2 What are Research Infrastructures? Facilities, resources, and related services used by the research community for Conducting leading-edge research Knowledge transmission, knowledge exchanges and knowledge preservation Includes Major scientific equipment and facilities Associated human resources, collaborative networks and knowledge-containing resources such as collections, archives, data and biobanks ICT-based infrastructures In the context of this project: the distinguishing feature is that the RI serves supra-national interests
3 Types of Global RIs Single-sited international large-scale research infrastructures Mainly located in one site which concentrates the activity of researchers, e.g., LHC (CERN), ITER, etc. Distributed research infrastructures of global interest A set of research facilities on different places but with a common coordination and governance structure, e.g., SKA, GEOSS, ICGEB, UBUNTU-NET, EMBL, GBIF, SASSCAL, etc. National facilities of global interest RI facilities of global research interest open for international cooperation for development and use under some conditions, e.g., MeerKAT, SAEON, African Laser Centre, Agulhas II, CHPC, etc.
4 Centrality of RI: Knowledge Triangle Research Research Infrastructures Education RIs are key elements for transition from a resource-based to knowledge-based economy Innovation To be a competitive knowledge economy: Produce knowledge through research Diffuse it through education Apply it through innovation.
5 What can developing countries offer to global RI partnerships? Comparative advantage: Geographic e.g. Southern Skies Resource e.g. biodiversity Knowledge e.g. deep-mining in South Africa Misfortune e.g. diseases such as HIV-AIDS Global inclusiveness needed to address global problems, viz. climate change Leveraging socio-economic impact of research infrastructures advance fight against poverty, global sustainable development agenda Strategic economic interests Science for Peace (Trieste system, SESAME example)
6 Research Infrastructures and flagship projects Liberate and mobilise political support for S&T Political resolve at highest levels Science awareness and promotion Strategic partnerships (public-private, international) Concentrate investment, leverage return, achieve economies of scale Accelerate capacity development Develop, retain and attract skills Builds national S&T base and infrastructure requires long-term perspective and commitment!
