nature f the invlvement. E.g. fr a guest lecture it is expected that a synpsis f the lecture and register wuld be taken which each learner and the guest speaker will have signed; expert witnesses will be identified and will have signed the relevant assessment paperwrk fr each learner they have been invlved in assessing; evidence f cntributin frm emplyers t the develpment f lcally set r adapted assignments. Quality assurance prcess As the emplyer invlvement cmpnent is a requirement fr achieving the KS5 Technical qualificatins, it is subject t external quality assurance by City & Guilds at the apprval stage and when centres wish t claim certificatin fr learners. Evidence will be validated by City & Guilds befre learners can achieve the emplyer invlvement cmpnent. Where emplyer invlvement is nt judged t be sufficient, certificates cannt be claimed fr learners. Sufficiency f invlvement fr each learner It is expected that the centre will plan a range f activities that prvide sufficient pprtunities fr each learner t interact directly with a range f individuals emplyed in the related industry. Centres must als prvide cntingencies fr learners wh may be absent fr part f their teaching, s they are nt disadvantaged. Any 16 Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( )

absence that results in a learner missing arranged activities must be dcumented. Where learners are unable t undertake all emplyer invlvement activities due t temprary illness, temprary injury r ther indispsitin, centres shuld cntact City & Guilds fr further guidance. Live invlvement Learners will gain mst benefit frm direct interactin with emplyers and/r their staff; hwever the use f technlgy (e.g. the use f live webinars) is encuraged t maximise the range f interactins. Where learners are able t interact in real time with emplyers, including thrugh the use f technlgy, this will be classed as live invlvement. It is cnsidered gd practice t recrd learning activities, where pssible, t allw learners t revisit their experience and t prvide a cntingency fr absent learners. This is nt classed as live invlvement hwever, and any invlvement f this type fr a learner must be identified as cntingency. Timing A learner wh has nt met the minimum requirements cannt be awarded the cmpnent, and will therefre nt achieve the qualificatin. It is therefre imprtant that centres give cnsideratin t scheduling emplyer invlvement activities, and that enugh time is alltted thrughut delivery and assessment f the qualificatin t ensure that requirements are fully met. Candidates will be judged against the unit grading criteria Arrangements fr release, security and re-sitting assignments are the same as detailed fr the synptic assignment. What is synptic assessment? Technical qualificatins are based arund the develpment f a tlkit f knwledge, understanding and skills that an individual needs in rder t have the capability t wrk in a particular industry r ccupatinal area. Individuals in all technical areas are expected t be able t apply their knwledge, understanding Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( ) 19

and skills in decisin making t slve prblems and achieve given utcmes independently and cnfidently. City & Guilds technical qualificatins require candidates t draw tgether their learning frm acrss the qualificatin t slve prblems r achieve specific utcmes by explicitly assessing this thrugh the synptic assignment cmpnent. In this externally set, internally marked and externally mderated assessment the fcus is n bringing tgether, selecting and applying learning frm acrss the qualificatin rather than demnstrating achievement against units r subsets f the qualificatin cntent. The candidate will be given an apprpriately levelled, substantial, ccupatinally relevant prblem t slve r utcme t achieve. Fr example this might be in the frm f a briefing frm a client, leaving the candidate with the scpe t select and carry ut the prcesses required t achieve the client s wishes, as they wuld in the wrkplace. Candidates will be marked against assessment bjectives (AOs) such as their breadth and accuracy f knwledge, understanding f cncepts, and the quality f their technical skills as well as their ability t use what they have learned in an integrated way t achieve a cnsidered and high quality utcme. Hw the assignment is synptic fr this qualificatin The typical synptic assignment culd be t create a lk bk f styles t meet a given scenari, fr example fr a particular theatrical prductin, televisin recrding r film sht. Candidates will have t cnsider make-up, hair, cstume and prp requirements as well as theme and cnstraints f the setting. Candidates will als be required t carry ut theatrical media make-up techniques n a mdel within a set time, t meet a specific brief. This will require the candidate t draw frm acrss the qualificatin cntent t ensure they cmplete the tasks effectively, including the technical skills required t create the lks. External exam fr stretch, challenge and integratin The external assessment will draw frm acrss the mandatry cntent f the qualificatin, using a range f shrter questins t cnfirm breadth f knwledge and understanding. Extended respnse questins are included, giving candidates the pprtunity t demnstrate higher level understanding and integratin thrugh discussin, analysis and evaluatin, and ensuring the assessment can differentiate between just able and higher achieving candidates. Optinal unit assessments and integratin int the synptic qualificatin cntent While the mandatry units fr this qualificatin prvide the main skills and knwledge required t wrk in theatrical make-up, special effects and media make-up, the ptinal units prvided give centres flexibility when devising prgrammes t meet lcal emplyment needs, where the purpse f the qualificatin demands this. The assessments fr the ptinal units will require that the candidate has experienced the full breadth f mandatry learning f the qualificatin in rder t better demnstrate the runded perfrmance expected at higher grades. 20 Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( )

