4 Code of Ethics TU Delft Our Code of Ethics describes the aspirations, responsibilities and rights that should inspire and guide all our employees and students Our modus operandi as an institution is trust as default It revolves around our core values: Respect Integrity Expertise Involvement Transparency It also stresses to avoid even the semblance of conflicts of interest 4
5 Awareness and implementation of the Code of Ethics TU Delft At the end of 2011, we got underway with a TU Delft-wide integrity programme. There are two objectives we wish to realise with this programme: 1. Increasing awareness of our Code of Ethics TU Delft among staff members and (PhD) students 2. Revising and, where necessary, tightening up regulations that directly concern matters of integrity such as the secondary employment regulation, the travel expenses scheme and the rules concerning Intellectual Property 5
6 From financial control to management control TU Delft is a publicly funded institution, and as such required to be transparent and accountable For such management control to be effective, it must fit in with the character of the university Universities are characterised by a huge number of very complex processes, both in education and research and in the ancillary services which support it Goal: manage the university in a balanced way between formal and informal, on the one hand, and reporting and regulation on the other hand 6

9 What have we done in our Integrity programme? Awareness meetings: We organised more than 25 meetings with academic and support staff in which we discussed the Code of Ethics and talked about ethical dilemmas Update of several regulations: Update of secondary employment regulation and business travel reimbursement regulation Independent advice on issues of integrity: The Conflicts of Interest Committee and a sub-committee Human Involved Experiments were launched Communication: The Code of Ethics and other information on our integrity policy can be found on: 9
10 Awareness meetings Meetings started with a presentation on the Code of Ethics TU Delft and then groups discussed ethical dilemma s Employees often share their own dilemmas and explore together the alternatives for action Scientists can be faced with dilemmas regarding research funded by industry, for example These meetings have already generated valuable new insights 10

12 Secondary employment regulation Ancillary activities: enrichment for both TU Delft and employees New regulation: for all TU Delft employees the same and very broad definition of secondary work This does not mean that any ancillary activity should be reported If the interests of TU Delft are not touched, reporting activities is not necessary ( trust as default ) Reported ancillary activities will be reviewed, authorized (if necessary under certain conditions) and published on internet More discussion and arrangements about income secondary work 12

15 Conclusion Now we are rounding off the cycle of meetings in a conference where we view things from a wider perspective with the help of experts in the field of Ethics and Science Ethics is a topic we should keep on the agenda It should be part and parcel of our way of working and thinking We should make a habit of calling each other to account where necessary and freely discuss what is desirable, what is permissible and where we draw the line That is Science and Integrity in the Modern University 15
