3 General This presentation relates to updated standards first published in: September 2014 issue of the Railway Group Standards Catalogue from the RSSB. Company standards issued since the June 2014 meeting. 11/11/2014 4
4 Catalogue of RGS The September 2014 issue of the RGS Catalogue will be the last catalogue produced by RSSB. Currently all definitive versions of Railway Group Standards and associated documents are published on (the website is RSSBs Catalogue of Standards). Specifying your criteria via the Advanced Search (the last tab on the top blue navigation bar) the user is able to export their results from their search into an Excel spreadsheet. This excel spreadsheet could be created by yourselves as and when necessary. It contains all the information relevant to the document and can be used to filter on criteria that is appropriate to you e.g: Lead Standards Committee, Issue Date, Withdrawal Date, Document Status (Live/Withdrawn/Superseded) etc. RSSB will still publish a list of what is issued and withdrawn per publication period which will be available on the Latest Updates Page of 11/11/2014 7
5 Railway Group Standards GK/RT0075 (3) (inc GK/GN0675 (3)) Lineside Signal Spacing and Speed Signage It is considered that these changes do not adversely affect risk and will provide benefits to the design and use of lineside signal spacing and speed signage. Compliance for the superseded sections of GK/RT0075 is from 06/12/2014 and this is when issue 2 ceases to be in force. Repeater warning board The current layout of the TSR repeater warning board with the speed at the top of the board and R beneath has been reversed, with the R uppermost and the speed beneath. This change is intended to eliminate the problem that arises when the sign is erected off the end of a platform and the R is not visible to approaching trains and only the speed can be seen. 11/11/2014 8
6 Railway Group Standards Changes to braking distances Corrections have been made to the braking distances in Table B.1 Composite table for passenger trains (metres). The braking distances in Table B.1 for speeds of 95 mph and above on a rising gradient of 2.5 mm/m have been reduced by 5 m. For speeds of 100 mph or more on falling gradients of 2.5 mm/m the braking distances have been reduced by 2 m. These reductions in distances correct inconsistencies in the RGS but are not considered to have any wider operational implications because of the conservative derivation of the braking distances. The distance shown in Table X-3 of GK/RT0075 issue two, for decelerations to a speed of 30 mph from initial speeds of 75 mph and 80 mph on a gradient of 200 falling have been corrected from 1247m to 1358m. 11/11/2014 9
7 Railway Group Standards Removal of risk assessment before an ESR is applied Removal of an unintentional requirement for a risk assessment to be undertaken before placing an ESR. An ESR is used to control an immediate hazard in the short term and is normally implemented by permanent way staff with support from signalling technicians when required. As these groups of staff are unlikely to have the necessary information available to them, it is not practical in these timeconstrained circumstances for them to prepare a competent risk assessment, especially out of hours. The SPAD risk assessment is undertaken when the ESR is converted to a TSR. 11/11/
8 Railway Group Standards Withdrawal or increase of speed of TSR A change has been made to clause D of GK/RT0075 (2), to include a reference to repeater warning boards at a TSR, in addition to speed indicators and warning boards. The amended text reads: If the implementation of a temporary speed restriction is published or notified, and then its speed is raised earlier than planned, the speed indicators, warning boards and repeater warning boards shall: a) Remain in the same position until the published time and date for their removal, and b) Be altered to show the higher speed. This change to include reference to repeater warning boards has been made to align GK/RT0075 issue three with the Rule Book. The repeater warning board needs to be consistent with the TSR speed. 11/11/
9 Railway Group Standards Removal of TSR termination board Clause D in GK/RT0075 (2) which permits the removal of the TSR termination indicator, if the temporary speed restriction is not imposed or withdrawn, after having been published in the Weekly Operating Notice, has been deleted. This change has been made to align with the Rule Book. The requirement has been withdrawn because train drivers expect to see a set of three boards associated with a TSR and if a termination board is not present they would report it as a missing sign. 11/11/
10 Railway Group Standards Variation in actual signalling braking distance The requirement in GK/RT0075 (2), for a risk assessment to be undertaken when there are large variations in the signalling braking distances between sequences of signals on the same line, has been made to improve clarity and remove potential ambiguity with its application. The revised wording of the requirement achieves the intent of the original requirement and does not relax the criteria for when an assessment to determine that the signalling braking distance is compatible with the SPAD risk mitigation measures is to be undertaken. Clause b) currently reads: b) A variation in excess signalling braking distance means that the distance between the signals displaying the first cautionary aspect and the stop aspect is reduced by 34% or more, compared with the excess signalling braking distance for the preceding sequence of signals on the same line. Clause b) now reads: b) A signal has an actual signalling braking distance less than 67% of the actual signalling braking distance for the preceding signal(s) on the same line. 11/11/
11 Signal Engineering Issue: 7 Standard No: NR/L2/SIG/19608 Title: Purpose: This document provides Level Crossing Managers (LCMs) and Delivery Unit staff, see RACI in clause 4, with acceptable means of compliance for the inspection of level crossing assets. Scope: This process describes a method of inspecting level crossings on Network Rail Managed Infrastructure. Maximum inspection intervals. 2. Defect rectification timescales. 3. Defect minimum actions. 4. Means of assurance for the checking of level crossing asset inspections. 13 Signal Engineering Issue: 5 Standard No: NR/L3/SIG/10663 Title: Signal Maintenance Specifications Purpose: This L3 document contains the Network Rail Signal Maintenance Specifications (NR/SMS) that are the default maintenance regime for signalling assets on Network Rail Infrastructure. Scope: This L3 document applies to all staff who undertake preventative or corrective maintenance to signalling assets on Network Rail infrastructure. Changes: Issue 5 of this standard has been updated to include new Asset types, amendments and corrections to the entries made in Issue 4 of the Signalling Maintenance Specifications (SMS). 15 Signal Engineering Issue: 12 Standard No: NR/L2/SIG/10665 Title: Reliability Centred Maintenance of Signalling Equipment (RoSE) Purpose: Changes: This document contains the Network Rail ROSE Signal Maintenance Specifications (NR/ROSE) that have been produced as an alternative to the default New Regimes added for Crown Post Counter Balanced Support Frauscher Axle Counters maintenance regime for Signalling assets on Network Rail infrastructure. 16 Signal Engineering Issue: 3 Standard No: NR/L3/SIG/19808 Title: Hy-Drive Supplementary Point Drive System Purpose: Information published within NR/SIN/118 to mitigate the risk of flange contact with the Break-Out Device is contained within this document. The Hy-drive Supplementary Point Drive System now has two designs known as MkI and MkII. This Work Instruction explains the key changes that were introduced in 2014 as part of the MkII design. Scope: This Network Rail standard specifies requirements and guidance on the Hy-drive Supplementary Point Drive System which is used in conjunction with an In-bearer Clamp lock to create the Hy-drive Points System. This applies to systems that are used to operate NR60 Rail from C switch to H switch length. This is intended to provide instruction and guidance to signalling designers, testers and operators on the application of signalling principles on Network Rail Infrastructure. Scope: This Level 2 standard applies to all signalling schemes and detailed design being developed to amend Network Rail's infrastructure. Changes: A new Appendix R has been has been created to incorporate former Railway Group Standards withdrawn by RSSB. The former RGS being: GK/RT0039, GK/RT0041, GK/RT0042, GK/RT0051, GK/RT0054, GK/RT0060, GK/RT0061, GK/RT0063, GK/RT0064 & GE/RT8071. Module D110 is withdrawn as these requirements are now covered in the Rule Book.