6 Mderatin and standardisatin f assessment City & Guilds externally set assignments fr technical qualificatins are designed t draw frm acrss the qualificatins cntent, and t cntribute a significant prprtin twards the learner s final qualificatin grade. They are subject t a rigrus external quality assurance prcess knwn as external mderatin. This prcess is utlined belw. Fr mre detailed infrmatin, please refer t Marking and mderatin - Technicals centre guidance available t dwnlad n the City & Guilds website. It is vital that centres familiarise themselves with this prcess, and hw it impacts n their delivery plan within the academic year. Supervisin and authenticatin f internally assessed wrk The Head f Centre is respnsible fr ensuring that internally assessed wrk is cnducted in accrdance with City & Guilds requirements. City & Guilds requires bth tutrs and candidates t sign declaratins f authenticity. If the tutr is unable t sign the authenticatin statement fr a particular candidate, then the candidate s wrk cannt be accepted fr assessment. Internal standardisatin Fr internally marked wrk 4 the centre is required t cnduct internal standardisatin t ensure that all wrk at the centre has been marked t the same standard. It is the Internal Quality Assurer s (IQA s) respnsibility t ensure that standardisatin has taken place, and that the training includes the use f reference and archive materials such as wrk frm previus years as apprpriate. Prvisin fr rewrking evidence after submissin fr marking by the tutr It is expected that in many cases a candidate wh is struggling with a specific piece f wrk may themselves chse t restart and rectify the situatin during their nrmal allcated time, and befre it gets t the stage f it being handed in fr final marking by the tutr. In exceptinal circumstances hwever, where a candidate has cmpleted the assignment in the required timescales, and has handed it in fr marking by the tutr but is judged t have significantly underperfrmed, may be allwed t rewrk r supplement their riginal evidence fr remarking prir t submissin fr mderatin. Fr this t be allwed, the centre must be cnfident that the candidate will be able t imprve their perfrmance withut additinal feedback frm their tutr and within 4 Fr any internally assessed ptinal unit assignments, the same prcess must be fllwed where assessrs must standardise their interpretatin f the assessment and grading criteria. Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( ) 25

the required timescales e.g. the candidate has shwn they can perfrm sufficiently better previusly in frmative assessments. The rewrked and/r supplemented riginal evidence must be remarked by the tutr in advance f the riginal mderatin deadline and the mderatr infrmed f any candidates wh have been allwed t resubmit evidence. The prcess must be managed thrugh the IQA. The justificatin fr allwing a resubmissin shuld be recrded and made available n request. The use f this prvisin will be mnitred by City & Guilds. Internal appeal Centres must have an internal prcess in place fr candidates t appeal the marking f internally marked cmpnents, ie the synptic assignment and any ptinal unit assignments. This must take place befre the submissin f marks fr mderatin. The internal prcess must include candidates being infrmed f the marks (r grades) the centre has given fr internally assessed cmpnents, as they will need these t make the decisin abut whether r nt t appeal. Centres cannt appeal the utcme f mderatin fr individual candidates, nly the mderatin prcess itself. A request fr a review f the mderatin prcess shuld be made t appeals@cityandguilds.cm. Mderatin Mderatin is the prcess where external markers are standardised t a natinal standard in rder t review centre marking f internally marked assessments. These markers are referred t as mderatrs. Mderatrs will mark a representative sample f candidates wrk frm every centre. Their marks act as a benchmark t infrm City & Guilds whether centre marking is in line with City & Guilds standard. Where mderatin shws that the centre is applying the marking criteria crrectly, centre marks fr the whle chrt will be accepted. Where mderatin shws that the centre is either cnsistently t lenient r cnsistently t harsh in cmparisn t the natinal standard, an apprpriate adjustment will be made t the marks f the whle chrt, retaining the centre s rank rdering. Where centre applicatin f the marking criteria is incnsistent, an apprpriate adjustment fr the whle chrt may nt be pssible n the basis f the sample f candidate wrk. In these instances a cmplete remark f the candidate wrk may be necessary. This may be carried ut by the centre based n feedback prvided by the mderatr, r carried ut by the mderatr directly. Mderatin applies t all internally marked assignments. Fllwing standardisatin and marking, the centre submits all marks and candidate wrk t City & Guilds via the mderatin platfrm. The deadline fr submissin f evidence will be available n Walled Garden. See the Marking and mderatin - Technicals Centre Guidance dcument fr full details f the requirements and prcess. 26 Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( )

