Developing needed tools and techniques for ICT measurement. Providing policies, recommendations, guidelines and best practices for the Fifth Development Plan. Defining a framework for ICT statistics system in Iran. Capacity building in the area of ICT Measurement Raising awareness of all stakeholders about the importance of ICT measurement in formulating and evaluating ICT policies.

15 Example: Number of Internet users Each country should refer to the results from national households surveys. In Iran, this survey is performed each 5 years by Statistical Center of Iran (SCI). Contract with ITO and SCI for measuring Internet users in Using an estimation formula proposed by ITO and Sharif University of Technology in between.

17 Stage one: Planning Providing a clear and unambiguous definition for each indicator based on other policy documents, international references and experts judgments. Defining a feasible and systematic method for measuring each indicator.

18 Stage two: Execution and Evaluation Planning for data gathering, extraction and validation activities (designing needed forms, design and implementation of needed data gathering tools, ) Gathering and validating data values from related data sources. Calculating the final value of each indicator at the end of Fourth Development Plan. Comparing the calculated value to the desired value and performing a progress analysis and reporting weaknesses and strengths. Performing benchmarking and comparative analysis based on 4 th Development Plan indicators, ITU IDI and EIU e-readiness index. Compiling a list of recommendations, suggestions, policies, best practices, experiences for the next plan and improving the next action.

19 Developing DP Indexometer for online Data Gathering Management subsystem: For each indicator, user can define data items, calculation formula, and responsible organization for data entry, value in the first year, target value, value in each year of the plan, expected growth rate. Data gathering subsystem: Each user can see the data items that have been assigned to him/her and enter the value for each data item via a Web-based simple form. Management dashboard subsystem: User can see management reports and dashboard for each indicator and groups of indicators. The reports are but not limited to planned trend, realized trend, government organizations status, provinces status.

Close interaction with the international bodies such as ITU, UNCTAD, UNESCO and UNDESA for capacity building and knowledge sharing. Awareness and training in the country is needed. Top-level management support is needed at the level of president and ministers Using international indicators such as ITU, EIU and others in designing core indicators for Iran.