In mst cases candidate wrk will be submitted directly t the mderatr fr mderatin. This includes written wrk, phtgraphic and pictrial evidence, r vide and audi evidence. Fr sme qualificatins there will be a requirement fr mderatrs t visit centres t bserve practical assessments being undertaken. This will be fr qualificatins where the assessment f essential learner skills can nly be demnstrated thrugh live bservatin. The purpse f these visits is t ensure that the centre is assessing the practical skills t the required standards, and t prvide the mderatrs with additinal evidence t be used during mderatin. These visits will be planned in advance with the centre fr all relevant qualificatins. Pst-mderatin prcedures Once the mderatin prcess has been cmpleted, the cnfirmed marks fr the chrt are prvided t the centre alng with feedback frm the mderatr n the standard f marking at the centre, highlighting areas f gd practice, and ptential areas fr imprvement. This will infrm future marking and internal standardisatin activities. City & Guilds will then carry ut awarding, the prcess by which grade bundaries are set with reference t the candidate evidence available n the platfrm. Centres retaining evidence Centres must retain assessment recrds fr each candidate fr a minimum f three years. T help prevent plagiarism r unfair advantage in future versins, candidate wrk may nt be returned t candidates. Samples may hwever be retained by the centre as examples fr future standardisatin f marking. Level 3 Advanced Technical Diplma in Theatrical, Special Effects and Media Make-up Artistry (540) ( ) 27

7 Grading Awarding individual assessments Individual assessments will be graded, by City & Guilds, as pass/merit/distinctin where relevant. The grade bundaries fr pass and distinctin fr each assessment will be set thrugh a prcess f prfessinal judgement by technical experts. Merit will usually be set at the midpint between pass and distinctin. The grade descriptrs fr pass and distinctin, and ther relevant infrmatin (e.g. archived samples f candidate wrk and statistical evidence) will be used t determine the mark at which candidate perfrmance in the assessment best aligns with the grade descriptr in the cntext f the qualificatin s purpse. Bundaries will be set fr each versin f each assessment t take int accunt relative difficulty. Please nte that as the Merit grade will usually be set at the arithmetical midpint between pass and distinctin, there are n descriptrs fr the Merit grade fr the qualificatin verall. Grade descriptrs T achieve a pass, a candidate will be able t Demnstrate the knwledge and understanding required t wrk in the ccupatinal area, its principles, practices and legislatin. Describe sme f the main factrs impacting n the ccupatin t shw gd understanding f hw wrk tasks are shaped by the brader scial, envirnmental and business envirnment it perates within. Interpret a brief fr cmplex wrk related tasks, identifying the key aspects, and shwing a secure understanding f the applicatin f cncepts t specific wrk related tasks. Carry ut planning which shws an ability t identify and analyse the relevant infrmatin in the brief and use knwledge and understanding frm acrss the qualificatin (including cmplex technical infrmatin) t interpret what a fit fr purpse utcme wuld be and develp a plausible plan t achieve it. Achieve an utcme which successfully meets the key requirements f the brief. Identify and reflect n the mst bvius measures f success fr the task and evaluate hw successful they have been in meeting the intentins f the plan. Wrk safely thrughut, independently carrying ut tasks and prcedures, and having sme cnfidence in attempting the mre cmplex tasks. T achieve a distinctin, a candidate will be able t Demnstrate the excellent knwledge and understanding required t wrk t a high level in the ccupatinal area, its principles, practices and legislatin. Analyse the impact f different factrs n the ccupatin t shw deep understanding f hw wrk tasks are shaped by the brader scial, envirnmental, and business envirnment it perates within.
